본 논문에서는 학교도서관 정보시스템에 관한 교사들의 인식확산이 학교도서관의 발전에 미치는 영향이 크다고 보아, 교사들을 대상으로 설문지를 통하여 인식도 정도를 분석하였다. 인식도 정도 분석의 궁극적인 목적은 학교도서관의 활성화 방안을 모색하는데 있으며, 학교도서관의 정보시스템 구축의 근본적인 대안을 찾는데 있다. 분석된 자료는 교사를 대상으로 학교도서관 교육프로램을 개발하는데 기초자료로 활용할 수 있으며 학교도서관의 본질적 기능을 회복하는데 기인 할 수 있다.

지식기반사회에 적합한 창의적$\cdot$자율적 인재양성을 위해 학생들의 책 읽기 습관 함양과 탐구 중심의 수업방법 개선이 필요하게 되었으며, 제7차 교육과정의 시행에 따라 수행평가, 재량활동$\cdot$특별활동 등을 지원하기 위한 기본시설로서 학교도서관의 중요성이 부각되었다. 이에 따라 '학교도서관 활성화 종합방안'을 수립하게 되었는데 그 주요내용은 열악한 학교도서관 환경을 개선하기 위한 시설, 장서, 재정, 인력운영 계획과 함께 학교도서관이 교수-학습활동을 실질적으로 지원할 수 있도록 도서관 활용 수업 방안까지 포괄됨으로써 학교도서관이 명실상부하게 학교의 중심부로 자리잡도록 하는 데 주안점을 두고 있다.

이 연구는 지난 5년 동안 수행된 학교도서관 활성화사업의 결과로 거의 모든 학교에 도서관이 설치된 상황에서 미흡한 분야를 점검하고 앞으로 수행할 분야를 개발하여 학교도서관의 지속적 발전을 위한 방안을 모색하고자 학교도서관 평가지표를 개발하고자 하였다. 이를 위해 이 연구에서는 문화체육관광부의 2009년 평가지표, 교육과학기술부 정책연구 평가지표, 선행연구인 학교도서관의 BSC 성과지표, 한국도서관협회 학교도서관 평가기준을 분석하고 교육과학기술부의 2단계 학교도서관 진흥 기본 계획과 "학교도서관진흥법", 교육과학기술부의 시 도교육청 평가지표를 분석함으로써 8개 영역 54개의 평가지표를 개발하였으며 최종적으로 8개 영역 48개의 평가지표를 제시하였다. 한편 이 연구에서 제시한 평가기준에 대한 신뢰성을 높이기 위해 분석결과에 대한 검증은 1차적으로 학교도서관 관련전문가를 통해 검토가 이루어졌다. 이 결과를 바탕으로, 2차 평가는 학교도서관 담당 교사를 통해 이루어져 전체적으로 연구한 평가지표에 대해서는 2단계 검증을 수행하였다.

The most good library's service will be accomplished for the system of user centralized and we can't expect the development of school library without student's use. This research has been designed for an attempt to know why students don't use the school library. The methods employed to achieve the purpose of this study are (1) To establish some tentative factors affecting the school library's use or nonuse (2) to get necessary data, a questionnaire was made according to the tentative factors. A questionnaire was sent to teacher and students in the 4 sample high schools in Seoul. The followings are the am lysed results. (1) School library's collection are poor. (2) The school library's equipment and position are bad. (3) The guide or use instruction of school library are not carried out. (4) Teacher librarian can not reach the demand of the society and the atmosphere of library are not good. (5) The books are not lent to students and the circulation procedure are complicated. (6) Our country's educational programme does not organize to promote using the school library. (7) Teachers' knowledge for using the library are poor. (8) Entrance examination of the university disturbed to use the school library. (9) The school administration are not enough to understand about the school library.

