An Analysis on IT Policy and Infrastructure of ASEAN Countries (ASEAN 진출대상국의 IT 정책과 인프라 분석)

  • In the era of so-called knowledge-based economy, the creation and utilization of IT and new knowledge are recognized as core factors to enforce IT industry and to increase national competitiveness. Advanced countries, therefore, have heavily invested their resources on IT sector and introduced competition into the telecommunication market. ASEAN countries are trying to make themselves informationized society through IT market liberalization and industry development. They are investing lots of resources to construct IT infrastructure such as wired and wireless network and consider informationized society promotion as top national agenda. In this effort, Korea is a benchmarking model for them. Successful entering into ASEAN market requires close analysis and correct understanding of its IT policy and infrastructure. In this paper, therefore, tried to analyse IT policy and infrastructure of three ASEAN countries, which have high potential of economic cooperation in IT with Korea. And based on the analysis, tried to find out ways to enter into ASEAN.

A Study on Design Elements and Infrastructure System of Library Space as a Place of Shared Culture (공유문화의 장으로서의 도서관 공간의 설계요소 및 인프라 체계 연구)

  • In modern times, pluralistic social phenomena in which various values are pursed and recognized appear. The modern society called hyper-connected, intelligence information and zero marginal cost society in which shared value is commonly emphasized faces a paradigm shift to shared society system. In particular, sharing-based activities related with intelligence information sectors more prominently emerge in the high-tech informatization which has been accelerated. The purpose of this study is to understand design factors related with how attribution of the sharing culture is expressed in library spaces and examine how sharing infrastructure is established in users' spaces. As a research method, it initially conducted theoretical consideration of the sharing culture and information spaces, which can be regarded as sociocultural phenomena in modern times. Then, it drew sharing culture-based spatial design factors-access, openness and plurality. It analyzed configuration of spaces for sharing information-Cultural Commons (CC), Information Commons(IC) and Learning Commons (LC) - and infrastructure of information spaces, for library cases-five domestic and foreign public libraries-. The findings show that modern library spaces reflect historical needs for the sharing culture and actively serve their roles through spatial infrastructure including contents (programs) and services for sharing knowledge. The study is determined to be valuable as basic data in establishing the infrastructure of information spaces reflecting modern social trends and cultural phenomena, in expecting spatial structures in which knowledge is reproduced and planning spaces of libraries in the future.

FACTORS AFFECTING THE SUCCESS/FAILURE OF ROAD INFRASTRUCTURE PROJECTS UNDER PPP IN INDIA

  • India has accorded a high priority to road infrastructure development through Public-Private Partnership (PPP) and it has set a high target for investment inflows. Yet, it is widely held that road/highway infrastructure has not been developing at required pace and that the road infrastructure projects under PPP have been suffering from several hurdles and delays, thereby affecting project success/failure. This paper is an attempt to analyze the critical success/failure factors of road infrastructure projects under PPP in India. A questionnaire survey was conducted among a sample of the stakeholders of road infrastructure projects to identify the critical success/failure factors during all four major project stages using different approaches. Initially, the critical factors were identified through ranking based on the average/mean score. Later, the conventional RII score was used to identify the critical success/failure factors. Finally, the critical success/failure factors were also identified based on the stakeholder-wise ranking of the factors and their convergence. The assessment revealed that there was a greater convergence across the different methods and also that there was greater consensus among project stakeholder on the critical success/failure factors of road PPP projects.

  • Recently, disaster that is earthquake, sever rainstorm and the tidal wave were increased by abnormal weather. These influence which is the slope stability of the completed slope as well as under construction slope is affected by disaster. But the management standard for the construction slope is incomplete. Also, the standard connected with construction slope is not integrated with the important public paper organic enemy and it is duplicated and the standards which conflict are being scattered. In this research which it sees consequently the inside and outside of the country construction slope the maintenance civil official relation law and standard investigation it leads and the problem point and a improvement program of management criterion and to sleep the construction slope which is suitable in domestic actuality it prepares and propose.

