본 연구는 최근 행정환경 및 행정수요의 변화에 대처하고자 공무원 교육훈련 패러다임의 전환 요구와 함께 사이버교육이 급격하게 요구받고 있는 실정에서, 충청남도 공무원의 인식을 중심으로 지방공무원 사이버 교육훈련의 학습효과에 영향을 미치는 요인을 분석해 보고, 아울러 지방공무원 사이버 교육훈련의 개선방향을 제시해 보고자 하였다. 분석결과, 사이버 교육 학습효과에 대해서는 전반적으로 보통이라고 인식하는 응답자가 많았다(평균 3.0726). 사이버 교육효과에 대해 연령과 직급에서 유의미한 차이를 보이고 있었다. 즉, 연령이 높아질수록 사이버 교육훈련의 학습효과가 높다고 인식하고 있었고, 급수가 높아질수록 마찬가지로 사이버 교육훈련의 효과가 높다고 인식하고 있었다. 다음으로, 교수와 학습자간 커뮤니티가 사이버 교육훈련의 학습효과에 가장 큰 영향을 미치고 있었고, 다음으로 교육 구성 컨텐츠가 영향을 미치고 있었다. 향후 사이버 교육 학습효과를 개선하기 위해서는 무엇보다도 교육내용 제시가 다양화 되어야 하고, 아울러 사이버교육 접근성의 확대와 사이버교육 전담인력 확보가 시급하다는 것을 알 수 있었다.

재난은 거의 매년 반복적으로 발생하고 있으며, 피해규모에 따라 각종 재난지원금과 의연금품이 지급된다. 그러나 재난지원금과 의연금품을 지급받는 이재민과 지급하는 담당공무원의 의연금 제원의 신속성과 공평성에 관한 인식을 분석한 연구는 미흡하다. 이재민은 의연금 배분의 실질적 수혜자이고, 시군구 공무원은 의연금 배분에 필요한 자료조사 및 대상자의 적법성 등을 판단하는 주체라는 점에서 중요한 연구대상 그룹이다. 이러한 맥락에서 의연금 지원제도의 문제점과 개선방안의 도출에 있어서 이들의 인식은 중요한 분석의 근간이 되므로 재해이재민과 담당 공무원의 인식조사는 매우 중요하다. 본 연구는 재해의연금 지원의 신속성과 공평성에 대해 의연금의 직접적인 수혜자인 이재민과 피해조사를 담당하는 재난관리 담당 공무원, 그리고 전달자 역할을 하는 의연금 담당 공무원들의 의연금 지원의 신속성과 공평성에 대한 인식을 조사하여, 의연금 지원제도 개선의 정책적 함의를 도출하는 데 연구의 목적이 있다.

지식정보화시대를 맞이하여 사이버교육을 활용한 다양한 교육 프로그램은 학교, 기업교육, 군 장병교육, 평생교육시설은 물론 공무원 교육훈련제도까지 도입이 되었다. 국가공무원의 경우 국가공무원인재개발원 사이버교육센터의 주관으로 실시되는 교육과 지방공무원은 15개 시 도 공무원교육원 주관으로 이루어지고 있다. 본 연구에서는 공무원 교육훈련제도의 관점에서 지방공무원 사이버교육 운영의 실태를 사이버교육 참여했던 충청남도 공무원 정예반 교육생을 대상으로 설문조사를 통해 발전방안을 모색하고자 한다.

Background & objectives: Understanding the awareness of policy targets and implementers about safety in the local community is the crucial to establish a systematic community safety policy. The purpose of this study was to identify the perception of local citizens and civil servants regarding community safety and its related factors. Methods: For achieving this research goal, this study conducted survey targeting 538 citizens and 404 civil servants in S-si, Kyunggi-do. Self-administred and web-based survey were used to collect data from April 1^st to 16^th 2021. Results: Civil servants scored higher in community safety perception than citizens, and S city's safety interest, information, and participation scores were also higher than those of citizens. Based on the results of multiple regression, thought about in interest of safety in S-si, providing and sharing about safety information to citizens, and participation of community safety policy were significantly associated with perception of community safety. Conclusions: Setting safety as the top priority in S city policy and paying attention to safety by the mayor, public officials, and city council members is an important way to raise citizens' awareness of local safety. Also, efforts at the city level are needed to foster safety knowledge through systematic education on safety.

