Major Issues in Internet Interconnection and Policy Directions in Korea (인터넷망 상호접속의 국내 주요이슈 도출과 이슈별 개선방안)

  • This paper discusses current internet interconnection issues according to radical changes of internet traffic pattern. In this context, the recovery of network investment cost for network provider becomes hot issue. For recovery issues of investment cost, there are many disputes among stake holders. Therefore, it is necessary to investigate this issues in the context of internet interconnection. Also, it is important to develop the current regulation about internet interconnection under traffic changing environments. This paper selects four issues to deal with and analyzes the present situations and problems about these issues, and provides alternatives for internet interconnection corresponding to these four issues.

Evolution of Internet Interconnections and System Architecture Design for Telecom Bandwidth Trading (인터넷 상호접속 진화에 따른 대역폭 거래(Bandwidth Trading)의 필요성 및 거래시스템 아키텍처 설계)

  • Bandwidth Trading(BT) represents a potential market with over 1 trillion USD across the world and high growth potential. BT is also likely to accelerate globalization of the telecommunications industry and massive restructuring driven by unbundling rush. However, systematic researches on BT remain at an infant stage. This study starts with structure analysis of the Internet industry, and discusses significance of Internet interconnection with respect to BT Issues. We also describe the bandwidth commoditization trends and review technical requirements for effective Internet interconnection with BT capability. Taking a step further, this study explores the possibility of improving efficiency of network providers and increasing user convenience by developing an architectural prototype of Hub-&-Spoke interconnection model required to facilitate BT. The BT market provides an Innovative base to ease rigidity of two-party contract and Increase service efficiency. However, as fair, efficient operation by third party is required, this research finally proposes an exchanging hub named NIBX(New Internet Business eXchange).

A Study on Settlements in Internet Interconnection under Internet Congestion (네트워크 혼잡효과를 고려한 인터넷망간 상호정산 방안 연구)

  • The present paper investigates the technological and conceptional characteristics of peering and transit in internet interconnection. Especially, the market with two ISP competing for customers is modeled and the outcome with peering is compared with transit. This paper also analyze the congestion effects on retail price and network capacity. When there is congestion effects occurring from network sharing, the retail price is increased and the fixed fee is decreased with the degree of congestion. Finally, the optimal access charge assuring the socially optimal retail price and network capacity is derived.

  • Internet is composed of many independent networks referred to as Internet Service Providers (ISPs) and each provider is generally interconnected based on a commercial agreement. Though many countries are engaged in deregulation in internet interconnection, there is still debate whether the large ISPs are unwilling to peer with small providers, have incentives to lower the quality of data transmission of transit operators or set the interconnection charge regarding the actual costs incurred by the interconnection. Korean government introduced regulations in internet interconnection after observing noticeable anti-competitive behaviors from 2005. This paper analyzes whether there is margin squeeze problem/market concentration, and suggests political proposals in Korean regulation status.

  • The explosive growth in wireless networks and Internet services has created considerable demand for mobile Internet services based on the mobile phone. Mobile Internet has become the new business model in telecommunication market, therefore the open network policy for mobile Internet has been formulated and implemented by the government in Korea. In spite of the open network policy for mobile Internet, there has been no systematic analysis of the various interconnection issues, including pricing, in mobile Internet network. This paper aims to suggest the interconnection pricing methods for mobile Internet network by reviewing the current pricing models for various communications services, and adapting them to mobile Internet communications circumstances. Results of this paper can be used as a guideline for government policy directions and management decision making after the introduction of the open network policy for mobile Internet.

An Interconnection Model of ISP Networks (ISP 네트워크간 상호접속 모델)

  • For Internet service providers (ISPs), there are three common types of interconnection agreements : private peering, public peering and transit. One of the most important problems for a single ISP is to determine which other ISPs to interconnect with, and under which agreements. The problem can be then to find a set of private peering providers, transit providers and Internet exchanges (IXs) when the following input data are assumed to be given : a set of BGP addresses with traffic demands, and a set of potential service providers (Private peering/transit providers and IXs) with routing information, cost functions and capacities. The objective is to minimize the total interconnection cost. We show that the problem is NP-hard, give a mixed-integer programming model, and propose a heuristic algorithm. Computational experience with a set of test instances shows the remarkable performance of the proposed algorithm of rapidly generating near-optimal solutions.

Alternatives for New Internet Interconnection Policy (인터넷 상호접속제도 개선을 위한 대안 탐색 연구: 2016년 1월 개정안을 중심으로)

  • This study explores reasonable alternatives to internet interconnection policy. Due to the development of information and communication technology, patterns of the Internet usage are changing rapidly, including increase of video streaming services. For this reason, there is a lively discussion of the Internet interconnection policy, which integrates various Internet service operators into one ecosystem. We conducted an Analytic Hierarchy Process(AHP) analysis with 16 experts in government/public, and academic sectors, and alternative selection criteria and their corresponding alternatives and detailed tasks were evaluated. According to the results, the most important alternative selection criteria was a "fair charge against foreign service operators", and the most desirable alternative was "partial revise". Moreover, the experts responded that "reassessment of the principle of the charge" is the most urgent task to improve the Internet interconnection policy.

  • As the population of the Internet inneases, so does that of mobile Internet. Currently, the use area of mobile Internet is rather limited due to the low speed of transmission and lack of applications. However, it is evident that the speed will be improved and more applications will be developed. In this paper, we propose: i) to use WAP in SCM, ii) to interconnect WAP and XML/EDI system, iii) to interconnect WAP, XML/EDI, Legacy system in SCM. We implemented a prototype which can show the interconnection among WAP, XML/EDI, and Legacy system. We hope the concept could be used in real applications in the near future.

  • Internet and mobile traffic continues to surge exponentially in recent years due to popularization of smart devices, the appearance of various internet services carrying large amount of traffic from richer content and applications. This phenomenon leaded to various network problems such as the congestion delay, the non-balanced traffic ratio between ISPs, the continuous network investment cost and the Internet access problems. In light of changed data-driven communication ecosystem, There are growing concerns by both academia and industry that settlement-free peering and full transit regime have the limitations such as not only difficulties in maintaining mutual benefits but also difficulties in securing investment incentives for upgrading network performance and quality. Thus, it becomes more necessary for introducing the evolved internet interconnection regime which can fulfill the All-IP network environment. This study derives core issues regarding internet interconnection regime in Korea and suggest new evolved alternatives based on three point of view(traffic optimization, cost optimization, network investment optimization) through the empirical analysis.
