The Volume and the Quality of Media Visibility according to the Hierarchy of Offender and the Victim (가해자와 피해자의 위계(hierarchy)에 따른 매체가시성(media visibility)의 양과 질 네트워크 분석)

  • A sex offense report highlights the victim as well as the offender involved in the sex crime. This study explored the hierarchy between the offender and the victim, based on the frequency analysis and network analysis. In case that the perpetrator is a celebrity, the media focuses more on the celebrity's actions. The volume of reports for cases where the offender has a position superior to the victim's (offender superior relationship) is larger than for those where the two have a horizontal relationship. The press highlights the celebrity in offender superior relationships and the victim in horizontal relationships. The celebrity is held responsible for the cause of the crime in the offender superior relationship. However, the victim him/herself is held responsible for the perpetrated offense in horizontal relationships. According to the results of the analyses in this study, the press fails to protect human rights and privacy in offender superior relationships.

Perception of Offender Profiling and its Development Strategies (범죄자 프로파일링에 대한 인식과 발전 방향)

  • Offender profiling, as a crime investigation technique, aims to respond more effectively to violent crimes. However, attitude that police investigators hold toward offender profiling is quite skeptical, which prevents offender profiling from making effective and practical contributions to police investigations. Therefore, the present study explored development strategies of offender profiling by examining perceptions of offender profiling among 156 Korean National Police University students. Furthermore, a total of 166 students from other universities also participated as a control group. As a result, participants showed positive attitude toward offender profiling, in terms of its necessity, effectiveness, and reliability. However, they believed that Korean police agencies are not making the good use of offender profiling and that profilers are not necessarily taking the lead in solving cases. In terms of the profiler education, the majority of the students who showed interest in becoming a profiler did not know what to learn and how to prepare for becoming one. Finally, limitations of the present study were discussed and suggestions for further research were made.

A study on the experience of the victim about spouse who completed domestic violence offender intervention program (배우자의 가해자 교정·치료 프로그램 이수에 대한 피해자의 경험연구)

  • Objectives: The purpose of this study was to focus on the phenomenon of spouses experienced by offenders after completing the offender intervention program. Method: For this purpose, among the offenders who received the decision of counsel (counseling order) accused by domestic violence, who the other spouse selected case without counseling. After the in - depth interviews with the 9 participants, the collected data were analyzed by Colazzi 's phenomenological study method. Results: Major research findings can be summarized as follows. Category 1 was "Experiences about causes of violence", category 2 was "Experiences with forms of violence", category 3 was "What I wanted about my spouse when I called the police", category 4 was "What I wanted for myself when I reported to the police", category 5 was "the situation of the offender after completing the offender intervention program", category 6 was "what I experienced after completing the offender intervention program" and category 7 was "Experiences for Follow-up consultation needs". Conclusions: Based on the results of the research, counseling for perpetrators who are violent actors needed a therapeutic approach not only to strengthen the temporary punishment but also to help the family recovery on a continuous and sustainable level. Therefore, the implications of policy intervention for domestic violence were suggested.

Changes of EEG Activity on Multi-Sensory Therapy for Sexual Offender (성 범죄자의 다중감각 치료에 대한 뇌파 활성도 변화)

  • Sexual addiction is accompanied with anxiety, psychological and physical dependence. Also, sexual addict want to make their presence through sexual adventures and seem sexually obsessed. In this study, we examined the changes of brain activity related to sexual addiction by utilizing the developed multi-sensory therapy after 4-weeks sex offender treatment program. We analyzed the electroencephalogram (EEG) activity changes in the subjects and regions of brain. As a result, the theta wave significantly increased after treatment than before (p < 0.001). The absolute alpha wave was increased whereas the relative alpha waves were decrease significantly (p < 0.001). The results could conclude that multi-sensory therapy on sex offender shows more stable status against sexual stimulations. Moreover, the reduction of the relative alpha waves in parietal lobe of sex offender is correlated to the less attention on sexual stimulations. The multi-sensory therapy not only provides a neurobiological explanation, but also can be used for clinical implications, i.e. prevention and treatments, for sex addiction.

Re-entry Experiences to Socialization of Female Ex-Offender : Based on Grounded Theory Methodology (여성출소자의 사회재진입 경험에 관한 근거이론 연구)

  • This study was to explore experiences of Female Ex-offender's re-entry process to socialization. For this, 9 female ex-offenders who receive housing support by the Korea Rehabilitation Agency were interviewed and the Strauss and Corbin's ground theory is used to approach to the data. In open coding, 88 concepts, 33 subcategories, and 15categories emerged from the data. In axial coding, central phenomenon were 'indulge in self pity', 'being isolated female ex-offender'. Intervention condition was 'human cooperation system'. Strategies were 'increase the receptiveness', 'establish the foundation'. Consequences were 'finding the stability in the life', 'changing the life direction'. In selective coding, main theme was 'overcome social stigma through changing life-direction and acclimate to society', and four phases were derived from the data. Based upon this results outcome, need of female ex-offender in the process of social transition and their experience were discussed.

