Plan of the Social Capital Formation for the Resolving the Regional Conflict -focus on the case of Cheonan- (지역갈등해소를 위한 사회자본 형성방안 -천안시를 중심으로-)

  • This paper studied the resolving the regional conflict method through the community capital formation. For this purpose, the theoretical background about the social capital, function of the social capital and component, and regional conflict factor were organized. In addition, it analyze empitically through the survey. First, in order to resolve the frequency analysis result regional conflict, the social capital formation was exposed to be important. Next, the regression analysis result, the factor of social capital and the local egoism, the local participation, and the problem of local areas, each, it was expressed as the coefficient of determination 5.1%, 5.5%, 1.6%, and F value showed up as 4.030, 4.3,51, 1.194. This demonstrates that it is decreased the regional conflict as the social capital formation is high. That is, the social capital formation was proved at the resolving the regional conflict that there was lots of the correlation. Particularly, the 20 generations and 30 generations in which the social capital is weak, the social capital formation strategy about the 20 generations and 30 generations should be studied.

Transnational Labor Migration in Southeast Asia and Regional Governance: In Search of Good Governance (동남아시아의 이주노동과 지역 거버넌스)

  • This study is to seek alternatives for regional governance related to transnational labor migration issues in Southeast Asia. This study examined the present situation and trends of labor migration in the region, reviewed involved transnational issues, and identified the current issues of governance to seek alternatives for regional governance. The increase in cross-border labor migration is no doubt a sign of growth and dynamism of the region and greater integration of their economies. But it also poses complex policy and management issues as well as transnational issues over such as unequal economic profits, illegal migration, human rights, and social security issues. In this reality, regional governance is a very important theme and the efforts to manage their migration inherently involve fundamental conflict and tension between related countries and regions. However, politics and governance of transnational migrant workers in Southeast Asia are still pursued at the national level. To resolve these issues, it is urgently required to secure not only collaboration between the parties concerned but also governance at the regional level. Findings of this study are: First, although labor migration has been a relatively long-time transnational issue, the history of addressing the issue at the regional governance is very short and still inceptive. Second, given its size, labor migration in Southeast Asia requires effective regional governance but no breakthrough was possible due to the conflict of interests between origin and destination countries and the conflict of logic between the labor market and the state. Third, the issue of labor migration is an important element for the formation of economic and socio-cultural communities the ASEAN countries have pursued. Fourth, it is urgently needed to seek alternatives for good and effective regional governance as a key to resolving these issues over migrant workers in Southeast Asia.

Conflict Structure of Urban Growth Management Policies and Conflict Mitigation Alternatives : Lessons from the United States' Experience (도시성장관리정책의 갈등 구조 및 조종 미국 도시성장관리정책의 교훈)

  • This study aims at drawing implications for Korea's urban growth management policies from U.S.A's experience on this issue. This study analyzes two types of contradictions in planning and implementing urban growth management policies: 1) value conflicts in goal setting and 2) contradictions among different level of governments (local, province, nation). As mentioned by Campbell (1996), there are three types of conflicts in objective values (efficiency, equity, and environment protection): property contradiction between economic growth and equity, resource conflict between efficiency and environment protection, and development conflict between equity and environment protection in urban growth management policies. In implementing urban growth management three types of conflicts in goal values should been taken into consideration. Contradictions among local governments, province, and central government are also found in implementing growth management policies. The lessons from the United State are as follow: 1) growth management plans are initiated by the local government and during the planning process adjacent local governments review a local government's growth management plans and give inputs for the plan, 2) local government and State work together for growth management planning and specially, the State provides technical and financial assistance to local government, and 3) the State plays leading roles in local government's planning and implementing of growth management policies with carrot and stick policy.

Social Vulnerability Assessment by Resident's Conflict Analysis on Rural Development Project of Region Unit (권역단위사업에서 주민 갈등 분석에 의한 사회적 취약성 평가)

  • In this study, we try to quantify resident's conflict by rural development project based on previous researches about community capacities required for residents and social networks in rural village for suggesting efficient project model. we analyzed conflict elements in six category such as 'conflict in residents', 'conflict in residents and leaders', 'conflict in leaders', 'conflict in villages', 'conflict in development fund', 'conflict in village by common income project'. These results also analyzed by personal background(age, role, education, income) of respondent in questionary survey. Results show that 'conflict in residents and leaders', 'conflict in leaders', 'conflict in development fund' are perceived differently by age, role, education, and income in 5% significance level. Especially, relatively young age(below 40 years old) expressed clearly about conflict and high scored in item of 'residents and leaders'. Regression model show statistical significance(F=39.807, P=0.000) in influence relation analysis of conflict, network, leadership, and project fund. In this model, network ${\beta}=-0.237$, leadership ${\beta}=-0.375$, project fund ${\beta}=-0.000$ show network and leadership have negative relation to conflict but project fund is difficult to find relation with conflict. In this study, we defined social vulnerability using conflict, network, and leadership and verified the vulnerability of rural village applying regional community capacity in analysis results; vulnerability increased by the size of region and show inverse correlation to future vision of residents.

  • This study focus on the legislative conflict for Se-Jong City In case of this paper, the law of administration agency centered is based on the conflict of legislative conflict present government at that time suggested the amendment of that legal status because of so many inefficiency and negative effects regardless of opponent asserts. Here there were a deep various political interests fundamentally both of sides. Legislative conflict here affects the regional conflict among the benefits and indirect benefits or nothing in any area. As the result, political interest deeply which was connected in politics influenced the big national issues, not to amend as a result government failure will be come.