사서교사는 수업을 담당하는 교사로서 뿐만 아니라 학교도서관의 정보관리자로서 학생, 교사 및 직원에게 안전한 서비스를 제공하기 위하여 저작권법에 관한 지식을 두루 갖추어야 한다. 사서교사들이 저작권 지식을 갖추도록 하기 위해서는 사서교사들이 저작권에 대하여 어느 정도의 인식을 가지고 있는가에 대한 실증연구가 필요하다. 이에 본 연구는 2006년 사서교사 1급 자격연수 과정에 참여한 사서교사들을 대상으로 저작권에 대한 인식도를 측정하였다. 본 설문분석 결과에 기초해서, 학교도서관 사서교사의 저작권 인식을 제고시키기 위한 개선방안을 구체적으로 제시하였다.

본 논문의 내용은 크게 두 부분으로 구성되어 있다. 하나는 학교도서관활성화에 있어서 일반교사들의 역할과 중요성에 관하여 선행연구를 중심으로 간단히 살펴보았다. 그리고 다른 하나는 본 논문의 중심내용으로 대구광역시 중등학교도서관을 담당하고 있는 일반교사들을 대상으로 설문지를 이용하여 도서관의 실태와 함께 도서관의 기능, 운영의 문제점, 개선방안 등에 관한 그들의 인식을 조사 분석하였다. 학교도서관을 활성화시키기 위해서는 근본적으로 사서교사가 배치되어야 함은 물론이고, 현 체제하에서는 도서관담당교사의 업무경감, 도서관 연수교육 강화, 교내 도서관 지원부서 설치. 교육청의 강력한 학교도서관 지원정책과 전담부서 설치 등이 시급한 것으로 조사되었다.

본 연구는 미국 연방정부의 학교도서관 지원 법률과 학교도서관 기준이 학교도서관 발전에 어떻게 영향을 미쳤는지 조사하는데 그 목적이 있다. 이를 위해 미국 학교도서관 관련 기준, 학교도서관 지원 연방 법률과 학교도서관 통계를 조사 분석하였다. 조사 결과 미국의 학교도서관 지원 연방 법률이 학교도서관 발전에 중대한 영향을 미쳤으며, 연방법률이 효과적으로 수행되기 위해 법률 목적에 부합하는 학교도서관 기준이 만들어져 학교도서관 발전을 유도한 것으로 나타났다. 또한 학교도서관 지원 연방 법률은 일회로 끝나는 것이 아니라 반복적으로 제정되어 지속적으로 학교도서관에 예산을 지원을 하고 있었다. 미국 사례를 통해 본다면 우리나라의 학교도서관 역시 국가적 차원에서 일회성이 아닌 지속적이며 반복적인 지원이 있어야 학교도서관이 제 역할을 수행할 수 있을 것이다.

Many educators and teacher-librarians have emphasized many times on the necessity and the educational value of the school library. But actually the necessity and the educational value of the school library is not recognized as the most important ones in the educational system. Therefore I tried to find out several ways on the development of the school library and the promotion of the teacher-librarian focusing on recognition of the necessity of school library. In order to develop the school library, it is necessary that the function of the school library should be maximized and transformed to effective system. I would like to suggest the following methods : 1) Transform the present school library into the school library media center. 2) Connect the running system S.L.M.C. to the curriculum of the school. 3) Emphasis of the reading education. 4) Guidance on the use of library. At last I studied on the definition, the legal status and the education of the teacher-librarian.

The purpose of this study is to search to roles and qualifications of a school library supervisor. The results of the study. The school library supervisor serves as a professional, advisor and director for planning, structuring, implementing, evaluating of a library program, and for curriculum management, personnel administration, program administration. And to accomplish this, the school library supervisor should posses competencies and vision essential fr priorities and the leadership qualities. 본 연구는 학교도서관 정책을 평가하기 위하여 정책학에서 제시한 기준을 토대로 평가모형을 개발하고 이 평가모형에 '학교도서관 활성화 종합방안'을 적용하여 학교도서관 정책에 대한 평가를 진행하였다. 학교도서관 정책을 평가하기 위한 기준은 여러 학자가 제시한 이론 중에서 교육정책과 학교도서관 정책에 관한 선행 평가모형을 근거로 하였다. 선정된 평가기준은 평가자에게 배부한 설문지와 전화인터뷰를 통하석 검증하였다. 학교도서관 정책에 대한 평가결과는 대체로 긍정적이었나 일부 정책개선 노력이 필요하다는 내용이 제기되었다.
