A Basic Study on the Planning Standard of Space Size for Public Library - Focus on the result of the consulting support project for construction of public library - (공공도서관 공간규모계획기준에 관한 기초적 연구 - 공공도서관건립 컨설팅지원사업 결과를 중심으로 -)

  • In this era of information, the public library takes a important role in the local community. In several years, public libraries have been proliferated in our society. However, there have not been specific planning standards of space size for construction of public library. The situation has lead the local governments to the need of consulting for the construction and management of library in search of appropriate guideline. The research paper focuses on the result of consulting support project for construction and management of public library. It examines total 11 libraries which were consulted from 2009 to 2011. It examines the configurational differences between the first scheme from the local government and the final scheme after the consulting, and the percentages of gross areas of each parts of library, reference and reading area, office area, education and cultural area, and public common use area. The analysis concludes that reference and reading area increased by 6.4% from 34.1% to 40.5%, and public common use area reduced by 6.1% from 30.2% to 24.1%, which represents a certain tendency of the configuration ratio of the each parts. Thus, the paper could be a starting point of establishing planning standard of space size for public library.

  • The success or failure of the public library system depends upon the effective management of the human resources. It means that public library's staff is the most important resource in the operation and delivery of services. In order to provide the best service to the community, therefore, it is necessary to maintain excellent staff to make effective use of the information resources of the library and to meet the demands of the community. The goal of this study is to compare and analyse the staff standards and guidelines of public libraries in international organizations(IFLA/UNESCO, ISO), major developed countries(USA, UK, Canada, Australia, Taiwan, Japan), and Korea. In addition, the implications derived from this study will be used to provide a valuable theoretical background and rationale for the future research.

  • In order to promote the volunteer activity management of public libraries, the need on the standard manual for volunteer activity of public libraries has become inevitably urgent. In this context, this study builds a theoretical background on the volunteer activity of public libraries, on its management and on its standard manual; examines the volunteer activity management of public libraries including its planning, personal management and administration; and classifies them into twelve domains and six work flows based on the literature review and case studies; and develops the standard manual for volunteer activity of public libraries. By so doing, this study aims at enhancing our understanding on the volunteer activity management of public libraries.

A Study on the Revision of Staffing Standards for Korean Public Libraries (공공도서관 직원배치기준 개정안 연구)

  • Regardless of which country, all public libraries need facilities, collections, and funds. But how well the library system succeeds depends on the staff committed to providing the highest possible level of service to the community. The public library, therefore, should employ the appropriate number of full-time staff. In order to warrant such a work force, this study analyzed the juridical justification, logical validity, realistic fitness, and usefulness of current legal and recommended staffing standards. This study also suggested the revisions of total space of buildings and collection size as crucial variables for library staffing, division of legal service populations, basic staffing level, and additional staff in proportion to service populations for public libraries in Korea.

Analysis of Children's Services and Children's Librarian Jobs in Domestic and Foreign Libraries (국내외 도서관의 아동서비스와 직무사례 분석)

  • This paper is a preliminary study to develop the standard job model for strengthening children services in Korean public libraries. To do so, the researchers reviewed and analysed the current status, features, and job of children's services of sample public libraries in the United States, United Kingdom, Japan, and Korea. As a result. library management, development and preservation of childrens' materials, technical services and database management, public services, program services related to book and reading, cooperation activities with the relevant agencies and facilities revealed as a key job of children's librarian. Based on these results, subsequent research will be to develop a standard job model for children's services of public library in Korea.

Trend Analysis and Revision of the University Library Standard in Korea (대학도서관기준의 동향분석과 개정안 연구)

  • The ultimate mission of the university library is to provide the various information services in support of the teaching, research, and public service missions of the university. The achievement of the mission requires the optimal development and timely revision of university library standard that can be used as an operating guidelines and assessment tools. On the basis of this justification, this study has compared the trend and feature of library standards in major countries(USA, Canada, UK, Japan, Taiwan), analysed the problems and limitations of legal and recommended standards in Korea, and suggested the revised plan of Korean university library standard focusing on collections, staffs, and facilities.