지식정보화시대를 맞이하여 사이버교육을 활용한 다양한 교육 프로그램은 학교, 기업교육, 군 장병교육, 평생교육시설은 물론 공무원 교육훈련제도까지 도입이 되었다. 국가공무원의 경우 국가공무원인재개발원 사이버교육센터의 주관으로 실시되는 교육과 지방공무원은 15개 시 도 공무원교육원 주관으로 이루어지고 있다. 2008년 공무원 상시학습제도의 도입으로 연간 일정시간 이상 교육 훈련받는 것을 의무화하였고 사이버교육이 공무원교육훈련에 활성화를 이루었다. 본 연구에서는 공무원 교육훈련제도의 관점에서 사이버교육 운영의 인식을 사이버 교육 참여했던 충청남도 정예공무원 교육생을 대상으로 한 분석결과를 바탕으로 사이버교육의 발전방안을 제언하고자 한다.

본 연구에서는 생태계 분야 기후변화 적응대책 수립 및 이행 단계에서 정책 실무자에게 주어지는 정보 현황과 수요를 파악하고 향후 생태계 분야 기후변화 지식 발전방향에 대한 시사점을 도출하였다. 우리나라 17개 광역지자체 및 이하 기초지자체 생태계 분야 소관부서에서 적응 실무를 수행하는 공무원을 대상으로, "생태계 분야 기후적응 지식기반 진단 및 정보수요"설문조사를 실시하여 실무에 활용되는 생태정보활용현황을 분석하고 활용도 증진 방안을 제시하였다. 설문응답자 전체(231명)의 75%(광역 85%, 기초 72%)는 생태정보의 존재 및 활용이 적응사업 수행과 관련이 있다고 생각하고 있었으며 적응업무를 포함한 생태계 소관부서 내 업무 전반을 위해 생태정보가 필요하다고 응답하였다(광역 82%, 기초 72%). 그러나 실제로 국가 및 지자체에서 생산하는 생태정보를 업무에 활용하는 비율은 크게 낮았다(광역 28%-64명, 기초 18%-42명). 지자체 행정 실무자들이 현업에서 생태정보를 활용할 때 느끼는 주요 한계점은 생태정보의 존재에 대한 인식과 업무 연계방안 등 정보 자체에 대한 사전 지식의 부족이었다. 이에 현존하는 기후변화 지식과 생태정보를 지자체 행정 실무자에게 교육 및 홍보를 통해 전달하는 것이 급선무로 나타났다. 향후 지자체 실무자들에게는 지자체 정책 목적에 따라 생태계 보전 또는 주민생활 지원 사업 등 생태계서비스 증진 측면의 활용을 동시에 충족시킬 수 있도록 생태계 현황에 대한 기초 정보와 지역개발 및 보전사업에 활용할 수 있는 생태정보가 마련되어야 한다. 정보 활용체계를 강화하기 위해 생태정보 활용방안에 대해 구체적 가이드라인을 제공하는 동시에 이용활성화를 위한 제도의 운영 및 관리가 필요하다. 국가적으로 양질의 정보를 제공하고 관련 정보에 대한 홍보, 업무 활용방안에 대해서 교육을 제공함으로써 지자체의 적응지식 및 생태정보 활용역량을 강화시킬 필요가 있다.

During the COVID-19 pandemic, several studies focused on financial programs and SMEs' performance, but research on the relationship between non-financial programs, resilience, and SMEs' performance is still sparse. This study fills the gap by analyzing the role of local government in increasing SME resilience and performance by purchasing products (through civil servants) from SMEs and by facilitating online training to SMEs. This study also investigates the role of the local government in strengthening the relationship between resilience and SME performance. Data was collected using an online questionnaire distributed to SMEs in Malang Regency. As many as 410 questionnaires were received and eligible for statistical analysis using WarpPLS. The results show that resilience is positively and significantly related to the performance of SMEs. The local government programs have been proven to improve SME performance directly and indirectly through resilience. Local government programs are not proven to strengthen the relationship between resilience and the performance of SMEs, indicating that the role of government in developing countries such as Indonesia is more appropriate to be "rowing rather than steering" not "steering rather than rowing".

