Urban Regeneration Strategies of Old City Centers in Local Metropolitan cities through Case Study about Nanba Station Regeneration in Osaka City (오사카 난바 역세권 재생사례연구를 통한 우리나라 지방대도시 구도심 재생전략 연구)

  • The old city centers of local metropolitans have lost their functions as CBD in korea. Those old city centers have an only role as a gate connected to the new CBD. This study aims to present regeneration stratigies of old city centers through Osaka case study. This research has been focused on the physical and environmental factors in urban regeneration. There are 4 strategies for old city centers. First, the strategy to attract people to the old city centers is high-density and mixed-use development having functions like shopping, entertainment, residence. This kind of development makes local metropolitan cities compact cities to protect urban sprawl. Second, strategy to give old city centers an identity is to conserve traditional culture and structures and to revitalize retail market. Third is to make pedestrian-friendly street system. Osaka ism't pedestrian friendly but remodelling the connect the pedestrian path to the culture facilities. Fourth is to have water and green environment. Green space is the strong factor that pull people to old city centers.

  • As a leading nation of ubiquitous technology, South Korea has been promoting u-City pilot projects throughout the country. According to 'Fundamental Construction Law of u-City,' u-City projects are classified into old-town and new-town types. However, most projects have focused only on the new-town type. Pushing forward large-scale land development projects, Korea Land and Housing Corporation (LH Co.) under Ministry of Land Transport and Maritime Affairs (MLTM) has gained a development profit out of the u-City infrastructure and then donated the infrastructure to a local government without making any plan for operations. In the process of u-City pilot projects, old-towns have been relatively ignored and various of unexpected problems have emerged. Building the u-City of an old-town is not easy due to many constraints such as huge initial investment, long validity and verification procedures, lack of useful services for citizens, lack of professional outsourcing methods for business promotion, high operating costs of the integrated control center, inadequate law related, insufficient institutional requirements and so on. This paper introduces a case study on u-City development for an old-town, Ansan City, as a private investment project. The case will help boost u-City projects for old-towns by solving their problems and providing an effective operational mechanism. As the first BTL (Build-Transfer-Lease) project for constructing u-City, 'Broadband Information Network Development Project' of Ansan City will provide a reference model of expanding u-City projects for other cities.

  • The purpose of this study was to analyze the formation and change of road-block-lot of the old inner city in cheongju The result of this study are as follows; (I)Among others a system roads of in around the old castle in cheongju city is most of feature north and south direction of road. Lot system is organic relations of north and south direction of road. Therefore, urban tissue in around the old castle in cheongju city is established order road system keep on the change of expansion urban tissue. (2) Block type classified into non-division, 2division and over 3division. (3) The square block remains mostly in Cheongju old castle, two-division block was around south of castle. And block of the grid-form street system divided into over 3 division. Through the guideline about characteristic of block type, residential area should be developed as a characteristics area in the urban area.

A Method of Commerce Activation of the Old City-Center of Jeju City Using Augmented Reality Technology (증강현실을 활용한 원도심 상권 활성화방안)

  • Jeju City is one of the cities where decline of old city-center is appearing due to the reduction of residential and floating population. The decline of old city-center of Jeju City has been on the rise since the 1990s, and has been intensifying in the 2000s. Jeju City is currently activating specific policies to ensure activation and diversification of the local commercial area. In this paper, we propose a new method to increase the number of visitors to Jeju-Mokkwana by using Augmented Reality technology for activating commerce of old city-center. Various Augmented Reality contents based on smart-phone are implemented and operated in Jeju-Mokkwana. Also the survey is conducted to 574 visitors who have experienced online/offline promotion for analyzing effects. Survey results show that the proposed method can be effectively used to activate the old city-center by increasing the floating population.

  • Transformations of the urban spatial structure, from sub-area redevelopment to newtown development, results great influences upon existing urban condition and spatial configuration. The purpose of the study is to analyse the effect of the urban spatial configuration of Uijongbu city where experienced changes after newly development of city center and new residential area. The west part of the city where is limited in growth by military bases, ego U.S Army basecamp, were planned and established as the other axis of the city center since mid 1980's. After that new residential area which is located in far east of the city were also developed. Space syntax as a methodology has been adopted to conduct quantitative analysis which is able to interpret differences between sub-areas ; old city center, new city center, new residential area. The results of the analysis are follows ; 1) existing structure of the urban fabric, especially old city center, is sustained and intensified, 2) new city center which is west part of the city has failed to achieve organic spatial connection adjacent to old city center, 3) there is less spatial depecdency relationship between city center and new residential area where is identified as another small self-support city within the city.

