논문 - 기후변화에 따른 농업생산기반 재해 취약성 평가를 위한 대리변수 선정 (The Proxy Variables Selection of Vulnerability Assessment for Agricultural Infrastructure According to Climate Change)

  • Climate change has impacts on not only the average temperature rise but also the intensity and frequency of extreme events such as flood and drought. It is also expected that the damages on agricultural infrastructure will be increased resulting from increased rainfall intensity and frequency caused by climate change. To strengthen the climate change adaptation capacity, it is necessary to identify the vulnerability of a given society's physical infrastructures and to develop appropriate adaptation strategies with infrastructure management because generally facilities related to human settlements are vulnerable to climate changes and establishing an adaptive public infrastructure would reduce the damages and the repair cost. Therefore, development of mitigation strategies for agricultural infrastructure against climatic hazard is very important, but there are few studies on agricultural infrastructure vulnerability assessment and adaptation strategies. The concept of vulnerability, however, is difficult to functionally define due to the fact that vulnerability itself includes many aspects (biological, socioeconomic, etc.) in various sectors. As such, much research on vulnerability has used indicators which are useful for standardization and aggregation. In this study, for the vulnerability assessment for agricultural infrastructure, 3 categories of climate exposure, sensitivity, and adaptation capacity were defined which are composed of 16 sub-categories and 49 proxy variables. Database for each proxy variables was established based on local administrative province. Future studies are required to define the weighting factor and standardization method to calculate the vulnerability indicator for agricultural infrastructure against climate change.

항만 인프라 재해와 노후화 관리를 위한 디지털 트윈 적용 절차에 관한 연구 (A Study on the Procedure for Applying Digital Twin to Disaster and Aging Management of Port Infrastructure)

  • 우리나라 항만 인프라는 공용연수가 30년이 넘은 노후 항만시설물은 2019년 약 23%에서 2029년에는 47%로 증가하여 노후화가 빠르게 진행되고 있다. 오래된 기존의 항만은 경쟁력을 상실하고 항만 인프라의 발전을 저하하며 시설물에 대한 인적자원 기반 유지보수에 따른 인명사고가 증가한다. 이러한 문제를 디지털 트윈 기반의 체계적인 관리 기술 구축으로 해결하고자 한다. 본 연구는 항만 인프라의 재해와 노후화 현황과 스마트 항만의 사례를 살펴본 뒤 스마트 항만 기술이 반영된 디지털 트윈 구현 단계를 구체적으로 제시하고자 한다. 항만 인프라 연계 시스템을 분석하고 디지털 트윈 구현에 필수적인 시나리오를 작성하여 맵핑을 한다. 재해와 노후화 관리를 위한 3D 모델링과 시뮬레이션 데이터를 수집하여 디지털 트윈을 구현하며 항만 인프라에서 획득한 센싱 데이터, 영상 데이터 등의 데이터를 실시간으로 연동하여 상황별 항만 디지털 트윈 시뮬레이션 구현한다. 항만 인프라 재해와 노후화 관리를 위한 디지털 트윈 항만을 구현하는 경우 실시간 통합관제로 예지적인 항만 인프라 관리로 할 수 있을 뿐 아니라 재해에 관한 안전을 확보할 수 있다.

  • 새로운 미디어 환경의 도래와 복수 미디어랩의 등장을 앞두고 방송광고의 공용인프라 구축과 활용에 대해 광고업계와 학계의 관심과 노력이 지속적으로 제기되어왔다. 본 연구에서는 새롭게 조성되는 방송광고 환경에 따라 기존 코바코 코덱스의 가치를 분석하고 코덱스를 방송광고산업의 공용인프라로 사용할 수 있는 활용방안을 살펴보았다. 연구결과 코바넷과 코덱스 시스템은 첫째, 방송광고 거래 시스템 인프라 둘째, 광고콘텐츠 활용 인프라 셋째, 광고산업 진흥 인프라 넷째, 새로운 수익창출 인프라로 활용할 수 있다는 가능성을 제시하였다. 본 연구는 변화되는 방송광고 환경에서 방송광고 인프라 활용의 선행적인 연구로 업계와 학계에 시사점과 함의를 제공할 것이다.

  • Many advanced scholars and policy makers say that biotechnology is and will be the most important technology in 21th century. And biotechnology has a lots of character which are new and high tech industry, costing too much on early R&D stage and so on. One of them is that it can't be developed all seater by one single firm. So effective and efficient way to solve this generic problem is using the infrastructure which is given by government for flourishing the bio industry, especially, Knowledge infrastructure. The purpose of this study is to understand and give the information about which knowledge infrastructure affects biotechnology firms to obtain competitive advantage in technological improvement. To develop this object, I made 5 variables about infrastructure in biotechnology such as high-skilled researchers infrastructure, R&D policy infrastructure, industrialization infrastructure that supports the biotechnology industry, networking infrastructure between firms, universities, research centers, and finally bio-safety infrastructure. According to this study, to obtain technological competitive advantage for Korean bio firms, all main actors those are government, industry, university, research center they try to develop bio sector at the same time. After this cooperated effort, Korean bio firms and industry can get a international competitiveness in the global society which no one conquer the market.

