Metropolitan Area Development Planning and Environmental Impact Assessment in Korea : With Special Reference to Pusan and Asan-Bay Metropolitan Area Development Planning (광역개발계획과 환경영향평가 : 아산만권 및 부산권 광역개발계획을 중심으로)

  • This study analyzes the problems of environmental laws, development planning laws, Metropolitan Area Development Planning(MADP), and the level of environmental pollution at Pusan and Asan-Bay Metropolitan Area where MADP will be realized in the near future. In order to prevent the environmental pollution by realization of MADP, Environmental Impact Assessment Act and environmental impact assessment systems in Korea should be revised so as to reflect the followings. First, the impact of national landuse planning change on the environment should be considered at the beginning of environmental impact assessment procedures. Second, the overlapping and greater impact of many projects, whose part is the subject of environmental impact assessment, upon surrounding metropolitan area should be simultaneously evaluated and the environmental pollution protection and abatement alternatives must be made according to the above impact of the projects. Thirdly, total effluent regulation of water pollution, air pollution and solid wastes should be enforced based on the self-purification of the metropolitan area environment.

  • This study analyzes the problems of environmental laws, development planning laws, Metropolitan Area Development Planning (MADP), and the level of environmental pollution at Asan-bay metropolitan area, where MADP will be realized in the near future. Comparative analyses of a shield building subjected to a large commercial aircraft impact between decoupling method and coupling method

  • Comparative analyses of a shield building subjected to a large commercial aircraft impact between decoupling method and coupling method are performed in this paper. The decoupling method is applying impact force time-history curves on impact area of the shield building to study impact damage effects on structure. The coupling method is using a model including aircraft and shield building to perform simulation of the entire impact process. Impact force time-history curves of the fuselage, wing and engine and their total impact force time-history curve are obtained by the entire aircraft normally impacting the rigid wall. Taking aircraft structure and impact progress into account some loading areas are determined to perform some comparative analyses between decoupling method and coupling method, the calculation results including displacement, plastic strain of concrete and stress of steel plate in impact area are given. If the loading area is determined unreasonably, it will be difficult to assess impact damage of impact area even though the accurate impact force of each part of aircraft obtained already. The coupling method presented at last in this paper can more reasonably evaluate the dynamic response of the shield building than the decoupling methods used in the current nuclear engineering design.

  • We have implemented a system of falling weight impact tester. Absorbed energy of orthotropic composites with using T300 fiber, which are composed of the same fiber and stacking number is higher than that of quasi-isotropic specimen over impact energy 7J, but in case of using T700 fiber, much difference does not show. Also, absorbed energy of orthotropic composites with using T300 fiber, which are composed of stacking number and orientation became more than that of T700 fiber specimen; however great change doesn't show in case of quasi-isotropic specimens. Delamination area of impacted specimens was measured with ultrasonic C-scanner to find correlation between impact energy and delamination area. Delamination area and frequency responses was evaluated between impacted and unimpacted specimens. There is a strong correlation between frequency responses and impact-induced delamination. The presence and scale of damages have been investigated based on the variations of frequency responses.

  • Impact behaviors of Aluminum Honeycombs Sandwich Panel(AHSP) by drop weight test were investigated. Two types of specimens with 1/2" and 1/4" cell size were tested by two impactors which are weight of $5.25\textrm{kg}_{\textrm{f}}$ and $11.9\textrm{kg}_{\textrm{f}}$. Parametric studies were achieved including the impactor weight and impact sites which consist face, long-edge, short-edge, and point of the specimen. Face one of impact sites was the strongest and short-edge one of impact sites was the weakest. The damaged area of AHSP was enlarged with the increase of impactor weight that is equal to impact energy. After 3 point bending test, fracture modes of AHSP were analyzed with AE counts. Lower facesheet was fractured in the long-edge direction and then separated between facesheet and core. In the short-edge direction after core wrinkled, lower facesheet tear occurred. Impact behavior by FE analysis were increased localized damage in fast velocity because the faster velocity of the impact was, the smaller the stress of core was. Consequently, impactor weight had an effect on widely damaged area, while the impact velocity was caused on the localized damaged area.aged area.

  • Flight safety analyses concerned with Launch Vehicle are performed to measure the risk to the people, ship and aircraft using impact point and impact dispersion area of debris generated by on-trajectory failures and malfunction turns. Predictions of impact point and impact dispersion area are essential for launch vehicle's flight safety analysis. Usually, impact dispersion area can be estimated in using Monte-Carlo simulation. However, Monte-Carlo method requires more several hundreds of iterative calculations which requires quite some time to produce impact dispersion area. Herein, we check the possibility of applying JU(Julier Uhlmann) transformation and Taguchi method instead of Monte-Carlo method and we propose a best method in terms of compuational time to produce impact dispersion area by comparing the results of the three methods.

  • In this study the occlusion of dural-sac, the outer membrane of spinal cord in the lumbar region, was quantitatively analyzed using one motion segment finite element model. Occlusion was quantified by calculating cross sectional area change of dural-sac far different compressive impact duration(loading rate) due to bony fragment at the posterior wall of the cortical shell in vertebral body. Dural-sac was occluded most highly in the range of 8∼12 msec impact duration by the bony fragment intruding into the spinal canal. t=400 msec case 4% cross sectional area change was calculated, which is the same as the cross sectional area change under 6 kN of static compressive loading.

  • Impact pathway analysis(IPA) is a bottom-up approach to estimates health and environmental risks from emissions of classical pollutants (eg. $PM_{10}$, $SO_2$, $NO_x$ and CO). The model starts from the emission rates of facility, calculates the yearly mean concentrations of pollutants at the ground level using atmospheric dispersion models. After this, proper epidemiological exposure-response functions are applied to determine the impact on the receptors. Finally the methodology can monetise the calculated physical impact on the basis of selected economic evaluation. The aim of this study is to evaluate an external cost of virtual point source in Suwon area using IPA. The results shows minor modification of local input data can make it possible to apply the model to Suwon area.

Impact of Building Blocks on Inundation Level in Urban Drainage Area (지표 건물이 도시유역의 침수특성에 미치는 영향)

  • This study is an impact assessment of building blocks on urban inundation depth and area. LiDAR data is used to generate two original data set in terms of DEM with $5{\times}5$ meter and building block elevation layer of the study drainage area in Cheongju and then the building block elevation layer is modified again to the mesh data with same size to DEM. Two-dimensional inundation analysis is carried out by applying 2D SWMM model. The inundation depth calculated by using the building block elevation layer shows higher reliability than the DEM. This is resulted from the building block interference to surface flow. In addition, the maximum flooded area by DEM is two times wider than the area by building block layer. In the case of the surface velocity, the difference of velocity is negligible in either DEM or building block case in the low building impact zone. However, If the impact of building on the surface velocity was increase, the gap of velocity was significant.

  • This paper seeks for the set-up plan in the reasonable target area of environmental assessment. Domestically, the target area of environmental assessment is set up by the adjustment of opinion collection about the assessment scope result of an environmental factor. In a foreign country, the boundary of the target area for a development project is established with the environmental, economical, and social viewpoint based on the standard for significantly environmental impact. Based on the analysis of the present condition at home and abroad, the first set-up plan for the reasonable target area of environmental assessment is the preparation of the detailed term definition related to the target area of environmental assessment. The second is the arrangement of the judgement standard for significantly environmental impact. The quantitative assesment item can apply the present standard or regulation, and the qualitative assessment item can establish the standard based on factual and objective data. The last is the preparation of the reference material or the guideline for deciding the initial target area by the judgement standard and determining the final target area by opinion collection in the stage of scoping.