  • The purpose of this study were to examine the deterioration of the old downtown in the southern area of Pyeongtaek City and derive suggestions for an urban regeneration project in South Pyeongtaek City. To do so, the researchers investigated the researchers investigated the deterioration and current status of the downtown from a multifaceted perspective based on previous in depth. It was found that in Pyeongtaek City, problems unique to the southern, Pyeongtaek, and Paengeong areas interplayed in a complicated manner. Accordingly, for the urban regeneration project to be effective, continuous participation of experts and community residents with intimate knowledge of the regional features is essential. This study focused on identifying the reasons why the old downtown has deteriorated and suggesting ways to revitalize it. The study is of significance in that it derived urban regeneration strategies based on regional features.

  • Recently, Interests in rehabilitation of the old town center has grown. Incheon city are propelling many renewal plans for the area, Rapid Urbanization and outskirt developments have expanded city space and city center has been weakened and declined. With responds to these phenomena, World's interests on creative city is increasing nowadays and projects of creating creative city from many countries are being launched. Korea is one of the countries who follows this trend and is also proceeding projects on creating creative city. However, identities of our nation and city which have rapidly grown only based on logics of economic growth are disappearing. Hence, this study intend to focus on the cities of creative which draw the participation of its citizens. Thus, this study examining basic theoretical background from literatures, theory, precedent studies related to citizen participation & creative city. Then, the study establish a framework of analysis by extracting principal factors to creative city construction methodology centered on citizen participation. Furthermore, this study suggests the creative city construction methodology of citizen participation centered on for old downtown through survey residents consciousness.

  • Purpose: Odor generated in traditional markets causes discomfort, hindering the pleasant life of residents, and complaints of odors are steadily increasing every year. Odor is defined as a smell that stimulates a person's sense of smell by stimulating hydrogen sulfide, mercaptans, amines, and other irritating gaseous substances. Research design, data and methodology: It is not easy to grasp and manage the current status of the odor analysis of living odors such as traditional markets. Seongnam City has an advanced new town of Bundang and Pangyo, while old cities such as Sujeong-gu are relatively underdeveloped. Results: As a result, the gap between the old city center and the new city center widens, so it is urgent to develop a balanced development. Based on this, the market of Seongnam-si is divided into the old city center and the new city center, and the odor complaint in the traditional market is analyzed to find a solution. A survey was conducted to understand the current status of odor management in the Seongnam-si market and the odor felt by users. Moran Market, Seongnam Jungang Market, and Kumho Market and Dolphin Market, located in the new city center, were selected as targets. The items of the survey consisted of the frequency and cause of the odor, the current status of market management, matters that need improvement, and efforts to resolve the odor. Conclusions: Therefore, this study aims to help citizens feel better about odor environment in places where odor standards are exceeded or complaints occur frequently, and to help local governments and market merchants establish more efficient and useful development plans.

Utilization of the Old Big Tree and Its Surrounding Space Pertaining to Cultural Value in Seoul (서울시 보호수를 대상으로 한 노거수 공간의 문화적 활용 가치 연구)

  • Seoul is an ancient city with a long history but there is hesitancy over referring to as a historic city due to the lack of traceable historic urban landscape elements which resulted from numerous invasions and general destruction. From a diachronic perspective, the nature which was survived the influence of development, could be the key element that links the past with the city's radically changed image in modern times. Although "old big trees" may be not a dominant influence with regards to the historical authenticity of the city, they are objects which contribute towards the historical authenticity by providing a sense of place in terms of connected narratives, as well as their natural image. However, the protection policy for an "old big tree" would place too much emphasis on the aspect of the ecological value rather than its cultural value. Generally, trees have been protected by installing a fence and a signboard around them as well as receiving additional care. However, it is difficult to find that surrounding space around the "law-protected tree" is connected with its original historical and cultural values. Even though the space around trees are no longer utilized in the same way as was so in the past, they still have high-potential in terms of cultural utilization. Therefore, the subject of this study is the "old big tree" as a natural object which contributed to the historical authenticity of Seoul. The current status of these "old big trees", aged between 100 and 800 years old, currently indicate that there are 215 trees designated as "law-protected tree" by the Seoul metropolitan government. This study aims to investigate the status of protection and utilization of the existing "law-protected trees" in the city of Seoul and find a way to increase both ecological preservation and cultural utilization for the high-potential "law-protected trees" within the city itself. In order to achieve this, previously researched papers shall be reviewed and surveyed pertaining to present usage patterns of the 215 "law-protected trees". In addition, five cases have been reviewed which focus on a few of utilizing the "protected trees" and their surrounding spaces. The results of the research indicate that 21 "old big trees" have high-potential in terms of cultural utilization as well as ecological value. However, it was revealed that there are limitations to pursue the value of preservation and utilization simultaneously throughout current regimental management. In order to cope with the current situation, it is pointed out that management facilities should be designed and installed by creative and flexible methods of organizing with consideration to the surrounding space and context. Even though in the case where there may not be a connecting history or legendary stories, the "old big trees" can serve as the fundamental features of small scale parks -dependent on their location, condition and environment- which will be of value to the local communities. This study could serve as a practical reference for the management and utilization of "old big trees" nationwide with numbers reaching 12,300 besides the city of Seoul.
