Changes in the Economic Feasibility of a Floating Photovoltaics Project due to the Social Cost of Carbon (탄소의 사회적 비용에 따른 수상 태양광 사업의 경제성 변화)

  • Renewable energy sources play a key role in achieving carbon neutrality and zero net emissions in the power generation sector. Various efforts have been made to support the deployment of renewable energy, particularly solar photovoltaic and wind power, including policies to internalize the external cost of carbon emissions. In this study, we conducted a financial analysis of a 800 MW floating photovoltaic system and compared it with ground solar power generation. Additionally, we conducted a cost-benefit analysis that included the social cost of carbon. The findings showed that the floating photovoltaic project can meet the profitability target through an appropriately designed internalization of the social cost of carbon.

  • Multi-unit house, multi-household house, row house and apartments with less than 500 households were included in the list of anti-crime for buildings following the revision of the "notice of crime prevention building standards" on July 31, 2019. Strengthening the performance of crime prevention buildings is inevitable to increase the cost of building construction, including installation of preventive facilities and use of facilities that have secured performance. Thus an economic analysis on the costs and expected benefits of implementing the standards is required for social consensus. Economic analysis is divided into cost analysis and benefit analysis. This study aims to perform an economic analysis on the installation of crime prevention facilities in the buildings subject to expanded crime prevention obligations. Cost analysis is calculated as the sum of the cost of installation and the price of the crime prevention facilities installed for each target residential building. Benefit analysis is calculated as the social cost of targeted crimes that are expected to decrease due to the installation of crime prevention facilities. Economic analysis shows that the total cost of installing crime prevention facilities in residential buildings is estimated at 107.31 billion won per year, while the total benefit from enhanced crime prevention performance is estimated at 9.38 billion won per year. Considering inflation, benefits are expected to outpace costs in the 28th year since the system was implemented.

  • With the increasing obligation to reduce greenhouse gas emissions to the building sector, the government has been gradually expanding its obligation to zero-energy buildings since 2020. Since the ZEB certification took effect in 2017, 48 preliminary and main certifications have been completed as of March 2019, and most of them are public buildings or even certified, but have earned Grade 5 of ZEB. This means that compared with the number of annual building permits registered in Korea, the figure is insignificant, and that it receives little if not mandatory. Therefore, this study investigated empirical cases of ZEB additional construction cost and conducted cost benefit analysis according to changes in ZEB additional construction cost based on a preliminary feasibility analysis project recently conducted by the KDI. In addition, considering the public buildings, the social costs were considered, and the cost-benefit analysis method was the same as the KDI's preliminary feasibility analysis method. The analysis shows that if the ratio of ZEB additional construction cost is more than 5 percent, it is analyzed that there is no economic feasibility, and considering that the ratio of additional construction cost in the cases of ZEB in Korea is 17 percent to 38 percent, it will not be easy to obtain ZEB certification in terms of cost. Finally, to narrow these differences in cost and economic aspects, the overseas low energy and ZEB incentive examples proposed measures such as the concept of subsidy payment in Illinois and the compensation of social costs to private ZEB.

  • Using existing tunnel for section enlargement and remodeling is being considered as an optimal alternative in order to solve traffic jam in tunnel. The existing method has been performed while blocking the traffic flow. Recently, New enlargement method was developed which can maintain traffic flow during the construction by using protector. It can minimize social loss due to keeping traffic flow. On the other hand, installing and operating protector can cause economic disadvantages. So, social cost estimation considering traffic flow should be considered for relevant economic evaluation of tunnel section enlargement methods. This paper presents the social cost estimation method of tunnel section enlargement methods considering traffic flow. In addition, to compare economic efficiency existing method with new method, suggested method was applied to Maebong Tunnel.

  • Aids to Navigation (AtoN) is a marine traffic safety facility used to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulations or guidelines of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). Our country is managing AtoN to provide consistent services for AtoN users, although an average of 141 AtoN accidents occur annually. An AtoN accident forces non-planned work on the managers to resort the function, and causes psychological anxiety for its users, ultimately resulting in economic losses. This study developed the Social Cost evaluation model of AtoN accidents. The model can be used to quantify the manager's economic activities related to the shutdown and recovery, as well as the cost associated with the inconvenience to AtoN users. The Social Cost evaluation model of AtoN accidents is proposed as the sum of the encounter cost, administration cost and risk cost.

  • Proposing a method for the estimation of the social cost for global warming impact (external cost) is the aim of this paper. Both the endpoint approach and conjoint analysis were applied to estimating the social cost for global warming. The endpoint approach was used to assess the damage on the safeguard subjects by global warming due to the emission of greenhouse gases into the atmosphere. The conjoint analysis was used to estimate the economic values for safeguard subjects which measure the social preferences and willingness to pay (WTP) on safeguard subjects. The economic values of human health and social asset were estimated at 62,261,700 Won / DALY (yr) and 10,000 Won / 10,000 Won, respectively. Moreover, cost factors of GHGs were calculated by multiplying the damage factor which is quantified the unit damage on safeguard subject and the economic value. In the case of CO$_2$, the cost factor was calculated at 13.52 Won / kg (13,520 Won / ton). External cost of products or services can be calculated by multiplying the GHG inventory result of products or services by the cost factor of each GHG. inventory.

