Services, despite the difficulty of its exact definition, can be defined as deeds, efforts, or performances by economical bodies, attributing to four unique characteristics - intangibility, inseparability, heterogeneity, and perishability. This study aims to research the global competition and problems of the local professional services, especially educational services and health services, and to suggest some devices for increasing the exportation of both educational services and health services. Educational services and health services were reserved in the multilateral negotiation to open the WTO parties' markets because of its national public benefits. But it is indispensable to open our local market by the bilateral FTA negotiation. Legal restrictions, therefore, related to both education and health should be erased according to the basic rule of the market competition, and it is advisable to control the national public benefit of these services by enacting the different legal systems. For recovering from minus balance of payment in the educational services or health services, furthermore, it is necessary to drive rather some offensive exporting policies than the defensive policy against supply from the foreign countries. In conclusion, the korean Foreign Trade Act and other relative acts should be revised, and both educational services and health services should be contained within the definition of "the international trade" for the governmental benefits of supporting the services exportation.

The u-City construction plan being executed presently involves such problem that services are provided in a suppliers-oriented direction while there are not much discussions on what u-Services citizens should be provided with and what u-Services that city government the supplier shall provide. In order to implement citizen-friendly u-Services the type of u-Services that offer just the right services efficient and convenient for citizens, u-Services should be provided based on active researches on the citizens' use and utilization of u-Services rather than u-Services being provided in suppliers' perspective as so far. To that end, there need be recognition and well-organized methodology that u-Services should be provided through humane, social and scientific analysis of the citizens that are to be provided with u-Services. Thus, in this study, the process of u-Services being transmitted was re-interpreted as background theory to deduce and apply services appropriate for u-Residential Space, and service science for u-Services the scientific and overall approach to seek for service innovation was applied to the development of u-Service deduction method based on such background theory. The u-Service methodology developed based on service science is judged able to deduce and provide u-Services appropriate for the intended services through scientific analysis of citizen-friendly u-Services.

As digital convergence and mobile services evolve, personalization becomes one of the most important factors attracting customers. Personalization means functions offering individually customized services with relevant contents using information on individual preferences. This sort of personalized services has attracted great attention of a large part of online firms. One of representative services of such personalized services is a mobile widget service. In this study, we identified seven antecedents affecting the quality of personalized mobile widget services and empirically investigated which antecedent has a significant effect of the quality of personalized mobile widget services. In addition we carried out empirical investigation into the effect of the quality of personalized mobile widget service on user satisfaction and trust. As a result of this research, we revealed that seven variables including information services affected components of personalized services, and usefulness and perceived benefit as components of personalized services affected user trust and satisfaction for personalized services.

The most popular convergent services are being made mostly out of IT related services and devices. To help understand the underlying principles making convergent services the paper suggests a logical view of converging process. A service is assumed to consist of unit services that can be used in algorithmic operations to form a new convergent service. Convergence operations for a couple of unit services are typed according to whether the unit services are modified. Internal convergence leads to a new service from a combination of sub units of the two unit services. External convergences do not alter original unit services but simply combine them to form a new service. The paper also suggests several measurements to evaluate the convergent services with respect to the existing services used to create the new convergent service.

Reference services that use e-mail to receive reference questions and provide responses were developed as early digital reference services in the library field. However, librarians and users found that e-mail based reference services had some weak points when compared with traditional face-to-face reference services. As a result, libraries have started to create real-time reference services, which are similar to traditional face-to-face reference services through the use of synchronous chat software. Such chat reference services are focus of this paper. This paper approaches chat reference services as one of the services provided by libraries. Based on the understandings of the unique characteristics of services and the concept of "service quality", this paper tries to suggest appropriate marketing strategies of chat reference services.

To make Web Services the real applications, the efficient mechanisms for Web Services discovery, Web Services composition and Web Services execution must be provided. Among these issues, especially, Web Services composition plays the key roles in Web Services applications that are loosely coupled and composed applications consisted of primitive Web Service components. In this paper we demonstrate a new Web Service composition approach using ontologies. We apply ontologies to describe Web Services information such as Web Services input/output parameters, pre conditions, post conditions and other necessary management information. In this paper, we also introduce Action ontology and Object ontology to describe the functional properties of Web Services These ontologies offer semantic description of Web Services functionalities beyond the limitation of the current WSDL. We can achieve semantic interoperabilities between heterogeneous Web Services in terms of conceptual processing and realize semantic services composition. We implement semantic Web Services composition system called Genie based on service description ontologies.

