This research has investigated the perceptions of subject specialization services and the opinions of students majoring in library and information science preparing for librarianship, librarians operating in the field, and library directors on the status and ways of nurturing subject specialization for librarians, among others. To this end, based on the results of previous research and the survey questionnaire analysis, we have presented a policy to train subject librarians. First, we have proposed a plan for systematizing the current educational system within the department of library and information science. We have also suggested ways to secure subject expertise based on curriculum management, minor programs, multi-major programs, and interdisciplinary major programs based on the standard curriculum model. Second, we have presented a subject specialization educational system for field librarians, and further suggested details for the development of an educational program that can help build subject expertise and the operation of educational methods as well as the personnel in charge of implementing the educational programs. Third, we have proposed institutionalization of the qualifications of the subject librarian where the qualification requirements have been organized considering academic background, major program, library career, and career experience in the subject specialization service, further suggesting the implementation and maintenance of the system.

사회적 기구로서 공공도서관이 변화하는 사회에서 제 기능을 다하고 주어진 목적을 이루기 위해서는 전통적이거나 관습적인 운영보다는 좀 더 체계적이고 효율적인 경영이 실현되어야 한다. 이런 맥락에서 공공도서관의 특성화 전략이란 공공도서관이 제공하는 자료와 서비스의 차별화와 집중화를 통한 운영 및 관리를 의미하며, 공공도서관의 효율적 경영을 위해 필수적으로 반영되어야 하는 것이다. 이에 본 논문은 공공도서관의 특성화를 살펴보기 위하여 먼저 우리나라 공공도서관의 발전과 현황을 살펴본 후 공공도서관의 특성화에 관한 이론적 배경을 바탕으로 우리나라 공공도서관의 서비스를 특성화란 관점에서 자료중심과 서비스중심으로 나누어 조사 분석하고, 이를 바탕으로 나타난 문제점과 개선방안 을 살펴봄으로써, 공공도서관의 특성화, 나아가 도서관의 특성화 일반에 대한 이해의 증진에 일조하는데 그 목적이 있다.

본 연구에서는 국내외 특성화 도서관 사례를 조사하고 특성화 정책, 특성화 분야, 특성화 효과 등을 조사하고, 이를 기반으로 향후연구 방향을 제시하고자 하였다. 그 결과, 첫째, 도서관의 특성화 정책은 국내외적으로 추진되고 있는 정책이며, 특히 국내의 경우 1998년에도 단기적으로 추진했던 정책이었고, 13개가 특성화도서관으로 지정되어 그 중 9개가 지금까지도 운영되어 오고 있는 것으로 분석되었다. 둘째, 특성화 유형이나 방향을 보았을 때, 장서 특성화 관련 사례들이 많을 것으로 볼 수 있으며, 지역대표도서관들도 전체 주제분야를 서비스하되 나름대로 특성화 주제를 지정하여 집중적으로 자료 수집 및 서비스를 하고 있는 것으로 조사되었다. 향후 특성화 도서관에 배치될 전문인력의 자격, 자질, 역량 등에 대한 연구가 수행될 필요가 있다고 보며, 특히 이미 특성화된 도서관 이용자들의 만족도 조사, 요구사항 등을 파악하여 이후 특성화를 추진하는 도서관들에게 적용될 수 있도록 해야 할 것으로 보인다.

본 연구의 목적은 도서관장을 대상으로 공공도서관의 도서관 특성화 및 주제전문사서에 대한 인식과 의견을 조사함으로써, 도서관 특성화에 대한 발전적인 방향성을 논의하는데 있다. 69명의 관장이 설문에 응하였으며, 주요 결과로는 특성화서비스 제공에 있어 인력과 예산 부족의 어려움이 있지만 도서관 특화서비스의 필요성과 당위성을 충분히 인식하고 있으며 앞으로 유지 발전해 나갈 의사가 있는 것으로 나타났다. 또한 응답자의 과반수 이상이 공공도서관의 특화서비스 제공과 주제전문사서 배치는 필수적이라고 하였다. 주제전문사서에 대한 자격은 석사 이상의 학력과년 4-7년 이상의 해당 업무경력이 적절하며 국가자격제도로 관리되어야 한다고 하였다. 이러한 결과를 바탕으로, 특성화서비스는 서비스를 담당할 주제전문사서 양성시스템 정비, 주제전문사서 자격제도의 확립과 운영, 특성화서비스의 질적 향상을 위한 주제관련 기관들과의 협력 등에 관한 깊은 논의가 향후 후속 연구에서 이루어져야 함을 제언하였다.

