PRIVATE DEVELOPERS' UNDERSTANDING ON THE IMPLEMENTATION OF STRATEGIC PARTNERING IN THE MALAYSIAN CONSTRUCTION INDUSTRY

  • This research will attempt to reveal that private developers in the Malaysian construction industry have been practicing strategic partnering in their organizations. While the investigation was conducted using quantitative and qualitative approaches, this paper will only reveal results obtained from the questionnaire survey. Results from the questionnaire survey indicate that private developers in the Malaysian construction industry had implemented strategic partnering in their organizations. The elements of the partnering process, which are partnering formation, partnering application and partnering completion or reactivation were tested. The results show that all the elements of the partnering process have been exercised in their projects. Thus it can be surmised that strategic partnering has been practiced by private developers in the Malaysian construction industry.

Construction Partnering on Alternative Project Delivery Methods: A Case Study of Construction Manager/General Contractor Partnered Transportation Projects

  • Since its adoption by the transportation sector in the early 1990s, partnering has been broadly used with the traditional delivery method by many agencies with significant reported benefits. During the same era, a number of transportation agencies (DOTs) started experimenting with a wide variety of alternative project delivery methods (APDMs) aimed at improving the delivery of highway construction projects. The effect of collaborative working strategies such as partnering, together with the APDMs have become somehow interrelated posing a potential challenge on how to effectively integrate partnering as a concept in the APDMs. The salient question has been if the collaborative nature of these APDMs has affected how partnering is being used by state DOTs. Through an extensive literature review, analysis of 32 CMGC RFPs/RFQs and review of three CMGC case studies, the study found that there is limited information in state DOT documents that show procedures on the usage of partnering with CMGC projects. Majority of DOTs are relying on the inherent nature of the CMGC contract to promote healthy collaborative practices and there is the need to consider partnering during preconstruction and construction separately to cater for any personnel change over. The study also revealed that partnering may become less important at the construction phase due to overlap between partnering and CMGC practices. In support of this finding, a CMGC partnering model was developed that can be adopted by DOTs. This paper contributes to both research and practice by expanding the existing knowledge on partnering on APDMs.

Model for Predicting Success of Partnering in Vietnam: A Discriminant Analysis Approach

  • Partnering concept has been mentioned as an innovative arrangement that helps to reduce many of the disadvantages of the traditional arrangement. Partnering in construction has been widely applied in Vietnam from late 1990s. The application of the new has arrangement spread thanks to anecdotal proofs. This concept is quite new to Vietnamese practitioners. It is necessary to conduct study as a lesson-learn of the industry to encourage the partnering implementation. This paper attempts to develop a model, using discriminant analysis, which classifies the partnering in construction projects into success levels. Dedication, teamwork, sufficiency, and balance are the four significant components in discriminant model. The proposed model is helpful to practitioners in developing, adjusting and improving their strategy for partnering implementation.

Success Factors for Partnering Implementation in Construction: a Survey from Vietnam

  • Traditional procurement methods have revealed many disadvantages in construction fields such as the adversarial relationships between stakeholders. After several decades of application, partnering has shown to be an innovative arrangement that helped to reduce many problems existing in the traditional arrangement. In Vietnam, partnering has been applied for construction projects since the construction industry was facing many new challenges emanated from the global integration and economic booming. Partnering is rather new, so it needs to gain a better understanding of the new concept. This paper has identified twenty eight success factors for partnering in the Vietnamese construction industry. Five factors are considered critical to partnering success including financial security, commitment from top management, mutual trust between parties, adequate resources and effective communication. The findings could help construction practitioners to deploy the innovative procurement type and would also contribute to the global knowledge.

Improving the Contractor-subcontractor Relationship Through Partnering on Construction Projects in Zambia

  • With the increased dependence on subcontracting in the construction industry, the operational relationship between main contractors and subcontractor plays an imperative role in successful project delivery. Consequently, improving this relationship increases the probability of project success and enhancing project performance. A wide range of research has confirmed that partnering improves the main contractor-subcontractor relationship. Though the positive impact of partnering on project performance is supported by a plethora of evidence, the guiding theory on practical partnering process steps is limited. The study aimed at improving subcontracting in the construction industry through a partnering process relevant to Zambia guided by factors obtained from industry expects. Questionnaire surveys and Semi-structured interview were adopted to investigate the perception of construction industry professionals and academics towards the main contractor-subcontractor relationship along with improvement factors. The findings showed that the relationship between main contractors and subcontractors on most projects in Zambia is unsatisfactory therefore justifying attention. Top factors that can enhance the main contractor-subcontractor relationship were identified. From the factors deduced and guidelines on partnering best practices, a project partnering model was developed.

Incentives of Partnering Approach in the Construction Industry: Perceptions of Local and Foreign Sectors in the Vietnamese Market

  • Traditional procurement methods have revealed many disadvantages especially the adversarial relationship between parties. After several decades of application, partnering has shown that it is an innovative arrangement that help to reduce many problems having existed in traditional arrangement. It can provide a win-win working attitude in a construction project. Partnering in construction has been applied in several ways in recent years in Vietnam. This mechanism can help both local and foreign construction participants to mutually offset their differences when implementing projects. This paper has investigated and introduced the incentives of partnering from Vietnam perspective in terms of foreign and local participants perceptions. It has been shown that 'to learn mutually among participants' and 'to increase bidding advantages' are the most important incentives according to foreign and local practitioners respectively.

