수상태양광 정책의제설정 연구 - 기술과 제도의 공진화 관점 - (Policy Agenda Setting of Floating Solar PV - Based on the Co-evolution of Technology and Institutions -)

  • Floating solar photovoltaic (hereinafter PV) power generation is emerging as a proper alternative to overcome various environmental limitations of existing offshore PV generation. However, more government-led policy design and technical and institutional development are still required. Based on the policy agenda setting theory and technological innovation theory, this study contains the research questions concerning the co-evolution of technology and the floating solar PV policy. This study primarily evaluates the technological and institutional development level of floating solar PV policy through a survey of domestic floating solar PV experts. Secondly, we also analyze the kind of policy agenda that should be set a priori. Analyzing the priorities to be considered, the first environmental enhancement needs to be considered from both the technical and institutional aspects. The second candidate task for the policy agenda is residents' conflict and improvement of regulations. Both candidate tasks need to be actively considered in the policy agenda from the institutional point of view. The third is publicity, profit sharing, follow-up monitoring, and cost. Among them, public relations and profit sharing are tasks that need to be considered in the policy agenda from the institutional point of view. On the other hand, the cost of follow-up monitoring should be considered as a policy agenda in terms of technology, system, and common aspects. Finally, there are technical standards. Likewise, technical standards need to be considered in the policy agenda in terms of both technical and institutional commonality.

  • 본 연구의 목적은 2014년 국회도서관장 전문가 임명 정책의 의제화 과정을 대상으로, Kingdon의 다중흐름모형을 적용하여, 이 정책이 의제화된 과정과 함께, 정책을 지속적으로 지지한 정책선도자의 특성을 밝히는 것이다. Kingdon의 다중흐름모형은 비합리적 의사결정모형으로, 문제흐름, 정치흐름, 정책흐름이 상호독립적으로 존재하다가 특정 시점에서 결합하여 정책의 창이 열림으로써 정책이 의제화된다는 모형이다. 분석 결과 국회도서관 전문가 임명을 둘러싼 세 흐름 중 정책 의제화에 가장 큰 영향을 준 것은 정치흐름으로 나타났으며, 야당 소속의 국회의원을 정책선도자로 확인하고, 그 동기 및 자원, 전략을 분석하였다. 나아가 이 정책의 의제화 과정에서 도서관계의 가시적인 활동이 확인되지 않은 가운데 의제화가 성공했다는 점을 바탕으로 도서관정보정책에서의 도서관계의 역할에 대한 시사점을 제시하였다.

  • 본 연구는 Fuzzy AHP와 IPA 분석을 이용하여 인천광역시 지역물류계획의 주요정책 가중치를 도출하고 현재수준을 포트폴리화 하여 향후 정책방향의 패러다임을 제시하는 것을 연구의 목적으로 하였다. 전문가와의 Indepth-Interview를 통해 가중치와 현재수준에 대해 가능한 객관적으로 도출할 수 있도록 노력하였다. IPA 분석결과 국제물류거점 조기확충, 광역간선도로망구축, 인천지역교육기관의 전문화 및 특성화는 현상유지 및 지속적인 강화할 필요가 있으며, 지역물류유통단지조성사업, 항만배후수송망 개선, 인천항 항만배후단지 활성화,등은 개선보다는 현재의 수준을 유지할 필요가 있다, 인천시물류정보DB활성화, 화물차전용차로, 전용출입로 도입, 종합물류지원센터 설립 등 은 점진적인 투자나 개선이 필요하다. 물류 R&D사업발굴 및 역량강화, 항공물류전문기업 도입과 네트워크구축사업은 중점적인 예산투입과 관심등 개선이 필요한 것으로 나타났다. 인천시 물류정책이 기반시설이나 항만물류에 전통적으로 중점을 두고 있으며, 앞으로 글로벌 물류거점도시가 되기 위해서는 현재정책을 유지하면서 항공물류전문기업 도입과 물류정보화사업에도 관심을 가져야 할 것이다.

국립세종도서관 정책정보포털 국정과제 서비스 모형개발 연구 (National Agenda Service Model Development Research of Policy Information Portal of National Sejong Library)

  • 본 연구는 기존 국립세종도서관 정책정보포털(POINT)의 국정과제 서비스를 뛰어넘는 고품질 정책정보서비스 제공을 위하여, 새로운 국정과제 이행에 필요한 정책자료를 효과적으로 서비스할 수 있는 모형을 개발하고자 한다. 이에 개별 접근을 통한 데이터 검색 대신 통합된 검색 환경을 제공하는 것이 필요하며, 이를 위한 국정과제서비스 모형 구축을 4가지 모형으로 제안하였다. 첫째, 국정과제서비스 시스템 운영 부문으로 인터페이스 측면, 전산 시스템 구상, 전자정보원 측면, 전산 시스템 구상을 제안하였다. 둘째, 국정과제서비스 정보원 부문으로 Linked Open Data 시스템 구상, 정책정보 시계열 서비스 시스템 구상, 국외 원문자료 번역서비스, 연구자 희망자료 확충을 제시하였다. 셋째, 국정과제서비스 홍보 부문으로 정책 이용자를 위한 홍보 강화, 사이트 브랜드 구축 및 홍보, SNS 채널 운영, 보조자료 활성화 강화, 외부 서비스에서의 접근성 강화를 제안하였다. 넷째, 국정과제서비스 협업 및 연계 부문으로 Open API, 클라우드 서비스, 해외도서관과의 정보 네트워크 확장을 제안하였다.

