The purpose of this study is to improve library promotional marketing for the disabled by identifying requirements of public library disability services. This study aimed to investigate librarian service providers' awareness of library programs for the disabled in order to prepare a systematic plan for promoting such library services. Research methods used are a literature analysis and survey. First, the ratio of respondents with experience promoting activities and services for the disabled was less than 50%. Second, regarding methods for promoting library disability services, the respondents used library homepages, press releases, library user guides, library newsletters, and library pamphlets in that order. Third, when asked what kind of PR media the library disability service providers had experience with and how often they use it, library boards and banners were the most common response. Fourth, suggested improvements to the current design and content of PR materials included: clearer word choice (or greater understandability), more detailed descriptions, simpler layouts, and more interesting or eye-catching content in that order. Fifth, the library disability services which are in the most need of public relations were guide information for library disability services, Library and Information Service (DOI services and search services), using alternative materials and the library collection, and aiding the information search. Overall, when evaluating the promotion of disability services in Korea, the library's public relations for disabled services needs to improve because currently neither librarians nor the disabled community they are targeting has frequent or quality experience with it. Thus, the policy department for the library disability services must develop a variety of promotional strategies adjusted for each type of the disability and distribute PR materials to service providers individually, making sure to utilize effective PR methods.

Libraries should offer their services to all users including those who find difficult to access knowledge information without any obstacles or discrimination. Therefore, this study, aiming at providing library services to all users by applying 'Universal Design' to libraries, extracted and presented five components in library services: universal convenience, which allows all users to use libraries; safety of services, which offers safety in library use; user-orientedness, which offers user-oriented library services; user request, which allows library services reflecting the needs of users; and economic feasibility of the services, which provide efficient and economic library services. The proposed five components will play the foundational role in implementing universal design on libraries so that all users can use library services.

This research paper delved into the availability and utilization of library portal services for research in university libraries in Nigeria. Two research questions and two null hypotheses were formulated to guide the study. A structured questionnaire was used for data collection. The study was carried out in Nnamdi Azikiwe Library, University of Nigeria Nsukka (UNN) and Felix Aghagbo Nwako Library, Nnamdi Azikiwe University Library (UNIZIK), Awka. A total of 70 professionals (librarians and system analysts) in these libraries supplied data for the study. Data collected was analyzed using mean and standard deviation. These were used to answer the research questions while the null hypotheses were tested using t-test statistic at 0.05 level of significance and 68 degree of freedom. Major findings showed that portal services available in the library showed that the areas of availability of library portal services in Nnamdi Azikiwe Library, U.N.N. includes Agriculture, Health Sciences, Engineering, Environmental Sciences and information about institution, Social Sciences, Arts and Humanities, Natural Sciences. In Festus Aghagbo Nwako Library, Awka, the areas of Portal Library Services include Career Development, Federal Government Programs, Environmental Sciences, Biological Sciences, Social Sciences, Arts and Humanities, Engineering, and Health Sciences. Findings on extent of utilization of portal services available in the libraries indicated that portal services are utilized to a low extent in the university libraries. Furthermore, librarians did not significantly differ in their opinions on the availability of library portal services and on the extent of utilization of library portal services in the libraries under study. It is therefore recommended that provisions should be made by the universities and library management to provide and update required portal services in addition to creating enabling environment for enhanced access and utilization of these services. The governments must make an effort to provide funds for policy implementation, necessary technology training for librarians and users, and develop general information infrastructure.

In order to establish a digital-based use environment for the provision of new information services suitable for the 5G era, it is necessary to discuss the direction of service provision by the National Library of Children and Young Adults in the 5G era. Based on utilization services in other fields, library services in the 5G era, including the development and provision of employee education and training services, ultra-high-definition and 360-degree realistic contents and education on library use, provision of multi-dimensional realistic media streaming broadcasting services, provision of telepresence education programs, activation of virtual communities, implementation of hologram performance halls/exhibit centers, and provision of unmanned book delivery services, environment monitoring, safety monitoring, and customized services, were proposed. In addition, based on 5G service, 5G technology, and library application direction, advancing into a producing and supporting base for ultra-realistic and immersive contents in the 5G era, strengthening online and mobile services in the non-contact era, and establishing a smart library environment were proposed as the service provision direction for the National Library of Children and Young Adults in the 5G era.

