The Functions and Roles of Bodies in Charge of Environment-friendly Regional Agriculture (친환경 지역농업 관련주체의 역할과 성과 - 전남 순천시 우리밀 사례를 중심으로 -)

  • Although many local governments are supporting the environment-friendly regional agriculture(hereafter EFRA), the EFRA is not wildly extended since the marketing and consumption of the environment-friendly agricultural products are still limited. This study aims at finding out the new development source of Korean agriculture and strategies for establishing regional agriculture. For these purposes, Sunchon-si cases of EFAP development are introduced and the functions and roles of bodies in charge of regional agriculture are looked over. In order to establish the EFRA, production, processing and consumption needs to be intimately linked all together. As preconditions for developing the EFRA, four points should be satisfied. Firstly, production organizations need to be built and stabilized for developing the EFRA and consumers' organizations and partnership are to be formed. Secondly, the government should support for building consumers' organization. Thirdly, social consensus for developing the EFRA needs to be formed. And finally with the appropriate local and central governmental support the partnership among producers, consumers, and government should be formed.

  • Korean agriculture now faces a historic challenge due to globalization and decentralization. Agricultural cooperatives should be reborn to lead regional agriculture by reorganizing the regional agri-business and strengthening the competitive power of regional agriculture. It also needs to establish an integrated agricultural development plan and to expand the vision for future agriculture. To pursue these objectives, Agricultural Cooperatives should work together with the regional government and develop an enterprise with a competitive advantage in the region.

  • Asan city has many strengths, for examples, the distinction of innovation ability, several places with clean environmental resources, conventional-cultural resources and favorable conditions of location in regional agriculture development. But it has not devised the comprehensive development plan for regional agriculture that is integrating natural, cultural and industrial resources. So the plan linked with those resources should be to promoted to develop agricultural production, marketing and regional economy. And a development strategy is to have the system of agricultural independence within Asan. Namely, originality, identity and cooperative spirit in economic and social-cultural aspects of Asan agriculture are needed, which are a great help to settle agricultural issues in Asan itself And the governance system needs to be introduced that has the main bodies of Asan agriculture, so as to promote agricultural policy.

  • The works of the special economic zone for regional development(SEZone) have been promoted for developing the regional economy corresponding with its own peculiarities by not national, but local level of government. Namely, those set the goal at specialized development of regions through an appeasement policy against regulations. So local governments. must originate the local works, get financial sources by itself, and then revitalize the regional economy. The policies of many local governments aim at increasing farmers' income by developing rural society to cope with open economy system. By the way they have tried to revitalize agriculture and rural society by promoting actively the works of SEZone through an appeasement policy against regulations. And it is important to search for specialized factors based on regional resources, and to make connected with them together so as to obtain good results in the works of SEZone. This study examined regulations related to environmentally friendly agriculture and green tourism. And it researched about the effect of SEZone works on regional economy and develops indices of result estimation. So schemes for strategies for increasing demand and development issues were presented.

  • Environmental-friendly agriculture(EFA) has been mainly developed at many areas which have factors of natural, social cultural and economic characteristics. These rural areas can be developed into environmental-friendly space to preserve ecosystem, natural and cultural scenery, and environmental resources. The plan for developing a regional agriculture has to get central operating bodies, producers' organizations, a homogeneous district for farming, and so on. This case study is focused on development directions and situations of the EFA of Kosam area in Anseong. Kosam cooperatives is a central managing body to produce and sell rice by duck-farming method, and to develop rural area. This cooperatives is one of the leading those that have developed the regional agriculture in Korea. Kosam area is at a disadvantage of natural-geographical conditions and farming size. Kosam cooperatives has been trying to overcome these agricultural weaknesses by introducing duck-farming method. They have got many excellent results through developing EFA as a regional agriculture. Kosam area will be a good place for green tourism if they can actualize the combination model of three demand factors (natural and agricultural scenic view, natural-friendly recreation and safe food) for green tourism in the near future.

