This study analyzed tourists' intention at Gangcheon Mountain, Sunchang-gun for local tourism. The contents of study included impression, characteristics, specialized resources, development direction, intention of visit and its form, destination prior and post visit, travelling expenses, and development form of tourism. The results were as following. Impression and characteristics showed that gochujang and fermentation industry established a strategic ground of local development. Intention of revisit of tourists was relatively high by 97.1%. Furthermore, tourists were mainly family units and they preferred family-based recreational type for the future local tourism development form. Therefore, a development strategy will be required that involves inexpensive accommodation, unique local food items, agricultural-specialty products and local tour packages. For invigoration of local tourism, recruitment of skilled managers for farm village experience will be necessary as well.

The purpose of this paper was to draw implications for community economic development policies of Korean local governments by investigating the community economic development policies of the USA local governments. Those policies can be segmented to first wave(1950s-1970s), second wave(1980s), and third wave(1990s) of development policy. First two policies entailed some expense to community residents by providing low tax rates, tax abatement, tax reliefs, industrial revenue bonds, and direct state loans for potential companies. These policies brought ‘clawback’ and ‘drawbacks’ to the local residents. The third wave of community economic development policy includes capital market programs(predominantly government-financed loan programs and government support for predominantly privately financed loan or equity programs), providing information and education for small business in the communities, supporting small business by providing high technology and research, and export assistance-providing information/training opportunity how to export, sending trade missions, and export financing. Local government authorities in Korea should learn the community economic development policies administrated by the USA local governments so that they can avoid the potential try-and-errors in establishing, planning, and administrating their economic development policies.

There are many attempts to develop rural areas by the use of local resources. Local industrialization is a well-known means to found industrialization by the local people using specialized local resources. However, there are many difficulties local people face in the industrialization of these local resources. This is mainly due to local people's lack of experience and knowledge in the development of these resources and the foundation of industrialization in these rural areas require further assistant. This thesis intends to examine the local conditions in order to represent the possibilities and limitations of the industrialization in the use of local resources, Gokseong cotton. We will further suggest various methods & means of these applications and illustrate the efficient approach to development scheme.

This study postulates a partial mediation model(study model I) and a whole mediation model(study model II) to examine the effect on endogenous rural development of local innovation capability strengthening in the local industry promotion project, the establishment of promotion system, and the revitalization of local economy. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0 and AMOS 5.0. The results showed that in the partial mediation model, the local innovation capability strengthening had a significantly positive effect on the establishment of promotion system, the establishment of promotion system had a significant effect on the revitalization of local economy, and the revitalization of local economy had a significant effect on the endogenous rural development, while the establishment of promotion system and local innovation capability strengthening didn't have effect on the endogenous rural development. In the whole mediation model, the local innovation capability strengthening had a significant effect on the revitalization of local economy, the establishment of promotion system on the revitalization of local economy, and the revitalization of local economy on the endogenous rural development. According to the verifications of study model I and II, the endogenous rural development is achieved after the revitalization of local economy through the establishment of promotion system and the local innovation capability strengthening. From these results, this study presents suggestions, limits of study and directions in the future study.

The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.

This study aims to identify the factors influencing successful businesses using local resources. Completed questionnaires were obtained from 156 specialists for rural development. Results indicated that the utilities for use affected successful businesses for local resources. The Recognition of local resources was important factor for market size, profits, local revitalization on successful businesses. Finally, this study will be helpful for policy markers and business operators to understand local business while theoretical and managerial implications were discussed.

For the problems in executing rural development, recent recognitions are that discovery, preservation, and utilization of area-unique resource are unsatisfactory, that participation of local residents was neglected, and that approach to gradual refurbishment of houses and common space of town in consideration of existing spatial pattern of the town was not adequate. Especially, neglect for exact investigation, analysis and evaluation on rural local resources is bringing about social problems such as mass production of uniform rural area and loss of local identity. In this study, rural resources were listed and resource evaluation items was designed in order to establish development direction of rural village. According to these results, for the efficient and reasonable drive of the resource evaluation system, following items are required; A premise of local development by participation of local people, Development of diversely appliable resource evaluation clauses, Establishment of development type in connection with resource evaluation clauses, Systematic management of local resource through spreading DB resource. This research was loused on unearthing direction development of rural village and theme. However, what should be reconsidered through continuous study is that resource evaluation clauses are somewhat general and not concretely illustrated. Therefore establishment of characterized development is expected through clarifying local identity and presenting direction of local development, with the importance of resource and systematic analysis in planning on rural village in the future.

