  • 해상교통안전성평가는 크게 해양 안전 및 환경측면에서, 세부적으로는 해당해역의 특성을 파악하여 항로수립, 해상교통안전진단 및 해상교통영향평가 등을 수행 하는 측면에서 중요하다. IWRAP은 IALA Waterway Risk Assessment라는 평가도구로 항만수로의 위험도(선박의 충돌 및 좌초확률)를 분석하는 정량적인 평가모델이다. 정량적인 해상안전 평가방법은 통항량, 선속, 길이, 선박의 통항분포로부터 해상에서 통항의 위험도를 평가하므로 인적, 지리적, 환경적 등 주관적인 요소들이 많은 정성적인 평가방법에 비해 적용이 간단하다. 본 연구에서는 IWRAP을 해상교통안전진단제도로의 활용을 위해 목포항 진입수로를 대상으로 IWRAP분석을 하여 그 실효성을 평가 하고자 한다.

  • In terms of the maritime accident prevention, risk analysis at targeted warterways is important for planning safety waterways. This paper analyzes the maritime accidents probability in the Mokpo waterways, South Korea, based on the IWRAP(IALA Waterway Risk Assessment) of the quantitative accident probability tool. Vessel collision probability cate is calculated by vessels meeting direction, using IWRAP. This paper contribute to advance improvement of vessel traffic service by VTS sector providing vessel fairway risk data.

  • The IWRAP program (Inland Waterway Risk Assessment Program) is a useful program for risk assessment of a waterway. However, in the basic version, the function which is used to import AIS data is not included. So users have to prepare the data and input to the program manually. And not all waterways have enough statistical data about passing vessels especially in developing countries as Vietnam. This paper studies the development of a program to pre-process AIS data for using the IWRAP Mk2 program basic version. In addition, it provides users basic information about marine traffic in a waterway such as routes layout, number of passages at a gate classified by type, size and time. The developed program, named TOAIS (Total AIS), was successfully used to pre-process AIS data collected in the Vung Tau waterway-Vietnam. As a result, the IWRAP Mk2 program basic version using data pre-processed from TOAIS could effectively assess the risk of collision in this waterway.

  • 우리나라 연안 해역은 빈번한 선박조우로 인하여 해양사고 발생 잠재 위험이 높은 해역으로 분류되고 있으나 해상교통의 정량적인 평가의 미흡으로 맞춤형 안전대책이 제대로 수립되고 있지 않는 것이 현실이다. 본 연구에서는 해상교통 안전성 평가모델 중 하나인 IWRAP(IALA Waterway Risk Assessment Program)에 대한 기본적인 소개와 함께, 울산항을 대상으로 한 평가 사례 소개, 기존 유사한 연구와의 비교를 하고자 한다.

  • 해상에서 선박의 충돌확률을 평가하는 것은 해당해역의 잠재적인 해상교통 위험성을 평가하는데 있어 중요하다. 서남해권 해상교통에 중요한 요충지인 완도해역은 동서방향으로는 횡간수도 통과선박들이 항해를 하며, 남북방향으로는 완도항 입출항 선박과 다도해 섬들을 입출항하는 여객선들이 통항을 이루고 있다. IALA 정량적인 해상안전 평가방법인 IWRAP은 통항량, 선속, 길이, 선박의 통항분포로부터 해상에서 통항의 위험도를 평가하므로 인적, 지리적, 환경적 등 주관적인 요소들이 많은 정성적인 평가방법에 비해 적용이 간단하다. 본 연구에서는 VTS 섹터 관제의 관점에서 항로구간별 해상교통의 특징과 개선책을 세우기 위해 IWRAP을 활용하여 완도 해역의 충돌확률을 산출하고자 한다.

  • IALA Waterway Risk Assesment(IWRAP)에서 선박의 충돌확률은 기하학적인 선박의충돌확률(geomatric probability)에 인과관계 확률(causation probability) 곱한 값으로 해당수역의 양적인 충돌확률 평가에 이용되고 있다. 이를 통해 목포대교부근에 통항하는 선박의 선종별 충돌확률 및 입출항 선박 전체 충돌 확률 값을 분석하고자 한다.

A Basic Study on Marine Traffic Assessment in Mombasa Approach Channel-I

  • Mombasa is the principle port of Kenya, serving inland countries in Eastern and central Africa. Mombasa port has undergone a massive infrastructure upgrade and dredging works with an expectation that more vessels and large post Panamax ships will be able to enter Mombasa port. Therefore, it is vital to carry out a marine traffic risk assessment in order to quantify the degree of navigation safety needed in the Mombasa approach channel and also to evaluate the navigation risk imposed on transit traffic by local ferry traffic. In this paper, a marine traffic risk assessment is carried out using the IWRAP mk2, Environmental Stress (ES) model, and the PARK model. Risk assessment results show that Likoni area has an unacceptable stress/risk ranking at 20.7% by the ES model and 38.89% by the PARK model. The IWRAP mk2 model shows that the crossing area has the highest risk of crossing collision and the area at the entrance to the inner channel has a high risk of grounding. The conclusions derived from this study will provide the basis for proposing the most effective countermeasure to improve navigation safety in the Mombasa approach channel.