대학도서관의 조직과 인원이 이용자와 서비스를 중심으로 바뀌어 가는 과정에서 나타나기 시작한 주제별 자료실 조직구조는 국내 185개 대학도서관중 56개 도서관(30.2%)이 채택하고 있는 것으로 조사되었으며 지속적으로 그 수가 늘고 있는 것으로 파악되었다. 이에 따라 보다 한국적 상황에 맞게 적용시키고 효과를 극대화하기 위해서는 자관의 현실과 상황을 고려한 체계적인 절차와 과정을 통해 준비되어져야 할 필요가 있다. 또한, 적용모델에 있어서는 국내 대학도서관 현실과 물리적 지원의 한계를 고려할 때 도서관의 전체적인 조직구조에 있어서는 기존의 기능별조직을 유지하고 자료구분 및 참고봉사를 포함한 이용자 서비스 부분만을 주제별조직구조로 유지하는 혼합형 구조가 바람직하며 인적요소와 조건이 충족될 경우 일체형 구조를 지향하는 것이 바람직한 것으로 파악되었다.

주제전문서비스는 도서관 환경의 변화에 따른 전문화 특성화 개인화 등의 이용자 요구를 반영하기 위해 도입되고 있는 서비스 개념이라 할 수 있으며, 국내의 경우 1960년대부터 논문을 통해 주제전문사서의 개념이 논의되기 시작했고, 현장의 많은 도서관들에서 실제로 주제전문서비스를 실시하고 있는 것으로 조사되고 있다. 이에 본 연구에서는 현재 주제전문서비스를 시행하고 있는 도서관들을 대상으로 이들 도서관들의 주제전문사서체제 도입배경, 주제전문서비스 내용 및 효과, 운영상의 애로사항 및 운영방법, 주제전문사서 채용방법 및 교육훈련방법, 주제전문사서의 직무에 대한 내용을 분석함으로써 향후 주제전문화의 방향을 모색해 보고자 하였다. 더불어 국내외 주제전문사서 구인구직 수요도 비교 분석하였다.

Special Libraries are not the organizations established and administered by the Library and Reading Promotion Law, but the ones organized to provide necessary knowledge and information required in the works performed by the staff of organizations. The goal of special libraries is to provide the information and materials required by the parent organizations, preferably, at the right time and in the right form. In accordance with the specialization of social structure, the number of special library has been increasing. Especially, industries need industrial information in their introduction of new management techniques and in the processes of technical development, so special libraries attached to industries have remarkably been increased. Special libraries, along with academic libraries, are the organizations providing necessary materials for the specialists who are producing knowledge of every field in the society. However, apart from academic libraries, the organizations, manpower, works, collections and services of special libraries have not been properly investigated and known. This research has tried to identify if those factors are provided for propose services. The result shows which factors are fulfilled enough or which ones need enforcement.

본 연구에서는 특화도서관 사서를 대상으로 특화서비스 현황, 특화서비스의 전반적인 만족도 등을 조사하고, ISA 기법을 기반으로 특화 주제 자료, 특화서비스 장소, 특화프로그램, 특화 주제 분야 시설 및 환경에 대한 중요도와 만족도를 비교하여, 특화도서관 운영의 문제점과 개선방안을 도출하고자 하였다. 그 결과, 첫째, 특화도서관 주제 선정은 해당 도서관 지역의 특징, 역사, 자원 등을 반영하여 주제를 선정해야 하며, 뿐 만 아니라 지역 주민 및 이용자의 수요조사를 통해 선정해야 한다. 둘째, 특화도서관은 특화 주제 분야에 적합한 프로그램 유형과 이용자의 수요조사를 기반으로 체험형, 강의형, 관람형 등의 유형을 개발하여야 한다. 셋째, 특화도서관 공간은 일체형, 일체 속 분리형, 분리형으로 나누어 볼 수 있는데, 분리형으로 독립적인 특화 공간을 제공하는 것이 가장 좋지만, 각 도서관의 상황 및 특화 주제의 특징을 고려하여 공간을 구성해야 한다. 넷째, 특화도서관은 해당 주제 분야의 전문가를 최소한 1명 정도는 특화 전담인력으로 배치해야 한다. 전담 인력은 특화공간에서 해당 주제와 관련된 수서, 정리, 열람과 관련된 업무, 특화관련 프로그램 운영, 특화 관련 대출 및 참고서비스를 제공해야 하며, 특화주제분야의 전문가이면서도 도서관의 일반적인 기능을 수행하는 사서여야 한다.

