Case Study on the detailed standard setting and Application for QRA in Honam high speed railway tunnel (호남고속철도터널의 정량적 위험도 분석(QRA)을 위한 세부기준수립 및 적용사례)

  • Although the accident rate is lower than the road tunnel, fire in railway tunnel can bring large damage of human life. In the high speed railway tunnel, the possibility of the railway-disaster (fire) is growing in consideration of the speedy railway and the tunnel length. For that reason, MLTM (Ministry of Land, Transport and Maritime Affairs) published "Rules about the Safety Standard of Railroad (2005.10.27)" and "The Detailed Safety Standard of Railroad (2006.9.22)". According to those, QRA(Quantitative Risk Analysis) technique is recommended to be applied to railway tunnel design which is longer than 1km for assuring the safety function and estimating the risk. However, it is difficult to perform the disaster prevention design due to lack of the detailed standards about event scenario, fire intensity, incidence rate of accidents etc. Therefore, This paper introduces the case of tunnel design for disaster prevention of the Honam high speed railway including the detailed standards of QRA and reasonable safety facilities.

  • As use of tunnels and subways increase there also are accidents proportionate to it. Daegu Subway Station fire, Hongjimoon tunnel fire led people to be conscious of disaster protection and as a result, there is a trend to adopt standards for fire protection. Accordingly, this thesis is focused on investigating various fire and water protection related issues for subaqueous tunnel under Ran river. The thesis developed evacuation and disaster prevention plan as fire level increases and have identified the suitability of disaster prevention through evacuation and fire simulation, countermeasure of a water leakage during construction and operation considering the subaqueous tunnel. And we selected EPB shield TBM equipment considering the ground condition and effect of boring hole, and accomplished reasonable water protection design through setting goals using event-tree method, as well as examining model test of boring hole and flooding in heavy rain. Also included structured total system consist of water leakage sensing system, water protection gate, pumping system and fire protection system to respond systematically in emergency.

  • As we learned in Daegu subway fire accident, fire in the railway tunnel is prone to develop to large disaster due to the limitation of smoke control and smoke exhaust. In railway tunnel, in order to ensure fire safety, fire prevention and fighting systems are installed by quantitative risk assessment results. Therefore, in this research, developed the program to establish quantitative risk assessment and suggested quantitative safety assessment method including fire scenarios in railway tunnel, fire and evacuation analysis model, fatality estimate model and societal risk criteria. Moreover, this method applys to plan preventing disaster for Honam high speed railway tunnel. As results, we presented the proper distance of escape route and societal risk criteria.

  • The current railway projects under plan, design, or construction have been designed as 'very long and deep underground tunnel'. Therefore, it is reasonable that the standards for preventing disaster in such conditions should be intensified in order to avoid repeating the same failure which happened in Daegu subway disaster, Although we consent to the opinion that nothing can compete with human being's life, it is very difficult to protect the life from all of potential disasters perfectly in railway fields because the excessive standards can result in excess construction cost, which can bring about cancelation of the project itself eventually. Therefore optimized disaster design standard is required to negotiate the conflict between economical cost and social tolerance limitation simultaneously.

  • With the increase in construction of long railway tunnel, social interest in the railway tunnel fire risk has also increased. However, quantitative fire risk research on this topic is still lacking, especially in terms of consideration of uncertainty of each variables used in risk analysis. Hence, in this study, to improve the overall performance of fire risk analysis technique for railway tunnel, Monte-Carlo simulation method is added to the traditional probabilistic risk analysis based on event tree approach and its validity is investigated by applying it to the real railway tunnel project.

  • When a fire takes place, the escape tunnel which could prevent passengers and the crew from disasters would be most important facility among railway tunnel facilities for prevention of disaster. A shorter space between the escape tunnels is much better for safety because of short escape time. The establishment of short space escape tunnels(driftways) in the single track parallel tunnel is much easier. The establishment of long space escape tunnels(inclined shafts, vertical shafts) in the double track is much more advantageous economically. We, therefore, compared the movement time of smog originated from fire with the escape time of the crew and passengers for setting up the best space between the escape tunnels in the double track tunnel. We could calculate the best space between the escape tunnels in the double track tunnel properly by computer simulation.

Ground-born vibration at multileveled train tunnel crossing

  • In recent railway projects where the railway connects between cities, newly planned tunnels are often located close to, or beneath an existing tunnel. Many claims and petitions have voiced public concern about the vibration and noise resulting from the situation. Vibrations and noises are engineering issues as well as environmental problems, and have become more important as people have become more concerned with their the quality of life. However, it is unlikely that the effects of vibration in situations where trains simultaneously pass a multileveled tunnel crossing have been appropriately considered in the phase of planning and design. This study investigates the superposition characteristic of ground-born vibrations from a multileveled tunnel crossing. The results from model tests and numerical analysis show that the ground-born vibration can be amplified by a maximum of about 30% compared to that resulting from the existing single tunnel. Numerical parametric study has also shown that the vibration amplification effect increases as the ground stiffness, the tunnel depth, and the distance between tunnels decrease.

  • Recently, as the construction of new railway and the relocation of existing line increase, tunnel structures get longer. The railway fire accidents in long tunnel bring large damages of human life and disaster. The interest on safety in long tunnel has been growing and the safety standard for long tunnels is tightening. For that reason, at the planning stage of a long tunnel, the optimum design of safety facility for minimizing the risks and satisfying the safety standard is required. For the reasonable design of a long railway tunnel considering high safety, qualitative estimation for tunnel safely is required. In this study, QRA (Quantitative Risk Analysis) technique is applied to design of a long railway tunnel for assuring the safety function and estimating the risk of safety. The case study for safety design was carried out to verify the QRA technique for two railway tunnels.

  • Currently, the urban railway operating agency is improving the emergency telephone in operation into an IP-based "trackside integrated interface communication facility" that can support a variety of additional services in order to quickly respond to emergency situations within the tunnel. This study is based on this Analyze the needs of various stakeholders regarding the design of a system architecture that establishes an IoT sensor network environment to detect abnormal situations in the tunnel and transmits the collected information to the control center to predict disaster situations in advance, and defines the system requirements. In addition, a scenario model for disaster response was provided through the presentation of a service model. Through this, the perspective of responding to urban railway disasters changes from reactive response to proactive prevention, thereby ensuring safe operation of urban railways and preventing major industrial accidents.