This study outlined the services of the P Public Library and some other libraries in California, USA for benchmarking to develop the public library services in Korea. To perform the role of public libraries and to assure the library users' supports in Korea, the development of following services are suggested in this study: 1) information services suited to information society 2) services to supply the public and lifelong education 3) services related to the cultural and artistic desires of the local community.

The outbreak of the corona virus diseases (COVID-19) in the late 2019 has affected all facets of educational system including library and information services. Reference services, an important aspect of library services are not exempted from this impact. This study therefore, investigated the impact of COVI\D-19 pandemic on the use of reference services and sources by postgraduate students using Kenneth Dike Library (KDL), University of Ibadan, as a case study. Using descriptive survey of correlational type, the study adopted the use of structured questionnaire to randomly select three hundred (300) postgraduate users of reference sources and services in KDL using online survey monkey. Of the three hundred (300) copies, two hundred and twenty three (223) copies, repre- senting 74.3% were retrieved and used for analysis. Findings revealed that, in spite of COVID-19 pandemic, most postgraduate students used Current Awareness Services (203, 91.0%, mean = 3.19), Reference Sources (202, 90.5%, mean = 3.18) and On-line Public Access Catalogue (195, 87.4%, mean = 3.13); low frequency of bibliotherapy (mean=2.22), Reader's Advisory services (mean=2.30) and inter-library loan (mean=2.13) and that COVID-19 pandemic had high impact on post- graduate students' use of reference services in Kenneth Dike Library, University of Ibadan. Based on the findings, recommendations were made that library management should consider the adoption of virtual reference services (VRS) in addition to the conventional mode of refer- ence services to enhance patronage in the COVID-19 era. The library users should also be trained on how to take advantage of the COVID-19 pandemic to learn new skills in the digital space that will eventually optimize the usage of the library remotely.

This study examined the main concepts of SOA and Web Services, and conducted technical analysis of major Web Services protocols such as SOAP, REST, SRW/U, and OAI-PMH that realize SOA, and suggested examples of SOAP and REST based Web Services establishments in foreign and domestic libraries respectively. In addition, it introduced application examples of Library 2.0 using Web 2.0 technology in foreign and domestic libraries and suggested how to apply SOA based Web Services protocol in Library 2.0. Finally, it proposed how to put Library 2.0 into practice applying meta-searching system integrating library OPAC, online bookstores, web portal sites and library union catalogs using REST based Open API.

The recent diversification of society surrounding libraries is influencing the services of libraries. This study suggested the directions of public library services from the aspect of the universal design based on the analysis of related systems and cases to provide all users with universal services in accord with the nature of public libraries amid rapidly changing social environment. This study suggests four directions: the "universal design" which is the keyword for pursuing universality of public library services; the pursuit of economic value of public library services based on the universal design; the universal design for the improvement of perception of public library services; change in policies and systems related to public library services through the application of the universal design.

The purpose of this study is to survey various digital library models that form basic concept of the hybrid information services and to suggest the needs of hybrid information services in digital environments as previous stage towards a building of generic information model appropriate to hybrid information environments. This study deals with the change of information service environments and information services of traditional and digital environments, Also addressed are relationships between digital library and information services. Finally. this study suggest the needs of hybrid information services in digital environments and survey various digital library models that form basic concept of the digital library models.

This study aims to suggest the sustainable services for academic library in the New Normal Age, analyzing the online services during the COVID-19 pandemic. For this purpose, this study examined the operation condition of academic libraries' services during the COVID-19, analyzing the untact and online services of 63 libraries of universities which have more than 10,000 students. And this research classified the online services into three types, which are 'collection', 'facilities', 'programs' and examined the library homepage and development plans of academic libraries. This study also looked into the services of Korean public libraries and foreign libraries to suggest the sustainable services for academic library. As a result, this study suggests 'providing online materials for course reserves', 'expansion of research and study curation services to invigorate the use of library materials', 'introducing the smart library system and renovation of library facility and space services', 'planning of online programs through expansion of interaction with users'.