1. Introduction Korean society is moving toward an information society in 2000. At present a few Korean libraries are computerized and networks between libraries have yet to be formed. And there is no study done on the computerization of the Korean libraries. Therefore, this study will attempt to find elements that influence the computerization of Korean libraries. This research is composed of the following three parts. 1) Survey on the present status of computerized Korean libraries. 2) The influencing factors for Korean library computerization on the level of organization. 3) The relationship between professionalism and the access to the computer information on the level of librarians. 2. Hypothesis The basic hypothesis of this research is from the theory of the innovation of organization by Moch. He found that the size of the organization, specialization of the staffs, the task differentiation, and decentralization of decision making were the underlying influence for the organizational innovation. From this theory, hypothesis were formulated as follows. 1) The size of the library influences the library computerization. 2) Specialization of the librarians influences the library computerization. 3) Differentiation of the library services influences the library computerization. 4) The decision making process influences the library computerization. 3. Collection of the data Questionnaires were sent to 21 computerized libraries among which were 8 experimental group and 7 other controlled group libraries. Data were collected from April to July 1988. 4. Findings 1) The present status of Korean library computerization. -Korean libraries are computerized mostly in cataloguing. -The computer technology gate-keepers are mainly librarians. -The computerization budgets are not specifically allocated or funded by the organization but librarians made decisions to allocate library budget for the computer application. Gradually, more libraries are being funded specially for library computerization. 2) Factors that influence library computerization. -The size of the western books and the number of western periodical subscription influence the library computerization. -The number of annual book increase influences library computerization. -The number of annual book use influences library computerization. -The number of annual library users does not influences library computerization. - The size of the library budget influences the library computerization. -Librarian's specialization influences the library computerization. -Differentiation of library service influences the library computerization. Information service is positively related to the library computerization while data service is not related to the library computerization. -Decentralization of decision making in library service influences the library computerization.

연구에서는 문체부 정책과 특화지향 사회적 분위기의 영향으로 증가하고 있는 특화도서관의 사례를 조사 분석하고 향후 특화도서관의 발전방향을 모색해 보고자 하였다. 이를 위해 특화 서비스를 제공하고 있는 도서관의 지역 분포, 장서, 시설, 전문 인력, 프로그램, 서비스 등에 대해서 조사 분석하였다. 총 55개의 도서관에 대해서 분석하였으며 이를 기반으로한 시사점 및 정책방향 제안내용은 다음과 같다. 첫째, 도서관이 특화주제를 선정할 때는 지역자원, 지역정체성, 지역브랜드, 지역주민의 수요 등을 고려해야 할 것으로 보인다. 둘째, 특화장서는 특화주제와 관련이 있어야 하며 특화장서의 비중은 1만권이 넘도록 하되 전체장서에서 특화장서가 차지하는 비중도 고려해야 할 것으로 보인다. 셋째, 공간구성도 특화 주제를 고려해야 하며, 특화분야에 따라 요구되는 공간이나 유형은 다르다는 것도 고려해야 할 것이다. 넷째, 특화도서관에서는 특화분야의 전문인력을 배치하야 하며, 특화인력을 양성하기 위해서는 대학과 사서교육원의 역할이 매우 중요할 것으로 보인다. 다섯째, 특화도서관에서 운영되는 프로그램의 유형에는 관람형, 행사형, 강좌형, 참여형, 콘테스트형이 있었는데, 특화주제에 따라 적절한 유형을 선택해서 운영해야 할 것으로 보인다.
