  • As Korea strive to bolster their respective economies and to minimize the repercussions of the global financial crisis, policies for strengthening the innovative capabilities of small and medium enterprises have emerged as an important means for pursuing these governmental efforts. In this study, possibilities and limitations of R&D information support policy are researched empirically and implications are provided to enable evidence based policy. Futhermore, the effects of government R&D information support policy on the technological and economic performances of SMEs (small and medium enterprises) are analyzed by using survey results of SMEs technology statistics in 2014. According to the results, R&D information support program (SME R&D planning support program and technology information support program) provided to SMEs was significant for R&D investment. On the other hand, the program, did not exhibit any significant correlation to technological and economic outcomes of SME. The program was also found to have a significant correlation to SMEs' technological outcomes in the case of the specific groups of ICT technology category. I anticipate that the results of this study will serve as a guide to various policy-related issues for policymakers who are conceptualizing programs to support ICT technology-oriented SMEs, and I particularly hope that this study will provide various insights for companies and researchers in their efforts to build R&D information support program for SMEs.

  • As technology competition among companies has intensified, the importance of technology protection is increasing day by day. However, according to the status of technology leakage in Korea, the technology protection level of SMEs is weak. SMEs' technology leakage continues to occur, and the damage can be even more serious to SMEs. Thus, the government is operating various support systems for SMEs. However, despite the support system, the interest and use of SMEs is low. This study examines the current status of major support systems for SME technology protection in Korea, and empirically analyzes the recognition and expectation effects of companies on the support systems. Based on the results, this study discusses ways to improve the recognition and use of the support system. • This study is to examine constructs influencing the acceptance of SMEs for VSPs and the efficiency of VSPs, based on the two theories theory of reasoned action (TRA) and technology acceptance model (TAM) in the context of venture support program in Korea. This study concentrates on the government's venture support policy (VSP), namely the examination of the efficiency of current government VSPs in terms of preferential treatment for SMEs experiencing many other venture support programs (the EXP policy), and the reduction of documents/processes related to venture support programs for SMEs so that they are easily accessible and implementable (the EASE policy). Additionally, this paper will suggest an effective way to encourage SMEs to succeed by analyzing the fundamental reasons for their acceptance of VSPs to attain their long-term goals.

  • Recently, to overcome the global economic recession and stimulate the sluggish economy, Korea government has adopted various policies designed to strengthen the innovative capabilities of its small or medium sized enterprises (SMEs). With our focus on ICT technology companies, this study empirically analyzes both the potentials and the limitations of the R&D information support programs which are part of these governmental efforts. Our goal is to generate insights and help develop policies based on evidence. In this study, we used statistics from 2014 on small or medium business technologies to analyze the effect that the government's R&D information support policy has had on the technological or economic performance of small or medium businesses. According to these research results, R&D support programs (assistance with R&D planning and provision of technological information) made available to small or medium businesses did have a significant correlation to technological investment. By contrast, R&D information supporting programs were found to have no direct, significant correlation to technological or economic performance. One exception was that programs that gained the benefits of R&D planning support did have a significant correlation to technological performance in the case of companies engaged in ICT research. The results of this study will provide various insights for policymakers designing policies to support technologically-driven small or medium businesses, including ICT-based companies. We anticipate that this study will be a particularly helpful guide to policy development for corporations or researchers that provide supportive information to small or medium businesses.

  • Korea's Export Support Policy has shifted from conglomerate to SMEs since the 1998 IMF financial crisis. Therefore the SME export result in 2011 has reached the quantitative growth of more than US$ 100 billion for the first time. However, the trend has remained stagnant since 2013. Such a stagnant is judged to exist on the part of the Export Support Policies that fail to significantly enhance export competitiveness. Therefore, in order to expand the base of the export capabilities of SMEs and enhance the export competitiveness, the researcher has analyzed the problems of the Export Support Policy focused from the major prior studies since 2010 and derived the efficiency improvement methods. The results of this study are as follows: First, it is necessary to select or combine the following measures. they are the coordination or combination of the functions of the export support institutions, the operation of the single export support institutions, the utilization of the cooperative support system between the support institutions, the use of the private enterprises. First, it is necessary to review the following measures: they are the functional adjustment and integration among export support agencies, the adjustment of support organizations by export stage, the role coordinating between the Small and Medium Business Administration and the Local Government. Secondly, it is necessary to build a customized support system for enterprises. Thirdly, in order to secure the manpower and expertise of the support organization, it is necessary to review the utilization of the retired manpower the from the trade companies or the youth intern system. Fourthly, it is suggested that the balanced performance index is required for the export support programs with a certain scale and need to increase the portion the external evaluation together with the quantitative and qualitative evaluation.
