  • This study focused on establishing the basic direction for the development of officials ethics education contents using value clarification. The value clarification is well known as an effective teaching and learning method to develop moral judgment among others as follows: moral sensitivity, moral motivation, moral practice. This study outlines the teaching-learning method and the evaluation method for the actual officials ethics education. This waits for the further empirical works.

  • Through this incident, it reminds me of the idea that personnel appointments are everything once again. Public officials should try to be good at ethics and conduct. If a public official fails to fulfill his or her role as a public official, how can the public trust him or her? You should know that the country does not exist under that official. Looking back on the constitutional history after liberation, it is undeniable that the collusion between politicians and businessmen shocked the people with many suspicions and distrust, and the various irregularities they caused disrupted healthy democracy and the national economic order. In this respect, this paper focuses on Korean political reform measures, but also examines ways to improve public officials' ethics. This paper focuses on that political reform should move in the direction of revitalizing the function of the National Assembly and allowing autonomous and independent parliamentary activities. Parliamentary activities should not be too dampened, and it should not end in a brief promotion in consideration of election votes. The ruling and opposition parties should seriously consider and implement this political reform plan. As one of the people, I hope that this privilege reform plan can be a touchstone for the advancement of political culture. This paper was studied as follows. First, the purpose and justification of political reform were identified. Second, it emphasized the need to improve public service ethics. Third, the problems and improvement measures of political reform were considered.

The Meditating Effects of Public Employees Professionalism on the Relationship between Public Occupational Ethical Awareness and Organizational Commitment (공무원 직업윤리의식과 조직몰입의 관계에서 직업전문성의 매개효과)

  • Occupational ethical awareness is a system of norms and standards of behavior and an important component of professionalism that affects organizational performance and commitment. The purpose of this study is to examine the mediating effect of professionalism on the relationship between job ethics and organizational commitment of civil servants. A survey was conducted on 300 central government officials with more than one year of employment. 261 copies were used for the final analysis. The results are as follows. First, the vocational ethics of civil servants had a significant effect on professionalism. The higher the years of service, the higher the level of ethics. Second, the work ethic of public officials had a significant effect on organizational commitment. These results can be interpreted as the internal commitment of civil servants to the state of work ethic. Third, the mediating effect of professionalism was verified in the relationship between public morality and organizational commitment. Based on these results, the public ethics of public servants are the basis for accepting public values and goals. Vocational expertise with embedded codes of conduct and value systems influences organizational commitment. As a practical implication for improving the ethical ethics of public officials, education programs for improving ethical consciousness according to job titles and duties were provided, and the ethical ethical competence was presented.

This literature expresses the strength of military theory and discusses the main core points of the country as a military political and tactical strategy as follows: "Shangyue, zhongyue, and Xiayue. In zhongyue, we discuss how to distinguish the contingency plan the meaning of change.   • Recruitment and selection are separate but mutually reinforcing processes. The goal of recruitment is to attract the largest number of applicants possible to apply to the agency, and selection is the process of weeding out unqualified candidates and identifying qualified candidates. In this context, the recruitment and selection system of police officials is an important issue because it affects their future performance as police officers on the job, especially their policing skills, perception of society, occupational ethics. This study suggested the characteristics of U. S. recruitment and selection system of police officials. In the U. S, each police agency sets up its own recruitment and selection standards and procedures. However, recruitment and selection process follows a certain sequence : receiving application, psychological examination, background check, polygraph test, drug screening, interview, physical agility, and medical test. Special characteristic of American police system regarding recruitment and selection is that many law enforcement agencies use a polygraph test to ensure the integrity of the candidates. Another interesting screening process is a drug test because many Americans abuse illegal drugs. A candidate officer must submit urine or a hair sample for screening test. Police human resources specialists should continually identify the most innovative tests and approaches recruit and select police officers. Recruitment and selection strategies should increasingly attract and retain those officers who have the attributes to work in a community-oriented policing environment.

  • China is a land of guanxi, everything is connected with guanxi. China has a business culture based on guanxi connections underpinned by strong Confucian ethics. However, there are some reasons why it is difficult for western companies to run businesses in China. Firstly, foreign firms lack the understanding and experiences necessary for doing business in China. They don't know the absence of alternatives is one of reasons that guanxi is so powerful in Chinese society. Secondly, there are many misconceptions about guanxi. It is easier for many foreign scholars or businessmen to equate guanxi with corruption due to the ambiguity of guanxi. Thus, if a foreign enterprise possesses guanxi, it can be a source of competitive advantage for doing business due to lack of law systems for anti-corruption activities in China. Furthermore, it is gaining increasing importance not only in Business to Government(B2G) but also in Business to Consumers(B2C) relationships. Therefore,managers should pay great attention to the proper use of guanxi instead of being involved in corrupt behaviours because now the governments hold a strong attitude against corruption. In particular, establishment of working guanxi through red envelops(basically giving money) or illegal gifts can cause a great problem for both parties, which were naturally accepted among most government officials and businessmen until recently.

