  • This article analyzes Chinese railways transportation management system, uses the experiences of other countries' railway transportation management system for reference, as well as discusses the necessity of reform of railway transportation management system based on separating train operation with rail equipment management. Moreover, the article also puts forward an imagination on the reform scheme of railway transportation management system based on separating train operation with rail equipment management.

  • The rail reform in Korea is to separate passenger transportation from freight transportation as a way to vitalize rail freight. The author review the problems rail freight faces, the aims of rail reform, the possibility to introduce competition into the rail freight operation, foreign cases of rail freight and make suggestions about the vitalization of rail freight transportation such as industry structure possible for door-to-door service and low cost operation, freight transportation policy of government, capacity expansion, preparedness for internationalization, mechanism for increasing transparency between users and operators and transfer to commerciality of the carrier.

  • Following the rail reform in 2004, rail industry in Korea has separated into two parts: one is the infrastructure manager and the other is train operator. Amongst many aspects, track access charging system is one of the imminent aspects to be studied closely to make the rail reform successful. In this study, track access charging systems of European countries are closely investigated and compared one another and lessons learnt from their experiences are derived. Finally, policy directions regarding the track access charging system to be adopted in Korea are suggested.

  • Recently, most of countries have been adopting the policies that aim to deal with the Problems of road congestion, environmental problems and the decreasing the volume of rall. A vital important subject is the reform of railways. Actually, the reform of railways has been carried out in various kind of ways, however the most epoch-making policy has been privatization of railways. Historically, Japan made the first step when it carried out regional privatization, unifying the infrastructure and operation. It created a 6 passenger enterprises and 1 freight enterprise. Meanwhile, in the case of the UK, discussion about rail privatization started the middle of 1980 and was implemented in 1994. It was implemented according to a functional division based on a separation of infrastructure and operation, creating a lot of different enterprises. With regard to the UK and Japan, there have been some debates about the methods of privatization, in particular, some scholars suggest that the rail accidents in the UK are a result of division of the infrastructure and operation. In addition to, some insist that the accident which occurred on 27th April 2005 at Hukujiyama in Japan was also attributable to the emphasis on profitable management. This paper examines the process and outcomes of rail privatization between the UK and Japan, especially focusing on different methods of privatization. This paper may provide some lessens for rail privatization policy. First, the rail privatization policy needs a enough time to complete the scheme. Second it is require to participate in the consumer, mass communication and rail of ncers who are involved the operation. Third, it is essential to have a huge investment, high technology and strong organization to drive.

A Comparative Case Study on Entrusting of Infrastructure Maintenance (시설유지보수 위탁방안 해외사례연구)

  • This study analysed how to divide the maintenance of infrastructure in overseas countries' rail reform from train operation to get implications for KNR's reform. Sweden and United Kingdom divided the maintenance of infrastructure from train operation. France divided the two functions just only in laws and train operator is entrusted the maintenance of infrastructure. Germany divided the two functions but not completely, so integrated indirectly through the holding company, DB AG. Japan integrated the two functions into train operator, but separated the construction of infrastructure from the train operator. From these analysis, the authors suggest to make clear the goals of rail reform to assess the success or failure of dividing the two functions directly or indirectly.

  • This study shows organizational designs to increase the coordination between infrastructure and rolling stock operation organizations after rail reform based on wheel/rail interface and train/track interaction. Information sharing, face-to-face meeting, liaison role, task force, manager responsible for coordination, and team organization could help to coordinate infrastructure construction plan and train operation plan. It is necessary for the organizations to begin to study the interaction between track and train in Korean environments to make the coordination more efficient.

  • This article considers how the rail track charges of the advanced countries are performed and derived political implication to Korail. In case of North America and Japan, rail track charges are being decided to collect the infrastructure maintenance cost. In European countries, the separation of infrastructure and operation is realized and the railroad track charges are based on MC+ principle. On the other hand, Korail is paying construction cost of KTX as well as maintenance cost in Korea. As for this, railroad reform including rail track charging should be reconsidered.