울산에서 출반한 지방공무원 퇴출제가 전국으로 확대되고 있다. 이는 지방자치단체마다 공무원개혁의 일환으로 능력과 자질이 부족한 공무원을 조직에서 퇴출시키려는 움직임이 강하기 때문이며, 또한 시민들의 공직에 대한 변화에 바람이 크기 때문이다. 이렇듯 지방자치단체에 불고 있는 울산발 무능공무원 퇴출제는 서울시를 비롯한 지방자치단체로 그리고 중앙부처로까지 확대되고 있다. 하지만 공무원 퇴출제에 대하여 우려하는 시각도 매우 강하게 제기되고 있다. 이에 본 연구에서는 최근 확대되고 있는 무능공무원 퇴출제에 대한 다양한 의견과 공직개혁에 대한 제도적 법적 이론적 검토를 통하여 퇴출제가 가지는 사회적 의미와 퇴출제에 따른 문제점을 살펴보고 이에 따른 개선방안과 향후 공무원 개혁의 방향성을 제시하고자 한다.

Purpose - Civil affairs are increasing in various forms, but civil servants who are able to handle them want to reduce the complaints and provide keywords that will help in the future due to their lack of time. While various ideas are presented and implemented as policies in solving civil affairs, there are many cases that are not policies that people can sympathize with. Therefore, it is necessary to analyze the complaints accurately and to present correct solutions to the analyzed civil complaint data. Research design, data, and methodology - We analyzed the complaints data for the last three years and found out how to solve the problems of Yongin City and alleviate the burdens of civil servants. To do this, the Hadoop platform and Design Thinking process were reviewed, and proposed a new process to fuse it. The big data analysis stage focuses on civil complaints - Civil data extraction - Civil data analysis - Categorization of the year by keywords analyzing them and the needs of citizens were identified. In the forecast analysis for deriving insights, - The case of innovation case study - Idea derivation - Idea evaluation - Prototyping - Case analysis stage used. Results - Through this, a creative idea of providing free transportation cards to solve the major issues of construction, apartment, installation, and vehicle problems was discovered. There is a specific problem of how to provide these services to certain areas, but there is a pressing need for a policy that can contribute as much as it can to the citizens who are suffering from various problems at this moment. Conclusions - In the past, there were many cases in which free traffic cards were issued mainly to the elderly or disabled. In other countries, foreign residents of other area visit the areas for accommodation, and may give out free transportation cards as well. In this case, the local government will be able to set up a framework to present with a win-win scenario in various ways. It is necessary to reorganize the process in future studies so that the actual solution will be adopted, reduce civil complaints, help establish policies in the future, and be applied in other cities as well.

교육훈련은 전인적 차원에서의 교육과는 달리, 한정된 특정 영역에서의 지식, 기술 습득을 통해 개인차원에서의 지식·기술 등 업무역량의 잠재력 뿐만 아니라, 조직적 차원에서의 직무성과에 영향을 미친다. 수원시 시민배심법정 모의상황학습에 참여한 공무원 교육훈련 프로그램에 대한 효과성 검증은 CIPP모형을 활용하여 분석하였다. 학습참여자는 교육프로그램에서 어떤 해결책을 도출하는 결과보다는 과정(process)에 대한 중요도를 높게 생각하는 것으로 나타났으며, 사전·사후평가를 비교·분석한 결과, 모의법정 실습을 통한 교육효과 및 향후 업무활용도에 도움정도가 교육 전에 비해 높게 나타나 그 효과가 입증되었다. 학습기획자 평가 결과와 더불어 학습프로그램에 대한 함의점으로, 다양한 학습자 상호간의 학습 상호작용을 위한 성별, 근무기간 등을 고려한 참여자 구성이 필요하며, 다양한 지역문제와 갈등상황에 대한 정보습득 교육 및 숙의학습 병행이 필요하다. 또한 학습의 실효성을 위한 현안사업과 관련된 맞춤형 갈등관리 교육을 통해 보완할 수 있다.