Influence of Economic Value and Information Quality on Repurchase Intention in Social Commerce based on Motivation Theory (소셜커머스의 경제적 가치와 정보품질이 재구매의도에 미치는 영향 : 동기이론을 기반으로)

  • Purpose: In Korea, market size of social commerce has been increased steadily and highly, but profits of social commerce companies have been decreased because of excessive marketing cost. To overcome this stagnant market environment, new marketing strategy that could attract customers and make customers continue to use social commerce is required instead of cost consuming marketing strategy. The purpose of this study is to investigate the relationship among characteristics of social commerce - that is, economic value and information quality - usefulness, enjoyment, satisfaction and repurchase intention by applying motivation theory to the area of social commerce. Design/Methodology/Approach: Previous researches have been studied by applying Expectation-Confirmation Model (ECM), Theory of Planned Behavior (TPB), Technology Acceptance Model (TAM) and Stimulus-Organism-Response (S-O-R) Model, although there are many studies related with customer acceptance model in the field of e-commerce. However, there is not so many studies in applying motivation theory. So this study adopts new approach to examine why customers use social commerce based on motivation theory. Thus, this study adopts economic value and information quality as antecedents, and then customers will perceive extrinsic and intrinsic motivation; usefulness is extrinsic and enjoyment is intrinsic, and adopts satisfaction and repurchase intention as a dependent variable. The data of questionnaire were collected from customers who have experience to buy something in social commerce. 228 questionnaires as data unit of individual level were collected using random sampling. Findings: This study proved empirically that the relationship between antecedents and motivation factors has a positive influence, and motivation factors also have a positive influence on repurchase intention through satisfaction. This study provides the managers an insight that social commerce companies should pay more attention to improve customer satisfaction in order to increase higher performance in repurchase intention of social commerce.

Economic and Social Upgrading of Firms in Football Global Value Chains

  • Purpose: Participation of firms in Global Value Chains (GVC) has contributed significantly to the improvement of economic outcomes for firms in developing countries. However, evidence suggests that these economic outcomes are gained at the cost of labourers' poor working conditions. This research contributes to existing literature on GVCs by investigating the influence of different governance structures on economic and social upgrading of firms participating in GVCs. Furthermore, the research attempts to understand the relationship between economic and social upgrading in GVCs. Research design and methodology: Detailed qualitative primary research was carried out in the football industry of Sialkot, Pakistan. The case study approach was employed, and football firms were the unit of analysis. Semi-structured interviews with firms' representatives were conducted. Results: Findings reveal that most firms were found in captive, relational and market governance structures. Furthermore, product and process upgrading were witnessed in all firms; however, social upgrading was observed mostly in captive and relational GVCs. Moreover, social upgrading was linked to economic upgrading in captive and relational networks. Conclusions: The findings from the Sialkot football industry reflect that buyers pay higher prices and margins to their suppliers once they upgrade their products and processes.

Economic Analysis of Wastewater Reuse Systems for Agricultural Irrigation using a System Dynamics Approach (시스템 다이내믹스를 이용한 농업용수 재이용시스템 경제성 분석)

  • Many studies have reported additional treatment is needed to use wastewater for agricultural purpose. Economic considerations should be taken into account to establish infrastructure for agricultural reuse because of a large amount of water use in irrigation and relatively low water quality requirement. The objective of this study was to conduct economic analysis of wastewater reclamation and reuse systems for agriculture. A system dynamics approach considering complexity and dynamics in the wastewater reuse systems was used for the economic analysis, which are related with social, environmental, and economic problems. Sensitivity and benefit cost analysis for wastewater reuse systems was conducted through the established economic assessment model. The result of sensitivity analysis showed that water resources development and installation cost were the most sensitive for total benefits and costs, respectively. The scenario-based test of the organized economic assessment model shows marginal cost ranges and enables decision-makers to decide reasonable cost for the wastewater reuse systems for agriculture.

Analyzing of Solar Power Generation Cost-Benefit Using Idle Sites(Parking Lot & Rooftop): Focusing on Environmental Benefit and Social Benefit (주차장·옥상 유휴부지를 활용한 태양광발전 비용편익 분석: 환경·사회 편익 중심으로)

  • Purpose - This study aims to analyzing of solar power generation cost-benefit. Design/methodology/approach - We analyzed whether there is economic feasibility by selecting parking lots and idle sites located in four areas of Seoul, Gyeonggi, Chungcheong, Jeolla, and Gyeongsang areas nationwide, and analyzing site conditions and installation capacity. Findings - According to the results of the analysis, it was found that there is low profitability in Seoul, Gyeonggi and Chungcheong regions, where the solar radiation was not excellent even if REC is selected through the contract market. However, it is necessary to analyzed the economical validity the profitable validity including environmental benefits (greenhouse gas reduction, NOx, SOx reduction effect) and social benefits (renewable power supply) that is analyzed by income and operating costs which is occurred from electricity sales and REC sales when installing solar power generation facilities. Research implications or Originality - In this study, economic feasibility was evaluated additionally in consideration of environmental and social benefits. In conclusion, it was shown that businesses are not economical when considering only simple financial aspects are also sufficiently economical when it is considering environmental and social benefits.