  • Public library legislation is the essential means of providing for all the citizen in modern society with a standard public library service. We can trace the origin of that back to the Public Libraries Act 1850 in England. This paper is reviewing all the measures concerning public libraries of England since then in order to find out some guidelines for revision of the Korean Library Law enacted in 1963. Although Public Libraries Act 1850 was an output of a series of social reform movement in the 19th century, it established first the provision of public library service su n.0, pported by public funds. However the Act had several restrictions hindering public library service from making progress. These are: 1. Adoptive legislation in nature 2. Limitation of the size of population and rate income 3. Small library authorities 4. Procedure for adoption by public meeting 5. Restrictions on the ways in which rate income might be spent 6. No governmental organization to direct or control for a standardized public library service 7. No cooperative schemes among libraries. Subsequent development was directed largely to removal of those limitations. The present Public Libraries Act 1964 as a model of public library legislation was enacted on the basis of such reports as Kenyon, McColvin, Roberts, and Bourdillon. All but the problem of small library authorities were removed with this new Act. The final object could be achieved by the Local Government Act 1974 which reorganized existing 383 small authorities into new 115 ones the average population of which was 280, 000. Now, McColvin's dream of 30 years could be fulfilled in the late 70's. He argued that the minimum size of population of a viable authority should be 300, 000. Although the effect of the 1964 Act on the development of public library services in England was great, there must be some considerations as to the provisions of public library objective, government funding for library services, free use of library materials to all regardless of residence, and placement of library committee within the authority.

On the Library Administrative Systems and Legislations in Russia (러시아의 도서관 행정.법제에 관한 고찰)

  • The purpose of this paper is to overview the administrative system and legislation of Russia's libraries with priority given to public library. After the breakup of the Soviet Union in 1991, Russia began to set up a new political, legal, and economic system. Russia has about 51,000 public libraries. Most towns and large villages have a public library As a rule, public libraries are unified in centralized systems coincident in their location with administrative regions. The great majority of public libraries are part of a network subordinated to the Ministry of Culture of the Russian Federation. Library legislation is an important guarantee of the success of library service. Two definitive federal laws were enacted in 1994, Library Law and Legal Deposit Copy Law. In 2001, the Russian Library Association adopted the Model Standard for Public Library. It has a recommendatory character and it is addressed to both librarians and local authorities.

A Study on the Facilities for Old Persons in the Public Library Buildings (공공도서관의 노인편의증진시설에 관한 연구)

  • The purpose of the study is to identify the degree of relevancy on the facilities for the older persons in the public library buildings. To achieve the purpose, the study has researched and analyzed' the guidelines of the law contributing to the convenience of the handicapped, older persons, pregnant women etc(1999)' for the older persons accessing to the facilities in the public library buildings. And then, the older persons' physical standard sizes in 'Size Korea(1997)' are researched and reconfigured. The study has selected the 10 kinds in such facilities as followed : Door, Accessible Route, Stair, Elevator, Escalator, Ramp, Toilet Stall, Urinal, Table, and Post Box. As the result, the study has identified the relevancies of each facilities based on the older persons's physical standard sizes.

Study on the Spatial Standard for Data Reading Rooms in Public Libraries (공공도서관 자료열람실 공간기준에 관한 연구)

  • This study investigated the ratios of area, according to the domains and functions, of a public library. To this end, 20 public libraries were selected as samples from the 2012 Public Library Construction Casebook and from cases of consulting on the construction and operation of public libraries. The domains of a public library were categorized into data reading, cultural education, operation, common use, and others. There was a large difference in the area ratios between public libraries that were built with the aid of consulting (Group B) and those without consulting (Group A). In functional terms, the data(bookshelf) space and reading space had similar ratios within a data reading room, while the ratio of the library information space was smaller. Within a general data reading room, the ratio of the library information space was 12%, while the ratios of the data space and seating space were 44%, respectively. Moreover, within a data reading room for children, the ratios of the library information space and children's space were adjusted to 14%, respectively, while the data space and seating space each accounted for 36%, with either 3- or 5-decker bookshelves installed. This study has identified how to calculate the area for each domain, capacity of books, and seating capacity by applying area ratios through functions in the data storage domain, along with numbers of books and seats per unit space. This study has also succeeded in calculating the required area and seats for each type of data storage room by applying the number of books that exist. However, this study has its limitation in that the regional characteristics(Metropolis, Small & medium size cities, Rural areas) were not considered because the number of samples was only 20 libraries.