  • Cut slope and facility of management investigation is the protection of humans and properties. it is very important the prevention of disaster facility and the damage of the slope protection facility. It is very difficult to forecast slope stability, disaster possibility and collapse. It will be able to minimize the damage which it prepare against slope facility and cut slope of deformable investigation and collapse and the disaster. therefore those deformable investigation is important. Investigations execute upheaval, crack, sliding for slope and cut slope reinforcement. Investigation executes forecast in place where the construction problem, the effect which the damage in road traffic or the contiguity facility.

  • Tunnel in subway should be designed as a water-proof type tunnel as much as possible but it is difficult to make it come true due to several facts, such as construction technique and cost. A drainage type tunnel as a substitute of a water-proof tunnel lead to the increase of water pressure on the concrete lining that make bad effect to tunnel structure when it has some problem to operate the drainage system. Throughout studying about cases on defects of tunnel drainage in subway We hope it contributes to tunnel maintenance.

  • Contrary to past critical infrastructure network, current critical infrastructure network is adopting IoT devices and efficient management system using the external networks. Using this system, productivity and management efficiency could be enhanced compared to past critical infrastructure network. But cybersecurity issue could be occurred at external network connection, so cybersecurity guideline is necessary. However, critical infrastructure organizations tend to use the cybersecurity guideline issued by government because it is hard to develop cybersecurity guideline on their own. But the government's cybersecurity guideline isn't suitable for the critical infrastructure network because it doesn't include critical infrastructure's specific characteristics. Therefor, we suggested the development method of cybersecurity guideline for the critical infrastructure network based on analysing cybersecurity guideline standards and critical infrastructure networks.

  • Diverse types of meteorological disasters that are frequently occurring at the present time, such as urban flooding, draught, heat waves, or tropical nights do not only cause casualties and property damages but also make it difficult to preserve the natural environment of the city. That is why Low Impact Development or Green Infrastructure has recently received lots of attention as a means to minimize meteorological disasters, adapt to climate change and to leave a better urban environment for the next generation. As of now, Korea's low impact development and green infrastructure technology are standing at the stage of incubation or demonstration. Both central and provincial governments have accelerated the updating of laws and regulations, which allows us to turn the Gray City with Gray Infrastructure that only uses water into a Green City with Green Infrastructure that manages the water. To spread and distribute such a notion in a systemic way, it requires new technology development tailored to Korea, verification of technology, and maintenance of related technological standards, cooperation with other industries, training & promotion, and the participation of citizens.

  • Recently, the public interest for infrastructure safety has been growing, but the process of data acquisition and management system for safety is being carried out in an inefficient manner. The data obtained during the inspection for the safety of infrastructure tends to be documented using papers, which is not efficient in the stage of post analyses. The information technology (IT), which is rapidly being developed, is applied to the new system as a solution. Information technology provides valuable tools for converting and generating digital data, handling the history of defects, and assessing the condition and estimating the service life of infrastructure. The purpose of this paper is to introduce Infrastructure Management System(IMS). It is expected that the IMS would minimize the manpower, time and maintenance cost, and improve the safety of infrastructure.

  • IT technologies applied in the urban places are being promoted in each area. Especially infrastructure is performed in the central role of technical support in urban area. However, u-City infrastructure has lack of integrated way and concentrated on only feasible technology which cause frequent substitution and the nested technology in urban area. Therefore this study sheds light on infrastructure through a overall considerations of urban compositional elements and interactions, and apply technology in the process of the industrial era, the domestic supply of urban infrastructure and the cycle comparison-analysis deal with the domestic implications when applied. The results of the study, first, the u-City infrastructure should be supplied by public. Second, u-City infrastructure is in need of the agile character, and standardization of the subtleties is needed. Third, a new system of integrated-macroscopic perspective should be established by changes that influenced by convergences of IT technologies and infrastructures. Fourth, u-City infrastructures planning should consider interactions of services, devices and systems.
