A Study on the Improvement of Police Committee System in Korea - Focus on the National Police Committee -

  • Korean police have been established as a national police system since the liberation of Korea and have been operated as a centralized police system for a long time, and a police committee was established under the enactment of the Police Act in 1991. However, the National Police Commission has a problem that it cannot perform the functions of the original National Police Commission because it is only a simple advisory body, not an institution that reviews and decides major policies related to police administration. As a result, despite the passage of a full amendment to the Police Act in 2020 and the revision of the Act to the Organization and Operation of the National Police and Local Police, operational and compositional problems still exist. Therefore, this study intends to propose the current state of operation and problems of the police committee system and measures for improvement.

  • The concept of municipal police is in contrast to the national police, which is in charge of the overall people. With increased localization, the need for a municipal police system is emphasized in each region. This study is intended to analyze the role of municipal police uniform considering the change in security from the national to the local level based on the introduction of municipal police system. The study investigators developed the concept of centralized national police system and decentralized self-governing municipal police system based on a literature review and Internet research. The investigators analyzed the design of municipal police uniform by reviewing the systems in several other countries. The results revealed specific formative features of municipal police uniform such as representative ambivalence, expression of visual language, manifest visibility, and reflection of regional characteristics. The municipal police uniform is adapted to changes in local government requiring a shift of awareness on to municipal police compared with the existing national police. The creation of a municipal police uniform enhances the efficiency of work by projecting a resident-friendly image, social support and cooperation, which play a huge role in illustrating the exemplary service to promote a stable and peaceful society locally.

  • This study, was conducted to find out the correlation factors of anxiety of the patients during MRI exam on the claustrophobia. This study conducted a survey targeting those korea auxiliary police and combat auxiliary police patients who were admitted to the National Police Hospital over a period from January 2 to December 24, 2013 to investigate their degree of claustrophobia. In study result, sufficient explain before exam was helpful and decrease anxiety. However, they felt more anxious about limited spare, and when the entered a bore. Symptoms of instability and fear were stuffy, sweat, dyspnea, palpitation those are ascending rank of frequency.

  • Functional cerebral impairments have been verified objectively by brain SPECT and q-EEG (quantitative electroencephalography). Microcerebral circulatory defects without anatomical changes can-not be detected by the brain CT or MRI. Brain SPECT using $^{99m}Tc$-HMPAO (Hexamethyl propyleneamine oxime) as a key radioisotope may be accepted as the useful method for identifying functional cerebral impairments. We studied 25 patients with mild head trauma to define whether the SPECT was helpful in detecting cerebral impairment. Results were as follows: The SPECT was positive in 23 patients out of 25, q-EEG positive in 16 patients and brain CT was positive in 3 cases. SPECT and q-EEG were more sensitive than CT, SPECT would be more useful method than brain CT to investigate cerebral function after head injury.

A Study on the Police Officer of the Determinants to Desire Turnover Local Autonomy Police (자치경찰 지원 결정요인에 관한 연구)

  • In Korea, local autonomy police has been discussed several times since Liberation in terms of expanding the democracy of police, but this suggestion has not been pursued. However under the incumbent government, the local policing system will be fully implements from 2006, and the government says that it aims to introduce 'model management' from October this year. The model of local policing now in force is based on the national police and local police forces organized in parallel within local government autorities (cities, counties and districts). The heads of local autorities have the power to appoint local police. Of these, local authorities can use public servants working for the national police for 'special purposes'. The research questions for this study were to what extent public servants working for the national police in these circumstances can desire local autonomy police, and what factors influenced their decision to desire in local autonomy police. After analyzing the results of a survey of police officers, the study found that public servants working for the national police did not have great expectations of desire in local autonomy police. The factors that influenced the decision to desire in local autonomy police were the hope that remuneration would be good, and the hope that the atmosphere within the police force would become less bureaucratic and more democratic than the current system. The study also found that the hopes that promotions and working conditions would improve and that police would be treated better in society did not influence the decision of public servants working for the national police to desire in local autonomy police.

  • F-18 fluorodeoxyglucose positron emission tomography (F-18 FDG PET/CT) plays an important role in diagnosis of malignant tumors and adds to conventional imaging in the staging of pertoneal carcinomatosis. However, false positive cases resulting from benign disease such as tuberculosis may occur. We report two cases of peritoneal tuberculosis on F-18 FDG PET/CT which showed multiple hypermetabolic foci in the mesentery and peritoneum with increased serum cancer antigen 125 (CA 125). Subsequent F-18 FDG PET/CT showed a disappearance of pathologic uptake following treatment with anti-tuberculosis drugs.

  • The calyceal diverticulum is a cystic cavity lined by a transitional epithelium, is encased within the renal substance, and is situated peripheral to a minor calyx, to which it is connected by a narrow channel. Both congenital and acquired factors have been suggested to explain the formation of a calyceal diverticulum. We experienced a case of a huge calyceal diverticulum that was newly developed after a renal injury.

  • It is true that the police have been faithful to the role of the regime's sewer and committed many disruptions and errors, and have been criticized and criticized by the public. It should now be the foundation of the democratic police and an organization supported by the people. The problem is that the quality, personality, and values of 130,000 police officers should be changed and should be in line with the spirit of the times. One of the theories of police corruption is the "rotten apple hypothesis." The theory is that there is a high possibility that the entire police force will be corrupted, as if the defective apple in the apple box is rotten and the whole apple is rotten, without filtering out potential corrupt police officers during the recruitment phase. In other words, the cause of corruption is based on personal flaws. This study intends to analyze the causes of police corruption and improvement measures. The purpose of this study is to ensure that police officers in charge of national security are usually armed with ethics and good conduct. The police should be trusted by the people and need a stronger prescription for police corruption. In this respect, this study aims to solve the corruption problem of police officials, analyze anti-corruption, and find out what are the desirable countermeasures. The main study methods of this study are as follows; First, we first tried to collect data through research on corruption-related literature. The analysis was focused on the related papers of police corruption and government reports. Second, police corruption theory and anti-corruption alternatives were analyzed. It was reviewed focusing on the theory of corruption or translated data. Third, a literature survey was analyzed to examine the National Police Agency's perception of police corruption. Based on these research methods, we tried to derive the desirable control measures for the hypothesis of police corruption. This study is believed to have contributed to supporting the organizational corruption and culture of the apple box, including the personality of the individual's values, which is a rotten apple theory of police corruption.

The Influencing Factors on the Police Officer's Recognition to Domestic Violence - Centering around wife abuse - (가정폭력에 대한 경찰의 인식에 영향을 미치는 요인 - 아내학대를 중심으로 -)

  • The purpose of this study is to understand police officers' perceptions and influential factors on their recognition of domestic violence. The participants of the present study were 226 police officers around Iksan province, and the data were collected by the self-administered questionnaire method. The major results of this research were as follows. First, 55.3% of the respondents had received training on domestic violence. Second, 64.6% of police officers had experienced cases of domestic violence, and 65.4% of them had chosen passive action in domestic violence situations. Third, there was a significant positive correlation between gender equality consciousness and knowledge of the domestic violence prevention act, and the police officer's recognition of domestic violence. Fourth, there was a significant negative correlation between possible violence and the intervening attitudes of the police officers, and the police officers' recognition of domestic violence. Finally, multiple regression analysis was performed to find out the general characteristics of the participants and associated variables. It was found that the domestic violence experience of police officers was the most powerful predictor of their recognition of domestic violence. Gender equality consciousness, knowledge of the domestic violence prevention act, and the intervening attitudes of police officers were the next powerful predictors of police officers' recognition of domestic violence.