A Study on the Analysis of the Regional Agricultural Environment (지역단위 농업환경 분석을 위한 연구)

  • This paper aims to provide a basic framework to make a regional plan for the environment-friendly agriculture. To prepare the regional plan is mandated by the Environment-friendly Agriculture Promotion Act of 1998. Here is proposed the input/output analysis framework, which includes the shifts of fertilizers, herbicides, pesticides, and livestock manures Basically, the discharged amount of polluted elements means the difference between the amount of the elements entered into the crop and livestock sectors and the amount of the elements absorbed or used by the crop and/or livestock. A few suggestions are offered for better regional environment-friendly agricultural plan. The foremost important thing is to establish a data collection system. The \"Green Accounting System\" is suggested. It is also crucial to create a standard guideline or manual which Provides detailed procedures to follow in making the plan by the local planners. More fundamentally, many experts on the regional planning will be demanded in the near future. Some compound model which links, for instance, the forestry, the livestock sector, and the crop sector, needs to be devised. Finally, it is argued here that more elaborated model will work as an integrated environmental improvement plan which embraces living environment as well as agricultural environment.vironment.

  • This paper reviews the development of Uruguay Round of GATT talks and forecasts its effect on regional agriculture particularly concerning Chungnarn provincial agriculture. Since agriculture is composed of main industry for Chungnam economy, as imports of cheap agricultural products increase, domestic price of farm products will rapidly decrease so that it might discourage domestic production and have severe adverse consequences in regional farm economy. To cope with agricultural trade liberalization, directions which regional agriculture should pursue are suggested as follows; 1) to establish the integrated rural development strategy so as to improve living conditions in rural area equivalent to urban area, 2) to adjust the agricultural institute system facing diversification of farming type, 3) to encourage commercialized farmers in order to maintain adequate farm income, 4) to increase R&D investment on comparatively advanced technology compared with other regions, 5) to foster farmers' organization and to rear young farmers to protect family farms.

  • The objectives of this study were to analysis the nutrient cycles of agricultural by-products. The region, in which agricultural by-products are circulated for use within the agroecosystem for minimizing the input of artificial nutrients as well as generation of wastes, and where ecologically industrial diversity is formed, was defined as the regional agriculture focused on eco-industrial approach. Plan in stages for promoting ahead with the regional agriculture focused on eco-industrial approach is as follows: First of all, "The Consultation Body for Circulating & Using By-products" should be formed. Secondly, usage of agricultural by-products is identified to select the facilities of recycling and its location including the type and amount. Thirdly, the facilities for recycling of resources and infrastructure are installed. Finally, the facilities for recycling and resource circulation system within the area are efficiently managed.

  • This study was focused on the system of regional resource circulation(RRC) of Asan-Si as a case region. So 301 farmers(members of producer organization) who are managing environmental-friendly agriculture (EFA) are surveyed. The RRC system is focused on establishing the system of regional complex farming connected with the seedling fanning and the livestock. The main results surveyed are as follows : First, total cultivated acreage is 574ha. Second, the total quantity of by-products of rices, beans, wheats is 983M/T. Third, the total quantity of nutrient requirement for seeding fanning is 85,335.6kg This research shows how to develop the RRC system for EFA. The development model and strategies are as follows : The first model for the system of regional resource circulation can be called the scenario of the best output for the system of environmentally friendly resource circulation. It is considered to estimate the appropriate number of heads of Korean cattle and hen which can be bred simultaneously. And the second model can be called the scenario of the regional allotment for the appropriate number of heads of those. It is considered to estimate the appropriate number of heads of those which can be alloted by the individual farm or area.

  • Panax polysaccharides are biopolymers that are isolated and purified from the roots, stems, leaves, flowers, and fruits of Panax L. plants, which have attracted considerable attention because of their immunomodulatory activities. In this paper, the composition and structural characteristics of purified polysaccharides are reviewed. Moreover, the immunomodulatory activities of polysaccharides are described both in vivo and in vitro. In vitro, Panax polysaccharides exert immunomodulatory functions mainly by activating macrophages, dendritic cells, and the complement system. In vivo, Panax polysaccharides can increase the immune organ indices and stimulate lymphocytes. In addition, this paper also discusses the membrane receptors and various signalling pathways of immune cells. Panax polysaccharides have many beneficial therapeutic effects, including enhancing or activating the immune response, and may be helpful in treating cancer, sepsis, osteoporosis, and other conditions. Panax polysaccharides have the potential for use in the development of novel therapeutic agents or adjuvants with beneficial immunomodulatory properties.