  • Congress enacted the sex offender registration and notification act in order to prevent sexual offenses and protect public safety in the U.S.. Namely, in 2006, the Jacob Wetterling Act and Megan's Law were integrated into the Adam Walsh Child Protection and Safety Act as a comprehensive sex offender supervision and management scheme. The AWA aims to eliminate loopholes and gaps formed by inconsistent state laws and statutes as well as to provide the federal standards for sex offender registration and notification. However, the AWA contains over-inclusive sex offender registration requirements and punishments. For this reason, the implementation of the AWA may cause problems for states, sex offenders, and citizens, both as taxpayers and as beneficiaries of the AWA. Therefore, the AWA that does not differentiate between violent and non-violent offenders should be reformed to allow law enforcement officials to focus on sex offenders convicted of violent and heinous crimes. That is, the AWA should not apply to sex offenders who are not dangerous, not likely to recidivate, and who committed non-violent crimes. In addition, because the AWA requires juvenile offenders to registrate on public notification forums, it may result in a greater risk to community safety and potential risk of reoffense. Accordingly, juvenile offenders convicted of non-violent sex offenses and not likely to recidivate will be provided appropriate treatments to be rehabilitated as members of community.

A Study on Social Readjustment Experience of Ex-Offenders Based on Perceptions of Correctional Professionals and Correctional Counselors (교정전문가 및 교정상담자가 인식하는 출소자의 사회재적응 경험에 관한 연구)

  • This study was to explore ex-offender's social readjustment based on the perceptions of correctional professionals and correctional counselors. For the study, 10 correctional professionals were interviewed including university professors majoring in criminology, judges of family court, various correctional workers and 8 correctional counselors responsible for counseling of ex-offender's in the Korea Rehabilitation Agency. The interviews were analyzed using content analysis procedures proposed by Krippendorff(2003). The results were composed of 5 spheres, 15 dimensions, 36 categories, and 77 meaning contents. With regard to social readjustment experiences of ex-offender's, domains such as 'education', 'psychotherapy', 'employment and job search', 'service, culture and leisure', and 'social and national support' were drawn from the analyses. Based on the results of this study, significance and implications were presented.

Adolescents' Types of Sexual Attitude and Their Perception of Sexual Abuse Incidents (청소년의 성태도와 성폭력 사건 인식에 대한 연구)

  • The purpose of this study is to provide practical information which can prevent the adolescents from sexual derailment by identifying types of sexual attitudes and their perception of sexual abuse incidents. The results are as followings; 1. The sexual attitudes were grouped into three types: passive type, active chaser, and conservative introvert. Most adolescents belonged to passive type and least to trend of chaser. The results showed that Korean adolescents tended to be passive to the matter of sex. They also had different perceptions to sexual attitude and sexual abuse incidents in relation to their sexual attitude type, sex and grade. Thus, sex education with different contents and approaches in relation to their sexual attitude type, gender and age seems to be effective. 2. Majority of the adolescents thought sexual abuses could take place at anytime and anywhere. Belief that the offender would be a male and the victim would be a female was most common. Most respondents thought the offender would be responsible for sexual abuse, and that the offender would be a male. Most were the replies that one would report the offender and go to counselling center for help. Although these replies are very desirable, there are doubts that if they would be able to behave that way in the actual situation. That is because it is hard to get help from counselling center due to the system and the lack of counselors. Therefore, it is essential to improve the system to make it possible to give practical help to adolescents.

  • This study explored news coverage on the sex crimes and analyzed news by network analysis and frame analysis based on the layered model to compare news coverage on the celebrity. As a result, in case of celebrity the broadcasting focused more and the tone of news is more sensational. The news in ground wave broadcasting more detailed on the sex crimes. It blamed the An, the governor of Chungnam more and the news is more sensational by interviewing marginal man. In #Metoo case, broadcasting news focused on the offender. The title of case name and the headline are framed based on the offender. Especially consensual relationship frame is dominated in the sex crime news. This study also can see the offender blaming frame and in the viewpoint of agenda-setting. It is difficult to find the cause of #Metoo movement and the structural approach on the case. This study highlighted the importance of layed model when analyzing the sex-crime news related with #Metoo movement.
