현재 항만물류보안과 관련한 노력이 활발하게 일어나고 있지만 항만정보기술과 관련된 보안에 대해서는 인식과 교육, 제도 등이 부족한 상황이다. 상호인증 협약 수립을 통해 항만물류보안 정보를 실시간으로 교환 할 수 있는 통합 네트워크를 구축할 필요성이 있다. 항만경쟁력 확보 및 물류 서비스 강화를 목적으로 물류보안을 위한 국가 전략수립이 중요하다. 무엇보다 시급히 필요한 것은 항만물류조직구성원 들의 보안의식을 높이고 항만물류조직의 중요한 특성인 정보 보안 능력을 향상시키는 것이다. 따라서 본 연구는 항만물류조직구성원들의 정보보안능력에 영향을 미치는 요인을 분석하였다. 분석결과 보안규범이 보안인식에 영향을 미친다는 가설은 기각되었지만 보안활동과 보안인식 간의 관련성은 유의한 것으로 나타났다. 또한 보안규범과 보안능력 간의 관계, 보안인식과 보안능력 간의 관계에도 긍정적인 영향을 미치는 결과로 나타났다.

According to the increasing attention to safety and security in maritime shipping, there are diverse security systems in international logistics activities. Although prior studies on maritime transport and port security reviewed security policy and practices in order to provide useful insights for strategic agenda, a few focused on attitude to respond it. Moreover, there are no prior study on a comparative study between continents. To tackle this, this paper compared confrontation attitude to maritime transport and port security between South Korea and European Union. Results identified that maritime shipping security incorporates container cargo security management, logistics security management, logistics security certificate system, and environmental impacts management caused by maritime shipping. Further, the comparison between two countries suggests that South Korea need to take more positive attitude to respond, such as investment in equipment and technologies for maritime shipping security, construction of comprehensive management system, political supports for logistics security, and training and education for safety and security. The results provide useful insights for strategic review of security systems in South Korea, and to help strategic agenda for future improvement.

9.11 terrors which happen in 2001 in the U.S. recognize importance about national security and Department of Commerce, country safety department, Federal Communication Commission(FCC) etc. are establishing RFID sticking plan in harbor exit and entrance container for this, and it is real condition that is preparing preparation of law and system that establishes harbor peace law(Safe Port Act) on October, 2006 and acts on for U.S. about container load cargo Europe and Asia each countries. These law and system is logistics security that strengthen search for import and export freight and security to main contents. To meet in these circumstance subsequent, this paper is to examine the following three themes. First, examined necessity of logistics security and logistics security strengthening tendency, and second, examined in achievement of logistics business and RFID, and third, presented logistics security process that utilize change of realization about logistics security and RFID's role for logistics security. Through upper investigation, this paper suggested the realization about logistics security raising, logistics security connection system construction by export step, real-time freight chase that use RFID, construction necessity of executive system and development of logistics security equipment required.

9.11 테러이후 최근 물류보안에 대한 범위가 시간적, 공간적으로 급속히 확대되고 있고 물류보안에 대해 국가와 물류기업의 책임이 강화되고 있다. 이러한 측면에서 물류보안에 대한 대응은 이제 단순히 수출입 분야의 보안책임을 넘어 국가의 물류경쟁력을 감안한 공급사슬망 전체를 대상으로 한 포괄적이고 체계적으로 접근해야 한다. 본 연구에서는 이러한 관점에서 현재 국내에 시행되고 있는 글로벌 물류보안제도에 대한 국내 물류기업의 인식 현황을 파악하고 이러한 인식정도가 실제로 자사의 물류경쟁력과 향후 관련분야에 대한 투자의사에 어떠한 영향을 미치고 있는지 실증적으로 조사 분석하였다. 이를 토대로 향후 정부 및 유관기관들의 물류보안 확대를 위한 홍보 및 교육 지원 등과 관련 정책수립 시 효과적인 추진방향을 도출하였다.

본 연구에서는 항만 물류 프로세스의 현황과 장애요인을 분석하고, Lean이론을 적용한 프로세스의 재설계를 통해 이를 개선하기 위한 방안을 도출하는 한편, 개선된 프로세스를 통한 항만물류시스템을 구축하기 이전 과정을 철강기업 내에 특화된 부두 운영 업무 중 슬라브 관리업무에서 항만물류프로세스의 관련 주체를 선별하고 각 주체간의 관계를 파악하여 부두, 조업, 출하, 공정, 품질, 구매에 이르는 관리업무를 정의하고 각각 개체사이의 정보와 슬라브의 흐름에서 Lean 도구를 사용하여 기존 프로세스 상에 Value added와 Non-Value added를 분석하여 Cycle Time의 감소, 재고감소, 업무전환시간의 감소, 재작업감소, 서비스개선, 낭비 감소 등을 목표로 업무프로세스를 정형화시키고, 항만현장이 항만물류프로세스를 최적의 상황으로 실행 할 수 있도록 환경의 재설계를 통한 항만물류프로세스의 개선된 모델을 제시한다.

