The presence of transmission congestion may reduce the market size and split the bulk power system into smaller systems. Consequently, this can be a key factor to the increase in market price. This paper analyzes the effect of exercising local market power on the market price, and derives a range of indices which quantify the degree and incentive of local market power through statistical analysis in an electricity market with uniform pricing scheme. The applicability and effectiveness of the derived indices on competitive electricity markets are demonstrated on the Korea electricity market.

With the growing competitive pressure from market participants, utilities, consumer and government, analyses of existing competitive electricity market become more important. The presence of congestion in the transmission system can significantly increase the potential of exercising market power. Since the congestion in the network depends on the several factors, the market power cannot be simply analyzed through the existing indices. This paper presents a systematic analysis on local market power under uniform pricing scheme and provides determining approach of the level of price cap as mitigation measure of the strategic market power.

Consequently, this creates the problem concerining Local Market Power and can be main reason for the inclose of practical market price. In this paper, a range of indices have been derived to quantify the degree of local market power through statistical analysis in the uniform pricing market. Application of the indices has been illustrated using the electricity market in Korea. The indices proposed in this paper seem to be effectively applied in electricity market under uniform pricing scheme.

Financial transmission rights provide the financial protection to their holders by paying back the congestion cost. However, the market participants who have market power can exacerbate their market power. Due to the exacerbated market power, this paper analyzes the mitigation of local market power using Contingent transmission rights on the market price. Contingent transmission rights provide not only the financial protection but also regulative penalty. The proposed methodology was demonstrated with the Optimal Power Flow(OPF).

This paper presents a structure of the retail electricity market based on the local pool with LDERP(Local Distributed Energy Resource Provider) for small energy prosumers. LDERP is an operator for the proposed market, which conducts performance measurement and settlement by the distribution plan determined through contract with participants. The trading process is designed similarly to the negawatt market. In the case study, the many-sided conditions of the proposed market are comparatively analyzed with the existing prosumer programs. The results demonstrate the effectiveness of the proposed framework in determining the purpose of market operating for the benefit of participants according to the various situations.

In the framework of competitive electricity market, the Market Power due to the transmission congestion, lack of demand-side response, various uncertain factors etc. have been significant problem. This paper reviews the market rules of Korea power system and the uplift scheme for constrained on/off generators. Then, this paper points out several problems and the mitigation measures of local market power concerning the compensation for constrained-off generators.
