A Study on the Development of Planning Technique in Low Carbon Rural Village by Using Delphi Method (델파이방법을 이용한 저탄소 농촌마을 계획기술에 관한 연구)

  • The purpose of this study is to develop planning technique for low carbon rural village planning. planning techniques (169 cases : waterside Technique 87, inland Technique 82) were extracted through a various previous studies and literature. planning techniques of 43 cases for low carbon rural village have been developed by the importance validity evaluation for planning techniques using the Delphi Method. Developed techniques can be utilized to plan low carbon rural village for Sustainable Rural Development. In addition, these techniques will be able to contribute to recognition of the need about low carbon rural village and the development of national green strategy.

An Route Planning for the Navigation System of Autonomous vessel (무인선박의 항해시스템을 위한 항로계획 기법)

  • For the safety and cost reduction of the navigation in the sea, we need automatic and intelligent system for the ship. For the ship automation, we need a route planning based on GPS and the nautical chart. In this paper, we propose a route planning technique using point of contact of the obstacle and treecreation technique. The efficiency of the proposed technique is proved by comparing with A* search technique that is the most famous search technique for route planning from the optimal point of view.

  • This paper presents a task planning system for a steward robot, which has been developed as an interactive intermediate agent between an end-user and a complex smart home environment called the ISH (Intelligent Sweet Home) at KAIST (Korea Advanced Institute of Science and Technology). The ISH is a large-scale robotic environment with various assistive robots and home appliances for independent living of the elderly and the people with disabilities. In particular, as an approach for achieving human-friendly human-robot interaction, we aim at 'simplification of task commands' by the user. In this sense, a task planning system has been proposed to generate a sequence of actions effectively for coordinating subtasks of the target subsystems from the given high-level task command. Basically, the task planning is performed under the framework of STRIPS (Stanford Research Institute Problem Solver) representation and the split planning method. In addition, we applied a state-partitioning technique to the backward split planning method to reduce computational time. By analyzing the obtained graph, the planning system decomposes an original planning problem into several independent sub-problems, and then, the planning system generates a proper sequence of actions. To show the effectiveness of the proposed system, we deal with a scenario of a planning problem in the ISH.

  • The purpose of this study is to develop the allocation method which could be applied to the transitional stage between analysis and synthesis to select the best alternative in landscape planning process. By using the matrix of alternatives with site-planning elements locational drawing in each, the combinational allocation method can make the process more rational and also more efficient. Hand-drawn map overlay technique accommodates the work I handy way. The method is useful in building conceptual scheme in landscape planning especially when it is applied to small scale project.

  • This study proposes a methodology for mission/path planning of an unmanned aerial vehicle (UAV) using an artificial potential field with the Markov Decision Process (MDP). The planning problem is formulated as an MDP. A low-resolution solution of the MDP is obtained and used to define an artificial potential field, which provides a continuous UAV mission plan. A numerical case study is conducted to demonstrate the validity of the proposed technique.

  • This paper analyzes three theories for land degradation assessment and internationl/domestic methods for land degradation monitoring and assessment. Under the guidance of absolute degradation thought, this paper proposes the technological framework for monitoring and appraising cultivated land degradation based on the 3S technique. We can apply 3S technique and analyze the nature, the environmental, the social, and the economic elements which influence the land utilization and degradation synthetically, to set up the indicator system of the cultivated land degradation monitoring and assessment based on 3S technique; to propose the degradation information extraction methods based on 3S technique; to create the quantitative assessment model and method for land degradation; to analyze the ecological environment response of land use and degradation quantitatively; and to propose the measure, policy and suggestion for solving the land degradation problem from the point of view of land utilization.

  • Purpose: The goal of this research is to identify the planning techniques of Smart Green City with Ubiquitous method and carbon-neutral city planning techniques and to induce the main planning techniques through the analysis of relative importance and practical adaptation. Method: First of all, eighteen planning techniques were derived and categorized into three organization systems and six sectors through literature review and FGI analysis considering the applicability of Ubiquitous service for carbon-neutral city planning techniques. Secondly, based on expert surveys and AHP analysis, the importance of Smart Green City planning techniques was evaluated. Thirdly, using case study, six cases related to Smart Green City were analyzed for the current status of application of planning techniques. Lastly, considering the importance of planning techniques and practical aspects, the characteristics of Smart Green City and its implication were estimated. Result: Energy, Resource and Waste and Transportation sector were identified as important sectors for Smart Green City. In addition, 'Construction of Smart Grid', 'System for Utilization of New & Renewable Energy', 'Smart Resource Circulation Management System', 'Establishment of Public Transportation Information System basis', 'Construction of Pedestrian / Bicycle oriented Road Environment' are essential planning techniques to create Smart Green City.

The Effect of Community Health Planning on public health centers' organizational performance (지역보건의료계획 수립이 보건소의 조직성과에 미치는 영향)

  • Community Health Planning has been used in public health centers for over 10 years, but little is known about its effect and how it is utilized by public health centers. This paper examines the effect of Community Health Planning on public health centers'organizational performance through the use of the Structural Equation Modeling(SEM) technique. We conducted e-mail surveys of chiefs, people in charge of planning and other staff members in all the public health centers in the country. The instrument measured self-evaluated levels of Community Health Planning, implementation and the effect on the public health centers. The model of the SEM technique has five latent constructs: requirements of planning, plan formulation, implementation, organizational capacity and performance. The SEM technique validated the instrument used in the study and exhibited a relatively good fit. Results of this study were as follows. First, the requirements of planning have positive effects on plan formulation. Second, plan formulation has positive effects on organizational capacity but plan implementation doesn't. Third, there was no statistically significant path between plan formulation, implementation and performance. Fourth, organizational capacity has positive effects on performance. Consequently, this study revealed that Community Health Planning has a positive influence on organizational performance through organizational capacity.

Development of Planning Indicators in Rural Village for Realization of Low Carbon Society (저탄소사회 실현을 위한 농촌마을 계획지표 개발)

  • The Purpose of this study is to develop indicators for low carbon planning in rural village. We made two indicators for inland area and waterside area to consider regional disparities. To develop indicators, a draft of the indicators was estimated with collected research materials and 52 experts reviewed this draft three times with Modified Delphi Technique to check the validity and revise the draft. As a result, the inland indicators were settled with 4 domains 8 items 20 indicators and the waterside indicators were 4 domains 8 items 22 indicators. The final indicators will be used to realize low carbon rural village planning in future which the government is pushing forward with construction of six-hundred low carbon green village.

  • This paper introduces a path planning technique for a mobile robot in the presence of obstacles. In the technique, workspace is described by regional graph and represented obstacles by the three-layer neural network. And performance cost is defined under consideration both the traveling distance and the safety of a mobile robot. Then a collision-free path is obtained using the neural optimization technique.
