  • Appropriate strategies are needed to ensure long-term preservation of various types of electronic records. For proper preservation of electronic records, it is necessary of decision-making processes for risk assessment, notification and implementation of conservation measures. To do this, the task of assessing various risk factors that impede the long-term preservation and utilization of electronic records should be done first. In this study, since electronic records are mostly stored in file form, risk assessment for electronic records of file type is performed. The risk factors required for the risk assessment of the file format are derived, and the algorithms are developed to devise a calculation method of the weighting factor and the risk factor index for evaluating the risk based on the proposed risk factors. In addition, the proposed methods are applied to the file formats used in Korea and risk assessment is performed and the results are analyzed.

  • Based on the risk factor evaluation for the file format, this paper defines the procedures for presenting the long-term preservation plan for that format and the technical information registry necessary for building the system. This is a procedure to perform a risk assessment for the format, evaluate the risk, and select a long-term preservation strategy based on the information registered in the registry and information on the external signature and internal signature of the electronic record. We also reviewed the criteria for selecting appropriate long-term preservation strategies in the process and provided the criteria for adopting each detailed strategy of migration and emulation, which are long-term preservation strategies. And we implemented this process as a long-term preservation decision support system. This system can be used to provide guidelines for the maintenance, management, service and long-term preservation of information resources of electronic records in public institutions such as National Archives of Korea and Libraries.

  • It is defined in the internal standard of the NAK namely a NAK/G8-1:2013(v.1.) such as TIFF, PNG, PDF/A, JPEG 2000 as a Long-Term Preservation Master File for internal Standardization of Paper Archives in the Central Archives of Korea. This study reviewed the possibility that JPEG format could be a standard as a Long-Term Preservation Master File for internal Standardization of Paper Archives in the Central Archives of Korea. I pointed to the unique characteristics of JPEG file format and analysed and compared with TIFF format that is a representative master file. Through this study, I suggested that JPEG format also should be additionally included in the standard, as a master file, because it meets a qualification and functional requirements of master file and can guarantee the authenticity, reliability, integrity and usability. The meaning of this study is that JPEG format, be added to master file standard, can set up a environment that has lots of benefit in the domain of usability, compatibility to user as well as the authenticity, reliability, integrity.

  • For the long-term preservation of document-type electronic records, the National Archives of Korea has chosen PDF/A-1 as the preservation format named as the document file format, and established it as a public standard. The only option of selecting PDF/A-1 restricts the use of various electronic file formats that can or must be applied to actual works as IT advances and tasks change. Moreover, it is difficult to apply PDF/A-1 to other types of electronic records (administrative information datasets, audiovisual records, web records, etc.). Therefore, it is necessary to diversify the preservation formats of electronic records. We suggest a framework for selecting various preservation formats. Furthermore, we propose common criteria and evaluation methods frequently applied to all electronic records when selecting a preservation format, and introduce a methodology for deriving intrinsic criteria applied to each type of electronic records.

  • This research designed and proposed metadata elements for the long-term preservation of digital research outcomes collected and managed in electronic file form. Metadata structure of both domestic and foreign agencies that manage research outcomes and CERIF and PREMIS-preserved preservation metadata were referred to design the metadata elements. The metadata design was divided into research information, bibliographic information and archival information. Research information is divided into project, name and institution, and composed of eight top-level elements and 29 sub-level elements. Bibliographic information is composed of 13 top-level elements as the source of research reports. Archival information is composed of 18 top-level elements and 62 sub-level elements as the elements for context, structure, contents and management process of the electronic records.

  • Korean public organizations create electronic documents through electronic document management systems under the e-Government scheme. A majority of these public documents are saved in vendor-dependent file formats, mainly HWP. Vendor-dependent formats can be opened only with specific software, which requires purchase. As the license does not guarantee compatibility between past and future versions, interoperability problems occur in long-term preservation, which need to be solved. Any error from the elimination of styles or no matching elements in document definition during conversion from vendor-dependent formats to the XML-based standard exchange format leads to file open failure or the modification of original documents. This study introduces the Open Document Format (ODF) and investigates the effects of adopting ODF in the creation, exchange, management, and preservation of public records.

  • Assuring that the integrity of digital contents is reliably maintained is an important component of long-term digital preservation. The purpose of this study was to examine and analysis the best practices of digital preservation policy and provide the basis theory for establishing a preservation policy for maintaining the integrity of digital contents. In order to achieve the purpose of the study, we examined the digital archiving practices for maintaining the integrity of digital contents. Especially, we focused on the storage media and file formats, the media and format conversion, disaster prevention and recovery, management and handling, inspection and monitoring, and security policies.

  • This paper propose the "Digital Format Registry(DFR)" to solve the problem related digital objects preservation system in the Korean Industry. Digital format registry is a kind of database that saves syntax and meaning informations of a digital file format and for giving help to make preserve in long-term even technical environment of a specific application has been changing. The role of the Technical Information Registry has been developed in this research and development is maintaining a technical information that is the foundation to maintain the long-term preservation and access to a digital objects. The function that can extract text information from a digital document object is implemented in DFR as a basic function at the first time in the world. This function make information consumers search a information that is needed easily and conveniently and can be used for development more effective records management system with retrieving the Key(index).

  • In the digital age, the most basic unit of records management is a document file. Depending on whether each document file is produced in an open standard format or an exclusive proprietary format, there is a cost difference in the process of use and long-term preservation. As government agencies moved to cloud-based business management systems, web-based document editing software was newly adopted. They had the opportunity to select a new file format for web-based document editing software. This paper deals with strategies to maximize the advantages of open standard formats while considering the legacy public document production practices. It introduces ISO/IEC 26300:2006 ODF, ISO/IEC 29500:2008 OOXML, KS X 6101 OWPML, etc. as open standard formats, and looks at considerations when choosing a format and web-based document editing software. In addition, it proposes a strategy to maintain the format of document files shared in cloud storage as an open standard format.