As a result of overemphasizing the goods sector in trade structure, Korea does not meet properly the global trend which has the key role of 'trade in services' as the service economy have been expanded. Hereafter, it is easily forecasted that trade in services will be one of the main factors for Korea's competitiveness and engine of growth. Nevertheless, because Korea does not equip the concreteness of governance for trade in services, it is possible that the efficiency deterioration of trade volume, confusion of Korea's trade policy, conflict among trading countries, and discordance between the interested parties may be occurred. This paper analyzes the governance system of Korea for trade in services in order to enhance the competitiveness reflecting the importance of trade in services and to draw some strategies for remodeling the service governance system. It is expected to raise the efficiency of Korea's trade policy by constructing the systematic governance for trade in services, and to remove lots of latent risks during global transactions by improving the imbalance between manufacturing and service part for the development of trade in services in Korea. Analysis revealed itself the result that Korea is weak enough to can not identify the governance system about trade in services. Except 'Extent of Services' article of the Foreign Trade Act, Korea has not prepared the governance system for trade in services so that governance system have been scattered overly or decentralized. Problems about trade in services are not limited to enterprise's side, but extended to all the players including government agency whole, academic world and research institute. Therefore, the governance of trade in services should be strengthened and systematized by making the model law for trade in services(provisional name : Master Law for Trade in Services or Promotion Law for Trade in Services) by formatting type of fundamental law or separate legislation. If the bill legislation does not meet the conditions, the Foreign Trade Act should be totally reformed to Omnibus Trade Act concept including trade in services.

Web services (WS) present a new promising software technology, which provides application-to-application interaction. They are built on the top of existing web protocol and based on open XML standards. Web services are described using WSDL, and the UDDI is a integration directory provide registry of Web Services descriptions. WSDL provides information of Web Services but it is getting more and more important to know more than those provided by WSDL. From WSDL we can not get the information like usage of WS, performance of WS, complexity of WS, usability of WS with other web service. In this paper, we proposed a new method for Web Services so called Public Web Services Analyzer (PWSA). This technique is based on analyzing various public UDDI registries in order to get various kinds of statistics of web services. Those statistics will be used by both web services developers and consumers for finding them suitable services for their needs. PWSA guarantees that it can provide enough information to find right web services for both Web Services Consumers and Web Service Developers.

Web Services for CAD (WSC) aims at interoperation with CAD systems based on Web Services. This paper introduces one part of WSC which enables remote users to retrieve assembly model data using Web Services. However, retrieving assembly model data takes long time. To resolve this problem, this paper proposes using parallel Web Services. As assembly models comprise a set of part models, it is easy to separate the problem domain into smaller problems. In addition, Web Services inherently supports distributed computing. This characteristic makes the parallel processing of Web Services easy. Firstly, the implementation of WSC which retrieves assembly model data based parallel Web Services is shown. And then, for the comparison, the experiments on the retrieval of assembly model data based on single Web Services and parallel Web Services are shown.

IT Services market is growing rapidly in the business industry and SOA-based Web Services have been introduced as an effective vehicle for the integration of enterprise-wide applications within organizations. The number of publicly available Web Services is ever increasing recently in a variety of areas, and as the number of public Web Services increases, there will be many Web Services with the same functionality. These services, however, will vary in their QoS properties, such as price, response time and availability, and it is very important to choose a right service while satisfying given QoS constraints. This paper addresses the issue of selecting composite Web Services which involves conditional branches in business processes. It is essential to have any conditional branches satisfy the global QoS constraints at service selection phase, since the branches are chosen to execute at run-time dynamically. We proposed service selection procedures for basic structure of conditional branches and explained them by examples. Experiments were conducted to analyze the impact of the number of candidate services and service types on the time of finding service solutions.
