The study aims to examine the service preference between the NEIS(National Education Information Systems) and alternatives, based on the benefits, costs and risks of NEIS service for parents, and finally propose the vitalizations plans for that public services. As a part of public services, NEIS has not only provided the educational information for the students, which enables school parents to suffice for information need, and but also leaded in the parents' participation for the various educational policies. However, major NEIS users such as teachers and parents recently began to blame for the various data errors and connection failures of NEIS. Despite of the research importance, most of NEIS studies severely depended on TAM and researches investigating the preference of school parents for NEIS services rarely exist. The study classifies NEIS parents services into benefits, costs, and risks based on ANP BCR model, identifies the preference for the services, compares the NEIS services and alternatives, and provides the results of sensitivity analyses. The analyses identify that NEIS was not frequently used by school parents and that the service preference of the school parents was not considered yet. Consequently, the study stresses the acceptance vitalizations plans for NEIS.

Computerization of educational administration following educational informatization of government has been steadily improved for the purpose of teachers' offload and job efficiency, finally resulting that NEIS(National Education Information System) has been completed. The NEIS consists of Nationwide service of NEIS, Business portal system of NEIS, Authentication management system and so on. Students, parents and civil petitioners handle civil affairs through Nationwide service of NEIS and teachers and persons of task conduct theirs business by accessing the Business portal system of NEIS. At this time, users have to obtain their certification from Authentication management system. Previous Studies were mainly focused on the evaluation about its performance according to the introduction of NEIS. But from now on there is a growing interest in security assessment and an efficient method for security improvement to check if NEIS works properly. Therefore, in this thesis, we'll propose an analytic framework in which security assessment is carried out after comprehending the fault structures through performing Fault Fishbone Analysis based on the Fault Tree Analysis. As a result of the system applied, the system had the highest rate of improvement to 47.7 percent.

National Education Information System, NEIS is administered for the efficiency of educational service. There have been some researches about the NEIS system and the easiness of the use. However there was no study about the teachers' experience in the use of the NEIS system. It is necessary to study the teachers' subjective experience in the use of NEIS system. For this, researcher had depth interviews with 20 elementary school teachers to collect data and researcher analyzed the data through the method of the Ground Theory. According to the result of this study, the elementary school teachers who have the expectation for the efficiency of NEIS in the process of the acceptance of NEIS, are sorted into the following types. 1) A type of positive acceptance 2) A type of realistic acceptance 3) A type of passive acceptance 4) A type of negative acceptance. This study suggests that educators need to support the elementary school teachers to use of NEIS depend on the four types of the acceptance.

A fast foot of information communication technology is appearing as expansion of prompt administrative service desire and national participation desire regarding administration. This is following again by government innovation and demand of customer-oriented governmental implementation with information technology. The Ministries of Education and Human Resources Development proceeded with National Education Information System(NEIS) for the aim of educational informatization at a highest global level. NEIS that was operated from 2003 established a system in Educational Offices in 16 cities/province and the Ministry of Education and Human Resources Development, and connected all educational administration organizations and primary and middle schools with Internet. Thus, NEIS processes electronically the general administration affairs in educational administration organizations each unit school. The NEIS school affairs business system that is newly enforced is producing an important documentation (of semi-permanent level) such as personal information and grade of students including School Human Document with electronic methods. However, we need to guarantee authenticity, integrity, reliability and usability of documentation because school affairs business system is producing important documentation under poor circumstances. According to this necessity, school affairs business system analyzed how many a record management function includes by the ISO 15489 that was an international record managerial standard. On the basis of these analyses, I will present a plan for management of a school documentation in this study. These researches are meaningful in electronically analyzing a record management function of the National Education Information System(NEIS) and in documentarily approaching management plan. I expect theses researches to be able to used as useful data for documental management plan preparations regarding a productive documentation of all kinds of business systems using in public institutions as well as National Education Information System(NEIS).

NEIS is introduced to lighten the teachers' overburden, to standardize the work process and to bring better quality education to each classroom and make it possible for those involved in education to resolve any related educational problem on line. This paper aims to construct a hierarchy model consisting of key factors such as technological and administrative factors for the effective use of NEIS and to evaluate the relative importance among key factors using fuzzy AHP technique included fuzzy concepts. Eventually, the analysis results can be utilized to develop the future improvement strategy of NEIS and to satisfy the users.