At the present, e-commerce takes the place of existing transaction form in structure in the world trade by advancement of Information Technology and diffusion of Internet. There is no exceptions of this tendency even in industry of maritime and logistics. So, global shipping lines and logistics companies try to construct the e-Business network system for increasing their competitiveness in an are of cyber. However, in Korea, most of companies prefer "final handshake" as the traditional way of transaction to "e-commerce", because they bear a distrust in mind about the outflow of transaction information and security of settlement. So, number of companies using e-commerce is very small, and this situation causes the limited factor for activating the transaction structure of it. The rate of using e-commerce in logistics industry is lower than other industries, even more higher effectiveness is expected when they use it. Especially, it is very necessary not only e-commerce but also e-Logistics which can serve information of freight cost on cargo flow, operation cost and schedule, and tracing information of cargo. Increasing the necessity of e-Logistics, this study research the rate rf using e-Logistics focused on maritime and logistics companies, and analyze the transaction form among members of these industries for improving them. In detail, this paper examine the drivers for activating e-Logistics, and present the effective factors for a successful development of these industries.

In this study, the scope of previous logistics security were focused only on port and ship. Because of it now extends to the overall (export and import) supply chain areas and in regards with supply security programs in the international level, it reviewed supply chain security programs categorized them into 'ships and port security system', 'container screening system', 'logistics chain authorization system' which are expanded to be adopted in the international level. The major features of those programs are summarized as in building risk management system, providing information ahead, selectivity test and benefits to AEO authorized companies in the customs administration level. The government and companies which are to ensure supply chain security and trade facilitation in order to cope actively with international customs administrative atmosphere need to do the followings : First, they need to build an intra-government integrated supply chain security and make efforts to conclude AEO MRA in order to increase trade competitiveness among major trading countries. Second, they need to build supply chain risk management system in order to enhance management performance through overseas market and company level strategy to obtain and maintain AEO authorization in the company level.

In this study, AHP analysis was conducted through a survey that was organized by 9 job categories. The results show that sustainable operation risks have the highest priority level among all criteria with management interest having the highest priority level within sustainable operation risks related attributes. The most important risk attributes among stakeholder risks appeared to be asset security and cargo and conveyance security, with education and training being the most important among regulatory risks. Effective management and response to the risks from export controls on strategic trade require an understanding of supply chain security and compliance programs, effective training programs, investments for development of security systems that meet international standards. In addition, the government needs to focus on developing professionals and providing support for companies with compliance programs, working closely with businesses.

2001년 9 11테러 이후 해운 항만 등 국제 물류 전반의 보안 강화와 화물 흐름의 효율성 제고가 국제사회의 중요한 현안으로 부각되고 있다. 본 연구는 우리나라 물류보안의 문제점 개선과 물류 전 구간에서 발생할 수 있는 테러와 같은 보안 사고를 사전에 예방하여 우리나라의 물류 보안 시스템이 실시간으로 운영될 수 있도록 물류 선진국 등에서 도입하고 있는 물류 보안 제도에 대한 현황 분석 및 시사점을 도출한다. 그리고 관련 자료들을 수집하여 우리나라가 직면한 물류 보안 부문의 문제점을 분석하고 개선 방안을 제시하고자 한다. 전문가와 문헌조사를 통해 우리나라 물류보안의 문제점을 분석하고 개선 방안을 선정하였고, 그 개선 방안들 중 우선적으로 개선해야 할 부분을 설문조사를 통하여 AHP로 분석하였다.

본 논문에서는 국내 물류산업의 경쟁력을 높이고 물류 선진화를 도모하기 위한 성과지표를 분석하고 세부적인 IT서비스를 제시한다. 여기서 물류 기업의 성과는 크게 효율성, 지속가능성 및 경제성 측면으로 구분하여 평가지표를 설정하고 IT서비스는 기업 및 공공물류로 분류하여 기업들에게 필요한 IT서비스를 분석한다. 아울러 사례연구로서 평택항 관련 종사자 즉, 물류기업 및 무역업, 공무원, 지역주민 등을 대상으로 실시한 설문조사 결과(SPSS 분석)를 통하여 물류기업의 현황을 진단하고 우선적으로 요구되는 물류 IT서비스의 우선순위를 조사한다. 분석결과, 물류산업의 생산성과 효율성을 높이기 위하여 전문인력의 확보와 표준화가 요구되고 시급한 IT서비스로서 물류자동화 기계화, u-Port 구축, 녹색친환경물류 그리고 물류보안 기술의 구현이 필요함을 알 수 있다.