건설프로젝트의 파트너링 적용에 관한 연구 (Application of Partnering in Construction Project)

  • 효과적인 리스크관리를 수행하기 위하여 국내 건설회사의 리스크관리 실태를 설문조사와 인터뷰를 통하여 분석하였다. 그 결과 리스크인자를 규명하고 그 제어 및 대응책으로 개선된 건설 계약방식을 제시하고자 한다. 개선된 계약방식의 파트너링은 건설프로젝트에 사용이 증가하고 있으며 파트너링은 건설프로젝트를 수행함에 있어 계약당사자들의 갈등해소, 능률적이고 긴밀한 관계유지, 신뢰하는 분위기로 프로젝트를 수행하는 것을 의미한다. 파트너링에 의해 건설계약을 체결한다면 리스크인자를 경감하게 되어 공기단축, 품질향상, 공사비절감, 안전한 시공을 할 수 있는 건설프로젝트의 계약방식을 제시하였다.

  • Partnering has taken root all over the world as a remedy for the adversarial relation between parties concerned with construction projects. It is deemed to be derived from Keiretsu in Japan where parties related cooperate with one another as a team gaining reputations for completing projects on schedule and budget while maintaining high standard of quality. However, Keiretsu is now being weakened in proportion to the economic recession and there is an important change that needs to happen in the industry. The aims of this study are to find out the essence of Keiretsu by comparing Keiretsu with Partnering and to look for the direction of the reform plan.

중국 제조기업의 제3자 물류 활용에 따른 전략적 지향성이 정보역량, 파트너십, 사업성과에 미치는 영향 연구 (An Empirical Study on the Use of 3LPS by Chinese Manufacturers: Business Performance, Information Technology Capacity, Partnering, and Strategy Orientation)

  • 최근 국제무역 환경은 글로벌 제조업 중심으로 경쟁이 치열해지면서 기업들은 핵심역량을 강화하기 위해 비핵심 부분을 아웃소싱하여 경쟁우위 확보를 위한 노력을 하고 있다. 중국 제3자 물류는 아직 초보단계로 실증연구가 미흡하다. 본 연구에서는 중국 제조기업의 제3자 물류 활용 요인을 도출하여 사업성과에 미치는 영향을 검증하였다. 이를 위해 이론적 고찰 및 선행연구를 바탕으로 가설을 설정하고 구조방정식 모형을 통한 실증 분석을 실시하였다. 본 연구를 수행하기 위해서 중국에서 활동하고 있는 제조기업들을 중심으로 각 기업의 담당자들과의 설문조사를 실시하였으며, 분석에는 AMOS 통계패키지를 사용하였다. 연구결과는 다음과 같다. 첫째, 기업의 전략적 지향성은 제3자 물류 기업의 정보역량과 파트너십에 유의한 양(+)의 영향을 미치는 것으로 나타났다. 둘째, 제3자 물류 기업의 정보역량은 기업의 사업성과에 유의한 양(+)의 영향을 미치는 것으로 나타났다. 셋째, 파트너십은 기업의 사업성과에 유의한 양(+)의 영향을 미치는 것으로 나타났다. 마지막으로 본 연구의 결과를 바탕으로 한 연구의 의의, 한계점 및 추후 연구에 대한 제언을 논의하였다.

ODA 컨설팅 사업 낙찰을 위한 기업의 협업 전략 도출 - 세계은행의 베트남 사업을 중심으로 - (Partnering Strategy for Bidding Success in World Bank's Vietnam Consulting Project)

  • 엔지니어링 기업의 해외시장진출이 어려워지는 상황 속에서 ODA 사업은 해외진출의 돌파구가 될 수 있다. 그러나 다수의 해외 기업들이 한정된 사업을 두고 경쟁하기 때문에 사업 수주를 위해 다른 기업과 협업하여 입찰 경쟁력을 상승시켜야 한다. 기업의 경쟁력은 기업의 경험, 평판, 협업을 통한 네트워킹이 축적된 결과물이기 때문에 장기간에 걸쳐 어떤 협업전략을 취하느냐에 따라 낙찰 여부가 달라질 수 있다. 따라서 본 연구의 목적은 ODA 사업 낙찰에 유효한 협업 전략을 도출하는 것이다. 이를 위해 세계은행에서 제공하는 베트남 컨설팅 사업의 입 낙찰 정보를 수집하여 기업 간 협업을 나타내는 협업 네트워크를 구축하고 사회연결망분석을 수행하였다. 이후 로지스틱 회귀분석을 수행하여 공종별로 낙찰에 유효한 협업 전략을 제시하였다. 분석 결과 교통인프라 및 도시개발 사업은 다양화 전략이 수자원인프라 사업의 경우 집중 전략이 낙찰에 유리한 것으로 도출되었다. 본 연구에서 제시한 컨설팅 사업의 공종별 협업 전략은 향후 국내 엔지니어링 기업이 베트남 시장 진출 시 참고 자료로 활용될 수 있다.
