The changed environment on marine security and the security activities such as coast guard and sea patrol in civil domain are analyzed. In order to respond diverse threats and requirements of sea petrol, the system of civil patrolman and coast guard's auxiliary are discussed. The civil boats and aircraft and civilian's security activities make an important role to enhance the effectiveness and the efficiency of coast guard and patrol.

I study the actual condition and the problem of the crime prevention system of two seoul police station. that is operated on the unit of police box, and present the new improvement. Stragic and active is the new crime prevention system that introduces a concept of community oriented policing, the tendency of a developed country police. I present a medium - sized police station where 250${\sim}$300 policemen work. It consist of a patrol division, a community division and a administration support division. The chief of police bears the responsibility only for crime prevention service by concentrating on pure Patrol - centered crime prevention activity and community relation activity. Next I present a police inspector system. The most important on this paper is the community policing officer system that a policeman bears responsibility on district apart from a patrol division and support a police service related community. To be operated these systems effectively, these need to be regulated according to a police distinct, a police purpose and it's demand. Also a scale, function, authority of a existing. Police station must be regulated and the police training must be carried out.

Korean public power isn't currently performing its duties of crime prevention or public security services as effectively as the people expect from it due to excessive work load, insufficient budget, and equipment or work force problems, although it should protect the people from increasing crimes. The mutual cooperation between the police and the private security firms can' t be enhanced unless both parties are involved. Above all, the private security companies should secure superior security personnel and provide them with systematic education and training to improve their qualities. The police should also make an effort. In order to foster the private security firms soundly, the police should improve the system if necessary, and establish, guide and monitor the department wholly responsible for the private security affair. Both parties also should deal with crimes systematically by exchanging information for crime prevention, having informal meetings and introducing a joint patrol system. In order to cope with crimes threatening the livelihood of the people in our society, the public and private securities' mutual cooperation plans should be formulated. For this purpose to be achieved, the private security firms and the police should understand each other and bilateral efforts should be made. If both parties understand each other and make an effort, the relationship between them will be improved greatly and developmental plans for preventing crimes can be made.

In this paper, we develope the navigation system for patrol robots in indoor environment. The proposed system consists of PDA map modelling, a localization algorithm based on a global position sensor and an automatic charging station. For the practical use in security system, the PDA is used to build object map on the given indoor map. And the builded map is downloaded to the mobile robot and used in path planning. The global path planning is performed with a localization sensor and the downloaded map. As a main controller, we use PXA270 based hardware platform in which embedded linux 2.6 is developed. Data handling for various sensors and the localization algorithm are performed in the linux platform. Also, we implemented a local path planning algorithm for object avoidance with ultra sonar sensors. Finally, for the automatic charging, we use an infrared ray system and develop a docking algorithm. The navigation system is experimented with the two-wheeled mobile robot using North-Star localization system.

본 연구는 순찰지구대 운영성과에 대한 경찰의 인식을 지역별 비교를 중심으로 실증분석해 보고 순찰지구대 운영성과의 향상을 위한 정책 특히 지역 차이를 고려한 정책을 제시하는데 목적이 있다. 이를 위해 첫째, 순찰지구대와 그 운영의 이론적 측면에 대해 논의하였다. 둘째, 순찰지구대 운영성과의 평가가준으로 체계화시킨 순찰지구대 체제의 효율성, 경찰과 주민과의 협력, 그리고 경찰의 직무만족도의 세 가지 분석수준을 기반으로 분석틀을 설정하였다. 분석결과, 첫째, 순찰지구대 체제의 효율성 측면에서는, 순찰지구대 체제는 주민과의 유대 및 접촉이 어려우며, 또한 지역실정 파악이 어렵고 주민과의 협력치안에 문제가 있는 것으로 분석되었다. 둘째, 경찰과 주민과의 협력의 측면에서는 경찰이 주민과의 협조가 치안서비스 향상에 매우 중요하다고 인식함에도 불구하고 현재의 순찰지구대 체제하에서는 경찰에 대해 주민이 호의적이지 않고, 주민과의 협조가 용이하지 않은 것으로 평가할 수 있다. 또한 협력단체들의 방범활동에 대한 기여도가 낮은 것으로 분석되었다. 셋째, 지역경찰의 만족도 측면에서는 만족도가 보통 정도인 것으로 인식하고 있다. 그리고 만족도의 하위변수에서는 지역별 차이가 유의하지 않았다. 넷째, 순찰지구대 체제의 효율성에 대한 지역별 분석결과, 4개의 하위변수 모두에서 지역별 차이가 있는 것으로 분석되었다. 다섯째, 경찰과 주민과의 협력에 대한 지역별 분석결과, 여러 하위변수에서 농촌지역의 순찰지구대가 도시지역에 비해 운영성과가 높은 것으로 나타났다.