학교기반 정신건강정책의 흐름 분석: Kingdon의 정책흐름모형을 중심으로 (Analysis of School-based Mental Health Policy Stream based on Kingdon's Policy Stream Model)

  • Purpose: This study aims to analyze the factors affecting the agenda-setting process and the formation process of school-based mental health policies by applying a policy stream model. Methods: For this purpose, Kingdon's policy stream model was used as the analytical framework. Results: First, when establishing a school-based mental health policy, the agenda was set going through unpredictable and nonlinear changes. Second, for the school-based mental health policy to be selected onto the agenda and to be developed and implemented as an actual policy, the role of policy makers was considered most important in the process. Third, the policy window for school-based mental health policy was closed around the year 2013. Finally, an analysis of the school-based mental health policy stream identified two key features. One is that the school-based mental health policy first emerged when school violence prevention policy expanded its scope into relevant neighboring policies. The other is that the school-based mental health policy has taken shape through a linear decision-making process (being put on the government's agenda, searching for an alternative, selection, and implementation) during the policy implementation period after it has been selected as an alternative policy. Conclusion: Conclusions can be summed up as follows. The school-based mental health policy needs continuous development and improvement in case the window for the policy may open in the coming future. The government's support is needed to draw policy makers' interest and participation who play the biggest role in establishing policies.

제2기 새천년 개발계획과 국제보건역량강화 (Build Capacity for International Health Agenda on the "Transforming Our World: The 2030 Agenda for Sustainable Development")

  • United Nations (UN) adopted 17 global sustainable development agenda to the year 2030 in the 68th general assembly on september, 2015. The global agendas and goals are important for 3 reasons: (1) to adopt the international standard for determining the health status; (2) to identify areas in need of attention; and (3) to advance international cooperation regarding health issues. In the area of infectious diseases, our goals include the eradication of human immunodeficiency virus infection and acquired immune deficiency syndrome, tuberculosis, and malaria as well as a substantial reduction of hepatitis by the year 2030. In the area of non-communicable diseases, our goal is to reduce premature mortality (${\leq}70years$) at least 30% by the year 2030. Preventive activities such as smoking cessation, alcohol abstinence, nutritional measures, and physical activities, should also be promoted intensively nationwide. It is also necessary to establish stringent policies for control hypertension, diabetes, obesity, and hypercholesterolemia. Additionally, environmental health, injury by traffic accident, mental health, and drug and alcohol abuse are important health policies. Furthermore, in the area of international health and cooperation, maternal and child health remain important areas of support for underdeveloped countries. Education and training towards the empowerment of health professionals in underdeveloped countries is also an important issue. The global agenda prioritize resources(manpower and budget) allocation of international organizations such as UN, World Health Organization, United Nations Development Programme, and World Bank. The global agenda also sets the contribution levels of Official Developmental Assistance donor countries. Health professionals such as professors and researchers will have to turn their attention to areas of vital international importance, and play an important role in implementation strategies and futhermore guiding global agenda.

Agenda Setting between the Public and Government on Weibo: The Case of Shanghai Lockdown during the COVID-19 Epidemic

  • This study examined China's public and government agenda setting in response to the Shanghai lockdown due to the COVID-19 pandemic. It employed content analysis, correlation, and Granger's causality tests to analyze 1,717 Weibo posts published by the public and the Shanghai Municipal Government from March 12 to June 1, 2022. The results showed that (1) pandemic statistics were the central attribute in the government agenda, while civil life, community management, and government and policies were the central attributes in the public agenda; (2) the government's agenda unidirectionally influenced the public agenda in terms of government policy attributes; and (3) the government and public agendas reciprocally influenced each other in terms of economic attributes. This study contributed to the existing literature by examining agenda-setting dynamics in a city closure event during the COVID-19 epidemic. It also extended existing methods by modeling implicit relationships between attributes in the public and government agendas.

국회기록관리위원회 안건 분석을 통한 국회기록관리 정책 연구 (A Study on National Assembly Archives Management Policy through the Analysis of the National Assembly Archives Committee of Korea)

  • 국회의 기록관리 정책은 실행되기에 앞서 국회기록관리위원회의 심의를 거친다. 이 연구는 기록관리 정책 수립 및 추진의 기반으로 작용하는 위원회의 안건을 파악해, 국회의 각종 기록관리 정책이 전 분야를 다루었는지 확인하고자 했다. 이에 위원회 회의자료 및 회의록, 관련 법규를 확인하고, 안건을 중심으로 전체 정책의 연속성 및 다양성, 특정 정책사항에 대한 편중성 여부, 정책사항에 대한 위원회의 주요 논의사항 등을 중점적으로 분석하였다. 전체 안건 확인 결과, 지금까지 위원회에서 기록관리 정책 관련 안건은 보고안건으로 이루어졌고, 이로 인해 정책 관련 다양하고 깊은 논의가 잘 이루어지지 않았다. 그렇지만 전반적인 기록관리 정책이 특정 부문에 치중되지 않고 다년간 연속성을 가지고 추진되었음을 확인하였다.

Toward a Policy for the Big Data-Based Social Problem-Solving Ecosystem: the Korean Context

  • The wave of the 4th Industrial Revolution was announced by Schwab Klaus at the 2016 World Economic Forum in Davos, and prospects and measures with the future society in mind have been put in place. With the launch of the Moon Jae-in administration in May 2017, Korea has shifted all of its interest to Big Data, which is one of the most important features of the 4th Industrial Revolution. In this regard, this study focuses on the role of the public sector, explores related issues, and identifies an agenda for determining the demand for ways to foster Big Data ecosystem, from an objective perspective. Furthermore, this study seeks to establish priorities for key Big Data issues from various areas based on importance and urgency using a Delphi analysis. It also specifies the agenda by which Korea should exert national and social efforts based on these priorities in order to demonstrate the role of the public sector in reinforcing the Big Data ecosystem.