As National Education Information Systems (NEIS) is supposed to broadly introduced all over the country, we need to understand factors that would affect its successful use. Studies regarding the NEIS have been made in terms of a social issue according to its introduction and use, however there has been only little research made in terms of the use of the system so far. Therefore, this study aims to investigate the factors that would have effect on a successful use of the NEIS. A research model of the study is based on the extended DeLone and McLean's information systems success model with two characteristics of computer self-efficacy and perceived fairness. Based on the survey data from 168 subjects, the present study performs SEM analysis with PLS. The results show that perceived usefulness and computer self-efficacy improves the user satisfaction. However, the user' satisfaction does not cause system characteristics- system quality, information quality, service quality -and perceived fairness not effect. The study provides characteristics which can effectively and smoothly introduce the NEIS for its successful use on the upcoming full scale execution on the NEIS.

The purpose of this paper is to suggest the improving plans about the system as searching an effective managing devices for NEIS with analysis of managing condition. For the plans, questionnaire was performed in the five sections to primary and secondary school teachers. Those were recognition about C/S, Introduction and conductive processing of NEIS, Satisfaction of specific task on school affairs and educational matters, its function, efficiency and security as well as technical problem. The results are following: First. in spite of satisfaction with function of C/S, it have been some problems such as frequent patch and down of server. Secondly, although the introduction of NEIS was done in hurry without gathering teachers' opinions and sufficient research of system, it has been expected to settle down normally with correction and security. Thirdly, positive reaction was generally showed in research on satisfaction of specific task for school affairs and educational matters. Fourthly, most of teachers have known the functions of NEIS and recognized its convenience. Although they has not thought it reduced their work, they have realized it's convenient for dealing with statistics. Lastly, they think of NEIS as the essential system for the age of information, in spite of problems such as reveal of personal data and security. Therefore, we should keep eyes to problem of an invasion of human right. In addition, study deep into NEIS should be conducted with consistent security for the system. In order to it. technical and legal system should be carried out side by side.

교육인적자원부는 교육행정 전반의 효율성을 높이고 교원 업무 환경 개선을 위하여 교육행정정보시스템(NEIS)를 시행하고 있다. 그러나 교육행정정보시스템의 도입단계에서 시스템의 보안성 취약과 개인정보에 대한 해킹 우려 등의 이유로 교육행정정보시스템이 정착되지 못하였으나 NEIS의 27개 영역 중 개인정보를 많이 담고 있는 교무/학사, 입(진)학, 보건을 분리 별도의 서버를 구축하는 NEIS 교무업무시스템이 탄생하였다. 따라서 NEIS 교무업무시스템 활용하여 전자문서를 활용하여 이를 통한 교원업무가 경감되어 학교교육행정의 효율성을 모색할 필요성을 느끼게 되었다. 본 연구는 NEIS 교무업무시스템 활용에 따른 교원업무의 효율성을 분석하고자 하였다. 연구결과, 시스템 개선점 도출 및 편리성이 증진되었고 업무조직의 효율적인 분장 및 업무승인을 전자결재로 시행함으로써 시간단축 효과가 큰 것으로 나타났고 교원의 교무업무도 획기적으로 단축시켜 교원 업무의 효율성도 증진시켰다. 또한 교무업무시스템의 활용으로 소요시간과 예산이 절감되었다. 교무업무시스템의 이러한 교원 업무 경감 효과에 비추어 향후 과제를 제시하면 다음과 같다. 첫째, 교무업무시스템의 원활한 운영을 위하여 네트워크 정비나 성능 좋은 컴퓨터가 확보되어야 하고 둘째, 업무 효율화를 위해서 시스템 내에서의 업무 승인 기능이 확대되어야 하며 교원의 업무경감 및 시스템 운영의 활성화를 위해서 훈령을 학교현장의 여건에 맞추어 정비 보완해야 하며, 시스템 운영의 표준화를 위한 제도 개선이 필요하다.

ICT development has led the government to provide more personalized services which means that the government has to collect more private information to satisfy the information demand from citizen. It is a dilemma because the more tailored information services may arise conflict against the right of private information protection which is one of the side effect by ICT. In this study, we analyzed the case of NEIS which still represents the issue of privacy conflict among each stakeholder's perspectives. To analyze the case, we used the frame analysis which is used as a tool for analyzing the case of public conflict. Through the analyses and discussions, we found the policy implication for the future ICT policies which can mediate the conflict between a data opening and the protection of privacy. Finally, we suggest a new governance approach for the better ICT policy contrary to top-down approach.