  • The purpose of this study is to suggest the analysis of disaster conflict and strategies of Conflict Management based on Case of Hebei Spirit Oil Spill Accident. For accomplishing the purpose, we analyzed process and features of conflict in area of Taean after disaster. When we overview literature study about conflict research of korea society, we know that we have no studying disaster conflict in spite of important cause of regional society conflict. Recently, we have been experienced major disaster every year. When disaster such as Case of Hebei Spirit Oil Spill Accident occurred, it is accompanied with a conflict in disaster area. So, we argue that it is important to analyzed disaster conflict and propose strategies of Conflict Management.

  • Korean society has frequently seen the conflicts between environmentally oriented ideology and development ideology which generally take shape as regional problems. An interesting example is the case of Paldang water resource protection area in Yangpyung-kun, Kyunggi Province. At the area, the rural residents are trying to take regional development by utilizing as much as natural resource in the region, and the central government is trying to make clean water sustained for the public interest of the whole people living within the supplying area of the water resource. Accordingly, the conflict is inevitable. It is the role of environmental movement group that makes us pay attention to this region. Under the present situation regarding environmental protection as a core keyword, the environmental protection groups tend to stand on the side of the central government. That is, those groups let the government consolidate its dominance discourse, which help the resistance discourse of the residents weakened. This basic structure of relationship sometimes touches off the situations of antagonistic confrontation. It is the group for organic fanning movement on the region that is playing a significant mediating role between the two. It has eased severe confrontation, and has persuaded the residents, expecially the farmers, to accept so-called win-win strategies which are related with various kind of organic fanning. The agriculture can be regarded as a win-win action because it is a way of fanning adapted to the protected natural environment. It is taking firm hold in this region as an alternative which can satisfy the ideology of 'sustainable development' or 'sustainability'. It could give us a kind of paradoxical confusion that the strategies of regional development of pro-environment are being carried out in the region where the residents are fighting against the government's strict control of natural environment. The example of this region, however, could show a significant direction for solving the continuous problem of conflict between environmental protection and regional development.

  • The Ministry of Patriots and Veterans Affairs decided to designate Goesan County as a comprehensive venue for determining the geography of the land, the efficient management of land, the public opinion of local residents, and the establishment of a group of civic complaints. In the meantime, Goesan focused on attracting high-ranking government officials, including high-ranking government officials and high-ranking tourist attractions, to attract high-ranking government officials, including high-ranking officials of the National Guard, to promote the nation's bid to attract high-ranking government officials. In this paper, we intend to conduct a study centered on the controversy over the survival of the Korean National Guard. conflict between local governments is a non-authoritative administrative administrative body, it can be regarded as a matter of difficulty by intervening in any autonomous matter, and ultimately, it can be changed to judicial judgment. This is not to say that the residents of Goesan county will protest this time. Even though Goesan promotes regional development and development for local residents, it can not guarantee that the judgment of Goesan County will be held in the same situation. Thus, it should develop a win-win strategy based on the threat of sabotage. To this end, I would like to suggest the following measures.

  • Human being have destroyed environment through rapid industrialization, so that the world is increasingly faced with golbal environmental problem such as destruction of ozone layer, global warming., acid rain, decertification and we are heading toward impending disaster of the earth. Especially, recent environmental pollution of China from rapid economic development threatens neighboring Korea and Japan. Regional development are necessary for promotion of national prosperity, but theses regional developments must have brought about environmental and preservation. Actually there are so many conflict cases; Saemankum reclamation project, construction of nuclear waste storage facility, dam construction of China etc. Here, harmony and balance between development and preservation are needed to solve these great crux. Under theses condition, the concept of ESSD(Environmentally Sound and Sustainable Development) emerged as a global issue. And staring point to solve present environmental problems is to perceive the truth that we have inherited only one earth and hence owe a debt to preserve its environment for the benefit of the future generations.

Personality Characteristics of the Self and the Spouse and Marital Quality : Comparison between the Husband and the Wife (본인과 배우자의 성격특성이 결혼의 질에 미치는 영향: 남편과 부인의 비교 연구)

  • This study is to compare the effects of personality characteristics on marital quality of the husband and the wife. Marital quality was measured in two aspects: marital satisfaction and marital conflict. At the first step of the regression analysis, socio-demographic variables were entered, at the second step, variables of personality characteristics, and at the third step, variables of personality characteristics of the spouse were added. Age group of 35 and under is higher in marital satisfaction or lower in marital conflict than that of 36 to 40. People who grew up in Chungchung area are lower in marital satisfaction compared to those who grew up in Seoul and adjacent area, and those who grew up in Chunla area are higher in marital satisfaction. Marital conflict increases when people are less educated. Marital conflict decreases when the husband has high income. Religion is related to marital satisfaction and marital conflict of the husband. Stability is related to both marital satisfaction and marital conflict. Sociability of the wife is related to marital satisfaction and marital conflict of the husband, and responsibility of the wife is related to her own marital conflict. Responsibility of the husband is related to marital conflict of the wife. This result shows that the husband is expected to perform the instrumental role and the wife the expressive role. In, conclusion, these results should be considered when family life education programs for couples are constructed. First, family life cycle needs to be considered when family life education programs are offered. Second, regional differences in family culture should be put into consideration. Third, the idea that conjugal role relationships can be flexible needs to be included in family life education programs. Fourth, programs to improve stability, responsibility and sociability are needed for wives. Fifth, programs to improve stability and responsibility should be offered in work settings for husbands.
