This study is to deduce problems and grope for its solution by investigating the general operation status about the present fire investigation in Korea. As for the problems, this study is to point out that they are application of diversion by the function of law for fire investigation, execution of individualized fire investigation by each institution, total lack of information sharing system for fire investigation, and weakness of cause investigation for arson. The reform measures are as follows: the unity of law for fire investigation, joint investigation by the related institutions, early introduction of civil fire investigation expert system, extension of special research institutes for fire investigation, introduction of system for sharing information of fire investigation, and operation of fire investigation team for cause investigation for arson.

First investigation is urgent investigation activities to arrest and to obtain evidence at the beginning of the incident. If the first investigation is wrong, the crime will not be solved or a lot of evidence will be disappeared. Therefore, if the first investigation is wrong, Wasting a lot of manpower and budget, or the other victims are to occur. First investigation is the crime scene centered investigation, victim centered investigation and damaged goods centered investigation. The crime scene centered investigation is the investigation on the discovery of dropped objects, to confirm thd date of offense, on the discovery of witnesses. Victim centered investigation is the investigation of victim's personal information, the living conditions of the family, fellowship and home interior matter. Damaged goods centered investigation is the investigation on the place of crime damaged goods and the movement route of crime damaged goods. In order to reinforce the investigative capacity of police first investigation, It is needed to reinforce the education on the first investigation, to conduct continuously for FTX (field training), to product the manual for first investigation, to build a case analysis system, to develop of forensic techniques and the coordination of national. The police should be giving people faith from the first investigation.

In this study, strengths related with fire investigation of fire stations are analyzed and methods for the capacity building of their fire cause investigation are suggested. The methods for capacity building of fire cause investigation suggested are focused on using potential and strengths of current fire fighting and enhancing internal capacity rather than reinforcing investigation personnel, organization, and equipment and ensuring investigation power. The methods suggested in this study are as follows. 1) Because fire investigation results are the basis of fire administration, fire marshals should change their awareness of the need of fire investigation; 2) A fire investigation system should be established to ensure statements of people concerned systematically; 3) A substantial system of fire cause investigation should be established to investigate fire scenes more than twice; 4) A substantial system of fire cause investigation should be established to use such materials as CCTV; 5) Extinguishing should be made in consideration of fire cause investigation and a scene preservation system after extinguishing should be established; 6) A fire investigation system should be established in connection with 119 first-aid and rescue teams and 7) Steps to raise the morale of fire investigation staff should be taken.

Current Administrative Death investigation system is have many problems. Almost local governor don't exercise about administrative death investigation authority. Thus, prosecutors have to many decisions about judicial death investigation authority. Consequently, these vicious cycle is repeated. There is not clear regulations about scope for judicial death investigation. Discussed in this paper improve the Administrative Death investigation system are as follows : First, the uniform act of death investigation is have to legislated. Second, the scope for death investigation is clearly legalized. Medical examiner is must administrative death investigation according to the law. Also prosecutor can order to judicial autopsy to medic examiner. Third, Administrative Death investigation rules should be clarified. Introduce a Medical Examiner System Korean Administrative Death Investigation system centered on prosecutor and judicature who are not a specialist in pathology or forensic medicine. Lacking in professional understanding cause less accuracy of Administrative Death Investigation. To overcome limitations and problems of our Administrative Death Investigation system is suggested to introduce a Medical Examiner system.

In a side of criminal law, fire investigation, as general people fully can understand and prosecution is possible until deciding its cause and suspect, scientific researching method should be studied deeply. This paper proposes an establishment of fire investigation act and its sub-laws, constitution of joint commission for fire investigation, modernization of fire investigation equipments, substantiality of professional education for fire investigation and subjugation of departmentalism as a method to maintain and supplement an institution of fire investigation in Korea.

The purpose of this study is to examine the effect of police investigation environment on perception toward legalization of private investigation. To enhance the completeness, this study conducted a survey on police officers in service and analyzed the survey data through statistical technique. The results for examination on how police investigation environment influence on perception toward legalization of private investigation were as follows. When the 'work burden from long-term cold case' composing the police investigation environment is high, the police officer highly evaluated the growth potential of private investigation, showed positive perception toward private investigation market, and showed intention for re-employment at private investigation agency after retirement. When the police officer experiences more difficulties from 'investigation other than criminal case', the police officer highly evaluated the growth potential of private investigation and showed intention for re-employment at private investigation agency. In addition, when the police officer thinks that there are a lot of difficulties for "Limited investigation on specialized area", the police officer showed positive perception toward growth potential of private investigation and private investigation market. In addition, police investigation environment showed significant result on legalization of private investigation. The result also verifies that as the difficulty of crime investigated by the police is getting higher quantitatively and qualitatively, it is necessary to introduce private investigation system which is specialized and able to investigate for a long time. This study hopes that this study result would be utilized as the grounds in signing the bill for introducing the private investigation system.
