In the outwardly changing environment of public security these days, police administration faces the nation's request for qualitative improvement of police service and the new request of police reformation for changing function of police in Korea. The nation wishes police to provide service fairly. The issue most seriously mentioned in the reliability of police service is very large gap in the recognition of service quality between supplier and consumer. To get the trust of nation in delivering police service, the police must have justness, consistency, punctuality of delivery, propriety and efficiency. However, the recognition of citizen, the consumer of police service is more important. How to correspond to the nation's request to police needs to be decided by evaluating the quality of present police service. It is necessary to be interested in what customer wants so as to evaluate the quality of police activity.

The effects of the U-Police Service is expected to go much beyond present police service. Scientific police service using the UIT will enable the police to confront rapidly to the crimes which has been in the blind spot of law enforcement in the result of insufficient police forces and maintenance of law and order by putting police manpower first. Cetizens' feeling of safety from crimes is also expected to be much improved and this will bring about noticeabe effect on crime prevention by suppressing the crime impulse in advance. This thesis have come up with various research results by interviewing police officers and citizen of the City of Seoul under the circumstances that there has been no positive and analytical studies on the areas that the UIT could apply to or the possibility of utilizing the UIT. As we apply the UIT to the police service, how we solve the problem occurring by adopting the UIT and how much we can protect private information is much more important than what kind of service we can provide. Especially, embodiment of U-Police service is a necessary precondition for constructing ubiquitous city in near future. Following studies to draw relevant research results by expanding the objects of the study are much needed including the study on the measurement of efficiency of U-Police service in each service sectors which the UIT applies to.

Police is an organization that provides service to the public. Police service is focusing on enforcing the law and solving the problem to improve the relationship between police and the public within the society. To accomplish their goal, police should build a better relationship with the public. In the current study, the researcher focused on factors of police service quality, community policing, fear of crime, police-citizen relationship, and the relationship among citizens. The current study used the interview methods for collecting data of 371 individuals from Seoul metro area and resulted that each factors had a causal relationship but police-citizen relationship and citizen-citizen relationship did not show the statistically significant results. Based on this study, the research provided critics and implications.

This article assesses the recent police reform strategy in England and Wales with the Police Reform and Social Responsibility Act 2011. Police and Crime Commissioners have a responsibility not just for the police force but also for reducing crime in their area of responsibility. This ensures that their remit runs much more widely than their predecessor body, the police authority. The article goes on to evaluate the nature and extent of crime by making immediate use of survey of local police commanders. The surveys showed that police commands were swamped with minor crime and anti-social offences. The arrival of Police and Crime Commissioners has meant that now police priorities can be more closely aligned to those of the public and where anti-social behaviour is now recognised as impacting on the lives of many residents more significantly than criminal activity. The article highlights the changes introduced by government following the Winsor Review to police pay, pensions and conditions of service. It reflects on the impact of this on both police morale and professional motivation. It suggests that current government policy is now haemorrhaging the police service as increasing numbers of experienced officers are leaving the police service which could ultimately undermine its long-term resilience as a strategic emergency service.

I study the actual condition and the problem of the crime prevention system of two seoul police station. that is operated on the unit of police box, and present the new improvement. Stragic and active is the new crime prevention system that introduces a concept of community oriented policing, the tendency of a developed country police. I present a medium - sized police station where 250${\sim}$300 policemen work. It consist of a patrol division, a community division and a administration support division. The chief of police bears the responsibility only for crime prevention service by concentrating on pure Patrol - centered crime prevention activity and community relation activity. Next I present a police inspector system. The most important on this paper is the community policing officer system that a policeman bears responsibility on district apart from a patrol division and support a police service related community. To be operated these systems effectively, these need to be regulated according to a police distinct, a police purpose and it's demand. Also a scale, function, authority of a existing. Police station must be regulated and the police training must be carried out.

With the goal of enforcing a municipal police system in a national scale starting from 2021, the proposal for introducing municipal police system is promoted and the private security is spotlighted as the measure for supplementing the issues for municipal police system. To solve this issue, the method of promoting and actively utilizing the private security which served as an assistant for security service into the cooperator for security service is suggested as a practical method. To analyze how police's favorable attitude toward introduction of municipal police system influence on the favorable trust toward private security system, this study conducted a survey on front line police officers and analyzed the collected data through statistical technique. As a result, the police officers favorable to introduction of municipal police system also showed positive attitude toward private security and machine security. However, the survey didn't provide significant result on labor expense. In order for the private security service to be accepted as the cooperator for security service, it is necessary to solve the labor expense issue and strengthen trust on machine security.

This research is aimed to clarify police officer's working personality characteristics. The sample was divide in two sub-groups according to research group of career police officer and comparative group of novice police officer. The followings are list of significant tendencies. First, career police officer have aggression, cynicisms, suspicion contrast to novice police officer. Second, working personalities of aggression, cynicisms, suspicion is relationship between age, rank, service term. Findings of this study is that working personality of police officer in korea was made survey empirically, and identified change process of police officer's working personality.

The purpose of this research is to find out the relationship among the quality of service, the satisfaction of service and the satisfaction of life in public security of Police. This research made by Final Judgment based on Seoul Citizens living in Seoul as a focus group, total number of citizens for final analysis is 491. The research consists of 60 questionnaires shows frequency analysis, factor analysis, reliability analysis, multiple regression, path analysis by SPSSWIN 18.0 and reaches the following. The reliability of the survey showed a Cronbach's ${\alpha}$ value of over 0.607. results; First, the quality of service in public security of Police in fluences the satisfaction of service. Second, the quality of service in public security of Police in fluences the satisfaction of life. Third, the satisfaction of service in public security in fluences the satisfaction of life. Fourth, the quality of service in public security of Police in fluences the satisfaction of service in public security and the satisfaction of life directly and indirectly.

This study verified the effect of public service motivation volunteer work on educational training of maritime police recruits. Results show sub-factors of motive for public volunteer work, self-sacrifice, commitment to public good and positive perception of public policy affected educational satisfaction, but one other sub-factor, compassion, did not affect educational satisfaction. The practical implication is that assets without form and that which exist internally within the individual, such as spirit of public volunteering and spirit of self-sacrifice, can increase educational satisfaction. Unlike ground police, maritime police bear the danger of being on water, which necessitates the need for enhencing intagible assets like public sevice value.

The Police are classed special service on civil service system. Most of special service officers are applied special personal law. It is reason that organization and mission are different from general public officials. The police performance evaluation is enforced in dissimilar form with another civil services for these cause. This study proposed to verification formality about appraisal result to desirable operation of police performance evaluation system. At system enforcement early, it may be desirable that verification is limited finally supervisors rating.