Influence Factors on Job Satisfaction Factor and Spatial Environments Evaluation of Fire-Fighting Officer - Focused on Fire Officials in Incheon Metropolitan City - (소방공무원의 직무만족요소에 의한 공간만족평가 영향에 관한 연구 - 인천지방 소방공무원을 중심으로 -)

  • A study on how fire officer's job satisfaction factors influence space satisfaction rates. This article will conduct regression analysis for the study on these three problems. 'What are the factors of fire officer's job satisfaction?', 'Does space satisfaction rates influence job satisfaction rates?', 'Which job satisfaction factor influence space satisfaction rate?' Therefore, variables were set based on the prior study, and before regression analysis was conducted, variables were purified through analysis on primary factor and reliability analysis, and hypothesis test was done via variable calculation. According to the prior study, factors that influence job satisfaction rates are as following; self-regulation of tasks, ethics and responsibility level, relationship with colleagues, job identity. And regression analysis showed that space satisfaction rates do not influence job satisfaction rates. The writer thinks that it's showing that Korean fire officers tend to prioritize colleague relationship and job identity over space improvements. And the factor that influence job satisfaction rates turned out to be the self-regulation of tasks, and the writer estimates that it's reflecting the hierarchical organization culture of current Korean fire officers. Therefore, future Korean fire station design plans need to consider a space plan that provides fire officer's private self-regulation of tasks.

Transition process and Architectural composition of Prime Jurisdiction office in Joseon Dynasty (조선시대 의금부(義禁府) 청사(廳舍)의 변화 과정과 건축 공간 구성)

  • Ui-Gum-Bu(義禁府) is regarded as a key organization that reflects the power of the royal authority, mainly because it directly obeys the king's command and retains the power to punish or pardon government officials for severe crimes such as treason or significant breach of Confucian ethics. For this reason, Ui-Gum-Bu held a higher place in the organizational hierarchy of the government than other similar offices such as Hyung-Jo(刑曹), Sa-Heon-Bu(司憲府) and P o-Do-Cheong(捕盜廳). This characteristic of Ui-Gum-Bu is also evident in the architectural style and composition of the office building. The figures of the Ui-Gum-Bu office is depicted in detail in the paintings listed in 『Gum-Oh-Gye-Cheop(金吾契帖』, a record of Ui-Gum-Bu office meetings, and descriptions in the code book 『Gum-Oh-Hun-Rog(金吾契帖)』, both written in 18th century. The purpose of this study is to reveal the overall transition process of the Ui-Gum-Bu office building from the beginning until its demolition in the early 20th century. Based on research materials of 18th century, its architectural composition and characteristics will be dealt in detail.

A Study on King Sejong's Amicable Consciousness of Confucianism and Buddhism (세종대왕의 유불화해의식에 관한 연구)

  • Confucianism and Buddhism were compatible in the period of Goryeo Dynasty. And then, the rulers worshiped Confucianism and repressed the religious activity of the Buddhist monk in the early years of the Joseon Dynasty. But King Sejong planed to bring reconciliation between Confucianism and Buddhism. Especially on the ceremonies of mourning and sacrificial rituals, he always performed the two religious style. The reason of sticking to his amicable consciousness is as follows. Firstly, he thinks that both the theory of Confucianism and the religious spirit of Buddhism are very important for the building up the foundation of his Dynasty. Secondly, his mind has been of a same faith cure on the incurable disease. Therefor, when the Royal family is taken ill he must pray to Buddha for recovery from the first stage. Thirdly, he regards social conditions to be the most important and respect for man's life and dignity for the purpose of beneficent administration. But Joseon's government line was the anti-Buddhist policy. So, the policy came in the wake of a debate among King Sejong and Confucian government officials. However his harmonious mind was unchanged between Confucianism and Buddhism. After all, in the last phase of his life he was deeply religious on Buddhism. I think that King Sejong's amicable consciousness could make a contribution to overcome religious conflicts and to create a new political cultural form in the modern society