Since the election of governors and mayors by vote, many local governments in Korea establish long-range plans for their regional development. The major purposes of the plans are to set up development path for their communities and to devise economic development strategies. But most of the plans established thus formulated by the same method utilized in centralized political regime. This method is considered no longer appropriate to devise the long-range development plans for local government especially in the era of globalization and localization, where local governments behave independently, where local governments behave independently competition. We suggest an alternative way to establish such plans, based on the method employed in business sector. The plans, formulated in this way, are called strategy oriented long-range development plans. The underlying logic for the plans is non-linear one. The plans are issue oriented and focus more on process than outcome. Given that these features are properly incorporated in the plans, we expect that the strategy oriented long-range development plans can be genuine guidelines for local economic development in the years to come.

Since about 2000. local government has started making ordinance related to the rural development planning which is revitalizing rural area through using rural resource. But, the ordinance of local government have not any contents relating to the land use planning system that is necessary in rural development planning. According to the present local autonomy act, ordinance can not have any regulations restricting basic human right without being allowed by law. In recent, central government is considering to hand power making land use planning system over local government. This paper is to study how to expand the legislative power of local government. This study discussed on logical bases through examining disputes on legal theories, the nature of local ordinance, range of local autonomy affairs and cases of local ordinance.

The purpose of this study was to investigate the sole of local newspaper for community development in Korea. Specific objectives of the study were : 1) to identify the role of local newspaper in community development, 2) to analyze problems and situations on local newspapers in Korea, and 3) to suggest desirable roles of local newspaper for the community development. To attain the above objectives, this study was carried out through literature review, contest analysis of selected local newspapers, and the questionnaire survey of selected readers of local newspaper. The data were collected from 267 readers of local newspaper who participated in the farmers` training session in the Rural Development Administration, by using questionnaires developed by the researcher, and total of 263 questionnaires were analyzed. The statistical techniques used for the study were frequence, percentile, standard deviation utilizing the $SPSS/PC^+$. The major findings of the study were as follows : 1. The major roles of functions of local newspapers identified in this study were summarized as to reinforce the community consciousness, to form community opinion, to watch and to monitor community environment, to provide education and entertainment, and to contribute to the conveyance and promotion of community culture. 2. The general characteristic of local newspaper readers surveyed were; a) average distance from town to their village was 9.3 Km, b) average age was 29 years, c) about 75% of them were senior high school graduates, and d) about 96% of them participated in group activities. 3. About 45% of the respondents used television or radio for their moor sources of local news were TV or radio, while about 31% respondents used immunity newspaper for their moor sources of local news. About 67% of the respondents kept their readership over two years, and about 40% of them read community newspaper regularly at their home. 4. The results of content analysis showed drat the local newspapers were dealing with articles on cultural affairs, community consciousness, administrative and civic affairs, however, there were not enough educational news, and various kinds of general news in the community. 5. Survey also showed the most needed news were ; 1) political news including administrative and civic affairs, 2) economic news including sales and distribution, 3) social news including social problems on environmental pollution and community development works, 4) educational news including technology and information, 5) cultural news including guide to cultural and historical sites and local brief news. 6. In the evaluation of local newspaper, the readers were generally positive in valued roles of local newspaper in community relations, community development, promoting community cohesion and understanding of community members, and about 40% of the respondents were positive in predicting the bright future perspectives of local newspapers. 7. In the readers` evaluation of local newspaper, readers responded that local newspapers were very closely related to the community and residents, reflecting the current concerns of local population and recognizing the value of community media, and the contents of local newspaper were positively related to daily lives of community residents and opinions of overall community.