  • The local public organizations, to secure the Confidentiality, Integrity, Authentication and Non-Repudiation of cyber administrative environment is giving it a try to consolidate the official documents among them by standardizing all the documents into XML formats together with the establishment of the GPKI(Government Public Key Infrastructure). The Authentication System based on the PKI(Public Key Infrastructure) used by the GPKI, however, provides only the simple User Authentication and thus it results in the difficulty in managing the position, task, role information of various users required under the applied task environment of public organizations. It also has a limitation of not supporting the detailed access control with respect to the XML-based public documents.In order to solve these issues, this study has analyzed the security problems of Authentication and access control system used by the public organizations and has drawn the means of troubleshoot based on the analysis results through the scenario and most importantly it suggests the access control model applied with PMI and SAML and XACML to solve the located problem.

  • In order to establish an autonomous driving environment, it is necessary to study traffic safety and demand prediction by analyzing information generated from the transportation infrastructure beyond relying on sensors by the vehicle itself. In this paper, we propose a real-time traffic information generation method using sensor convergence technology of transportation infrastructure. The proposed method uses sensors such as cameras and radars installed in the transportation infrastructure to generate information such as crosswalk pedestrian presence or absence, crosswalk pause judgment, distance to stop line, queue, head distance, and car distance according to each characteristic. create information An experiment was conducted by comparing the proposed method with the drone measurement result by establishing a demonstration environment. As a result of the experiment, it was confirmed that it was possible to recognize pedestrians at crosswalks and the judgment of a pause in front of a crosswalk, and most data such as distance to the stop line and queues showed more than 95% accuracy, so it was judged to be usable.

철골브레이스에 의한 기존 RC건축물의 강도상승형 내진보강을 위한 설계고려사항 (The design considerations of steel braced frame for seismic retrofit through increasing the lateral strength of existing RC buildings)

  • This paper deals with steel braced frame as increasing the lateral strength and ductility in order to seismic retrofit of existing buildings and discusses the designing criteria and calculation method of retrofitted buildings. The addition of steel braced frame can be effective for increasing the lateral strength and ductility of existing buildings. However, There is a problem in utilizing this method. It is the approach to provide an adequate connection between the existing RC frame and the installed steel braced frame, because global strength by failure mode(three type) depends on detail of connection and strength of existing RC frame. So, the designer must be confirmed if it satisfies the required performance or not. Failure mode of type I is the most appropriate for increasing the lateral strength and ductility. Seismic performance evaluation and strength calculation of seismic retrofit are performed by guideline by KISTEC(Korea Infrastructure Safety & Technology)'s "seismic performance evaluation and rehabilitation of existing buildings" and Japan Building Disaster Prevention Association. Buildings are modeled and non-linear pushover analysis are performed using MIDAS program.

  • The damage by Debrisflow is occurring repeatedly recently by influences of abnormal climate changes. To reduce damage of Debris flow, primarily establishes the suitable measures and apply, in order to do that it is important for investigate the actual condition of Debrisflow. However, it is difficult to understand the current situation of Debrisflow phenomenon because the limit of technical development. For the reduce damage by future Debrisflow, have to collect data, analysis and preservation base on real status of Debrisflow disasters. This paper will refer to The Proposal of Debrisflow Investigation development have been applied overseas to the The Proposal of Debrisflow Investigation which already proposed it at these papers with bases. And this paper will suggest currently face objective The Proposal of Debrisflow Investigation to be able to do utilization to a Debrisflow occurrence situation and state and further study analysis(2).

  • The facility diagnosis technique of past subjective judged the technical expert and interpreted stably mainly. The facility the periodical civil official becomes indispensability consequently with the law and the system and objectivity inspection which relates with a this and development of diagnosis technique were necessary. Currently the evaluation elements which relate with an inspection and diagnosis technique depended to the subjectivity of each facility quality, data statistics, diagnosis know-how, various circumstance and the technical expert and the evaluation item came to decide. But the evaluation score distribution of marks of each item depended plentifully in data analysis result and experience. The past method is weak in logically because the objection theoretical background and basis are insufficiency. Consequently in order to apply a data analysis result and an experience logically, it used AHP(Analytic Hierarchy Process) method from this research. It is visible with the fact that the application result reconfirmation and complement process will be necessary the technique which is suitable in the multi facility management. Also it is expected with the fact that the application characteristic from the next relation technique will be excellent.

도시지역 미활용 에너지의 타당성에 관한 사례 분석: 기술·제도·인프라를 중심으로 (The Feasibility Analysis of Urban Unused Energy: Focusing on Technology, Institution and Infrastructure)

  • Most governments have an interest in unused energy, because of high oil price and climate change. Particularly, it is very important to urban governments which have less renewable energy than other local governments. So Seoul, the capital of Korea, established a plan for the development of unused energy in 2007. But it has some problems related to the feasibility of this plan. So this paper checked and reviewed the economic feasibility of unused energy development cases in four cities by using three sub elements: technology, infrastructure, institution. As a result, it discovered that these urban governments have technological feasibility because they are located near big river or ocean. And they used the existing infrastructure and received the institutional subsidies from central governments in order to increase the economic feasibility of unused energy development projects. In conclusion, local governments of Korea have to try to seek how they can utilize the existing infrastructure for unused energy development in the situation that there are few institutional supports from the central government.