Necessity of security reinforcement has been increased these days. As a result, surveillance systems using CCTV and the patrol system by person have been applied to security zone. However, CCTV has a blind spot and CCTV itself cannot handle emergency situation. Patrol system by person is economically expensive. To overcome these disadvantages, this paper presents an image-based surveillance system using unmanned aircraft. As a default, unmanned aircraft traces lines installed on ground which represents path for patrolling. If the aircraft detects objects, then it keeps a constant distance between object without missing the object in the image. Simulation results show that the proposed system can be operated even with unmanned aircraft with low specification.

이 연구의 목적은 다목적기동순찰대를 통한 핫스팟 경찰활동이 시행될 지역에서 범죄두려움 및 그 영향 요인을 실증적으로 분석하고, 이를 통해 기동순찰대의 실효성 있는 운영 방향을 제시하는데 있다. 이를 위해 기동순찰대 운영지역과 그 인접지역 간의 범죄두려움 및 그 영향요인들(비공식적 사회통제, 무질서, 경찰활동 인식)이 어떻게 차이가 나는지 살펴보았다. 그 결과를 요약하면 첫째, 범죄두려움은 두 지역 간에 통계적으로 유의미한 차이는 없었으나, 비공식적 사회통제와 범죄발생추세 인식은 지역 간 유의미한 차이를 보였다 둘째, 두 지역 모두 무질서와 범죄발생추세 인식이 공통적으로 범죄두려움에 영향을 미치는 것으로 나타났으며, 부분적으로 경찰활동 인식과 범죄두려움 간에 정(+)의 관계가 나타났다. 이를 통해 기동순찰대 운영지역의 선정기준에 범죄두려움과 같은 주관적 기준이 반영되어야 한다는 점을 제시하였고, 향후 기동순찰대 운영은 가시적인 순찰활동만으로는 부족하고, 무질서 개선, 주민과의 접촉 증대, 경찰활동이 긍정적으로 인식될 수 있는 방향으로 나아가야 한다는 점을 정책적으로 제언하였다.

The system of civil security service is analyzed and reviewed in order to induce it to maritime security domain. A system of civil maritime guarder who provides security service and cooperates with coast guard at sea is proposed. It is expected not only that some expecters on the field of maritime security service are built up but that the Qualities of security services are improved in considering characteristics of sea control and coast guard.

A security robot system named EGIS-SR is a mobile security robot through one of the new growth engine project in robotic industries. It allows home surveillance through an autonomous mobile platform using onboard cameras and wireless security sensors. EGIS-SR has many sensors to allow autonomous navigation, hierarchical control architecture to handle lots of situations in monitoring home surveillance and mighty networks to achieve unmanned security services. EGIS-SR is tightly coupled with a networked security environment, where the information of the robot is remotely connected with the remote cockpit and patrol man. It achieved an intelligent unmanned security service. The robot is a two-wheeled mobile robot and has casters and suspension to overcome a doorsill. The dynamic motion is verified through $ADAMS^{TM}$ simulation. For the main controller, PXA270 based hardware platform based on linux kernel 2.6 is developed. In the linux platform, data handling for various sensors and the localization algorithm are performed. Also, a local path planning algorithm for object avoidance with ultrasonic sensors and localization using $StarGazer^{TM}$ is developed. Finally, for the automatic charging, a docking algorithm with infrared ray system is implemented.

경찰은 현장 출동 시 '2인 이상'의 현장 출동과 개인별 임무 분담을 규정하고 있다. 이러한 출동원칙과 개인별 임무 분담 규정에도 불구하고 현장 출동 시 적절치 않은 1대 1식 대응 중심의 무도훈련과 호신 체포술, 위해성 장비교육을 시행 하고 있으며 이로 인해 일어나는 과잉대응과 소극적 대응, 각종 인권문제 등 경찰의 피습과 피소 등의 심각한 문제점으로 경찰기관의 신뢰도 하락과 정당한 체포를 행한 경찰관의 책임 소재를 부담하게 되는 문제점이 드러나고 있다. 1대 1식의 경찰 교육훈련의 문제점을 고려할 때 '2인 이상'의 출동 원칙과 업무 분담 규정의 성격이 다른 교육훈련 체제 문제를 인식하고 현실에 맞는 교육훈련의 방법을 제시하고 개선해야 할 필요가 있다. 본고에서는 1대 1의 훈련방식의 문제점을 파악하고 경찰 교육훈련 시스템 현황과 외국의 교육 훈련 사례를 고찰하여 '2인 이상' 출동 원칙에 따른 현실적이고 전문적인 교육훈련 시스템과 프로그램을 도입하면 어떠한 결과를 볼 수 있는지 관찰하고 그에 따른 훈련방식방안을 제안하고자 한다.
