A Study on the Development of Performance Indicators for the National Library of Korea using Balanced Scorecard(BSC) (균형성과표(BSC)를 활용한 국립중앙도서관 성과지표 개발에 관한 연구)

  • As a national library, the National Library of Korea is responsible for collection, provision, and preservation of national knowledge, information, and cultural heritage. This study aims to develop performance indicators as a rational tool to improve management of the National Library of Korea for its continuous growth and development. The performance indicators are based on the BSC(Balanced Scorecard), which is useful for linking the organization's strategies in response to changes in the library environment with performance measurement. As a result, 4 BSC-based perspectives (① Resources, Access, Infrastructure Perspective, ② Usage Perspective, ③ Efficiency Perspective, ④ Potential and Growth Perspective), 19 key success factors, and 71 performance indicators were developed for the National Library of Korea. Also, differences in perception of performance indicators by ranks and job duties at the National Library of Korea were analyzed.

The Relationship between Statistical and Performance Measuring Indicators of Academic Libraries (대학도서관 통계항목과 평가항목의 상관적 관계에 관한 연구)

  • There is a close relationship between indicators of statistics and performance measurement in international standards, working sections and the data items similarity in academic libraries. However, this co-relationship between statistics and measuring performance in the Korean academic library is not related to each other in terms of designing or usage. In order to prove this, the co-relationship between indicators of statistics and performance measurement has been researched based on applications of international standards and data. The international result shows 45% of overlapping in statistical and measuring performance indicators. However, there is only 14 to 26% of the co-relationship in existing statistics and performance measurement in Korea. A considerable improvement of the co-relationship between the indicators has newly been found. Therefore, in developing online system of academic library statistics, it is essential to provideinclusive information between indications of statistics and performance measurements.

  • The purpose of this study is to examine the ISO/DIS 11620 : 2007(library performance indicators) in terms of structures, objectives, and BSC, and to apply the selected performance indicators to the digital library services for the case of 'B' University in Korea. Standardization of library statistics and of qualify or performance measures for libraries is carried on within ISO in the frame of the TC46/SC8/WG4. While the first edition of ISO 11620 grouped the indicators as to service areas, the ISO/DIS 11620:2007 uses the structure of the balanced scorecard(BSC). For the study, 44 performance indicators are grouped into traditional, hybrid. and digital libraries according to the characteristics of them. Ten selected Performance indicators, which are classified into digital libraries, are verified for the applicability.

  • The study investigated the indicators for information service system performance measurement through the review on the related literatures, and developed 16 indicators for the performance measurement in 4 areas of library visit, lending, reference service and user instruction, and electronic service. And then with the indicators, the study surveyed 6 academic libraries including each 2 of large, middle, and small sized academic libraries. Based on the survey results, the study made a proposal for the application of performance indicator and the improvement of information service system performance.

  • Under rapidly changing circumstances, public libraries are required to evaluate the performance with an integrated point of view to cope with a variety of changes. In other words, it is necessary to develop integrated library performance appraisal indicators which are both quantitative and qualitative. Recently, ISO and IFLA attempt to adopt an integrated performance evaluation system based on the Balanced Scorecard(BSC). Therefore, this study defines four aspects of the library appraisal including input, process, output and outcome, and suggests a new library appraisal system and indicators of each appraisal aspect. In the concrete, appraisal aspects were derived from ISO appraisal system, and an appraisal system and indicators were presented based on the comparison and analysis of the ones respectively used inside and outside of Korea. Finally, this study proposes the method of suitability evaluation of those performance indicators by librarians and professors in Korea.

  • Performance indicators for academic libraries in Korea suggested in this research cover three areas, that is, collection, budget, and human resources, which consists of three subdivisions, respectively. Performance indicators and action plans in this research were prepared, based on the official documents which universities in Korea formally submitted to the Ministry of Education and Human Resources, and the data published by the related institutions. Performance indicators and action plans are intended to draw attentions of university administrators and headquarters, but do not require librarians to prepare for evaluation. The better results would be expected with the development and application of both quantitative and qualitative indicators for information services by standardizing and unifying the process of collecting statistics. It is also expected that periodic and continuing evaluation of academic libraries could help government and universities have a better understanding of and appreciate the significance of academic libraries.

  • According to the recent survey, it was reported that the public libraries in Korea had seldom conducted the measurement and evaluation of the public library performance. This study, therefore. has investigated the wide range of existing literature on performance measurement and analyzed the different approaches to the problem of measuring public library performance. The performance indicators suggested in this study are 62 indicators and fall into five domains, such as materials, staff resources, user services, facilities, budget and management. Besides, some indicators are suggested to be used in cases where a more detailed examination is required - usually when measuring the performance of an individual library.

A Study on the Outcome Management through the Analysis of Public Library Operations and Services in Seoul (서울시 공공도서관 운영 분석을 통한 서비스 성과관리 설계의 방향성 연구)

  • The purpose of this study is to present the directivity of outcome management through the analysis of public library operations in Seoul. For this purpose, author evaluated the public library policies by linking the 「Metropolitan Comprehensive Library Advancement Plan 2018~2022」 and 「The Third Comprehensive Library Advancement Plan: 2020 implementation plan」 and compiled to draw up the issue of policy development on the awareness of public library services by Seoul citizens. Nest, author analyzed and compared the core infrastructure, collection services, programs and activities of 173 public libraries in 25 local governments. Based on these results, author suggested the directivity of outcome management as follow. All public libraries in Seoul must emphasize the development scope and management methods of the performance indicators. For outcome management, this study emphasized building a strategy planning with the development procedures of performance indicators, categorizing outcome management indicators, developing user-centered indicators, and improving qualitative indicators. As there is a possibility that the quality of services expressed in the output may deteriorate due to the failure of the physical input indicators, it is necessary to strengthen the input and encourage the resolution of the service gap by establishing a performance management system to logically explain the relevance or causal relationship between these indicators.

  • To enhance its efficiency to improve organizations' competitiveness, performance evaluation is vital and it influences budget, policies, and human resource affairs of the organizations. The study aims to develop performance indicators for National Library of Korea (NLK) and evaluate performance based on indicators driven. As a result, the study develops 2 viewpoints for each work area of NLK - management of information system, digital resources enlargement, and the cooperative utilization system for alternative materials. It also develops total 12 indicators. Based on the evaluation;the research finally suggests strategies for performance improvement by viewpoints for NLK.

  • The aim of this study is to compare and analyse the evaluation or performance indicators for academic libraries suggested at domestic and foreign. For the study, evaluation indicators of the various evaluation models(IFLA, ISO, ALA/ACRL, LA, HEFCE, CERLIM, JUAA, UNICOOP. KLA) was analysized. Evaluation or performance indicators should shed light on inputs and outputs of resource, levels of demand and satisfaction, the library effectiveness, and operating efficiency. There is a great deal of work going on at present, but as yet there is no greed set of indicators that can be across all academic libraries. Therefore, new evaluation indicators for physical and electronic libraries should be developed.
