The very fact that so many of us are here to participate in this conference on Operations Research is an indicator of the importance we attach to this relatively new and still expanding field. All of us recognize that Operations Research techniques are especially useful tools in problem solving in business, Government and the military. A discussion of the role of Operations Research and the related field of Systems Analysis in national defense policy and programming decision processes seems especially appropriate at the opening session of this conference, As you know, Operations Research as an organized form of research first found application in the review of individual military weapons systems and their effectiveness just over forty years ago. From that relatively narrow beginning has evolved a discipline whose future exploitation and utility you will explore over the next several days. I plan to review very briefly the historical development of Operations Research and Systems Analysis as tools in the defense decision-making process. Then, I will give you an overview of their application to today's military and defense problem solving by discussing the use of these techniques at the headquarters level by the United States Navy, Obviously, in such a brief period, I cannot cover all applications, specific techniques, or all of the groups involved in such a complex process. A review of the historical development of Operations Research/Systems Analysts reveals that the use of the basic concepts of Operations Research is not new; it originated with the first attempts to use the scientific approach to solve problems. We are still seeking, through modern analysis, to answer the three questions posed by John Dewey in his examination of the problem solving process in 1910.'1 - What is the problem? - What are the alternatives? - Which alternative is best? As I noted earlier, Operations Research, as an organized form of research, began in Great Britain in the late 1930s with the review of individual weapons systems.

The linear search problem is concerned with finding a hiden target on the real line R. The position of the target governed by some probability distribution. It is desired to find the target in the least expected search time. This problem has been formulated as an optimization problem by a number of authors without making use of Markov Decision Process (MDP) theory. It is the aim of the paper to give a (MDP) formulation to the search problem which we feel is both natural and easy to follow.

This paper presents a review on the operations research modeis for environmental management including water, land, and air poliution in the environmental chain and including waste treatment, reverse logistics, and product recovery in the supply chain for last 30 years. The integrated and globalized environmental issues have given OR professionals a lot of natural opportunities for an effective environmental management with mathematical programming and computer simulation tool.

Due to the convergence of voice, data, and video, today's telecom operators are facing the complexity of service and network management to offer differentiated value-added services that meet customer expectations. Without the operations support of well-developed Business Support System/Operations Support System (BSS/OSS), it is difficult to timely and effectively provide competitive services upon customer request. In this paper, a suite of NGOSS-based Telecom OSS (TOSS) is developed for the support of fulfillment and assurance operations of telecom services and IT services. Four OSS groups, TOSS-P (intelligent service provisioning), TOSS-N (integrated large-scale network management), TOSS-T (trouble handling and resolution), and TOSS-Q (end-to-end service quality management), are organized and integrated following the standard telecom operation processes (i.e., eTOM). We use IPTV and IP-VPN operation scenarios to show how these OSS groups co-work to support daily business operations with the benefits of cost reduction and revenue acceleration.

While many previous studies investigated the effect of operations performance on financial performance, most studies considered only a few performance indicators and ignored the characteristics of industries. Therefore, this study intends to analyze the effect of operations performance on financial performance, by selecting a rather comprehensive operations performance indicators from firms' financial data. In doing so, we used operating efficiency and supply chain performance indicators for operations performance and a firm's profitability and future value indicators for financial performance. For the analysis, we collected 544 firms' operations and financial performance data belonging to eight key industries from the 'Forbes Global 2000'. We first analysed the differences in operations and financial performance among high, medium and low supply chain performance groups based on the quantitative criteria of Gartner's 'Supply Chain Top 25' ranking procedure. Then we analysed the effect of operations performance indicators on financial performance for both entire industry and individual industries, using multiple regression. Based on the results, we provided practical insights into key operations performance indicators to focus on and manage in order to improve financial performance.

The paper discusses Cost and Operational Effectiveness Analysis (COEA) in the context of a military study system. The objectives of a study system, development of study programs, and management of studies are addressed. Basic cost-effectiveness models are presented and the COEA planning steps, analytical processes, and implementation discussed.
