All Korean professional engineer′s great joy Is to welcome the Japanese professional engineers and relevant guests to the 1987 Japan-Korea Professional Engineers Joint Convention organized by the Korean Professional Engineers Association. As there exists an effort of blood, sweat and tear behind a succeeded theatrical stage, so an exquisite devotion with drawing up a master plan, investigation, supervision and etc by engineering firms is soaked through every part of huge construction projects and large unit factory buildings. It is over 14 years that the Engineering Service Promotion Law has been enacted by the Ministry of Science and Technology. In the meantime, the domestic engineering (engineering service) have reached a remarkable higher level while the number of engineering firms participating in overseas market has gradually been increasing. From a small scale of under water investigation to a large scale planning of atomic reactor or petrochemical plant, engineering service business can be said "The Software of Total Industry." Engineering service is what is called a higher business which offers specialized engineering know-how and experience. Engineering service compaines offer Its specialized knowledge and experience to government, industry and commerce. Whether the task is to modernize plant equipment, to design a building or to manage construction, an engineering company will develop and implement the most appropriate and cost effective solution. Clients use the engineering service of firm knowing that the engineer′s professional judgement is not influenced or biased by other commercial affiliations. While benefiting from the diverse experience that professional engineers can apply to a specific problem, government and industry also reduce the need for permanent in-house engineering staff. Engineering firms may be specialized or multi-disciplinary.

This study investigates the Failure Modes, Effects and Criticality Analysis (FMECA) Method for the railroad vehicle. Recently, RAMS (Reliability, Availability, Maintainability and Safety) is one of the most important issues in the railroad industry. FMECA is prerequisite for the RAMS Analysis, and it is a procedure to identify the potential failure modes and their effects and to reduce or mitigate the critical effects on the system. FMECA is used in various industries and it is specialized in each industry. For instance, MIL-1629a and SAE-J1739 are specialized FMECA method for Military industry and Automotive industry, respectively. Although the railroad industry requires the high reliability system, it does not have a specialized FMECA yet. Thus, in this paper, an FMECA method specialized to the railroad vehicle was proposed through analyses and comparison of the MIL-1629a, SAE-J1739 and IEC-60812 standards.

Efficient Professional Engineers(PE) play an important role in development of the scientific technology and the national industry. Recent technologies have been more complicated, fusionized and globalized. Thus it is required to establish total system doing the PE more competitive and specialized. This study is to Propose 'an improvement system for the current Specialized Engineer System(so-called recognized PE)' and 'an Unifying method of managing PE' by the professional Engineers Act for Korean PE so as to meet the global standards. As Improvement policy for the Specialized Engineer system, some alternatives are suggested including removal or change of the recognized PE. And two improved alternates were also suggested in order to manage the PE more systematic and competitive. One of the two is that the Ministry Of Science and Technology(MOST) have an authority to manage every activities associated with PE system for example PE qualification, PE exam, PE CPD(continuing professional development), PE employment, and so on.

For engineers in the knowledge-based society of the 21st century, not only the specialty in their major field, but also the capabilities of creative thinking/reading/writing, of communication and of understanding society/business/economy, and the knowledge of specialized liberal arts, like ethics, are required. For the specialized liberal arts knowledge, it is important to have interest in a field, read the relevant literature, and summarize and express thoughts, but in reality, it is difficult to accomplish a higher level of learning outcome within the limited regular curriculum. In this study, an application for smart phones that purports to cultivate the specialized liberal arts knowledge of the students enrolled in the college of engineering was developed and applied to classes. Under this environment, a teacher can interact with teacher's students through the structured knowledge on a real-time basis in any place at any time, and the students can reorganize the knowledge by themselves. In this way, this paper proposed a way of improving the level of specialized liberal arts knowledge in daily life.

It is expected that transportation sector will develope to a systematic and multi-disciplinary way in which transportation, information and electronic technologies are harmonized. This will be the way that the 21st century demand. To be prepared for such development, sharing of information from different sources through a integrated approach is essential. Also an active role of specialized staff are required to achieve a integrated control and management. The specialized staff should do his best for his task with appropriate specialty, a sense of responsibility, a progressive mind and a vision. He also make much effort to enhance and keep up-to-date his specialty. Then we can modestly look forward to a specialized Information society in the 21s1 century.

A specialized web search engine is an internet tool for detecting information in finite cyber world. It helps to retrieve necessary information in internet sites quickly In this paper, we design and implement a prototype search engine using method of mining for the association rule discovery. It consists of a search engine part and a search robot part. The search engine uses keyword method and is considered as various user oriented interface. The search robot fetches information related to ship parts n world wide web. The experiments show that our search engine(AISE) is superior to other search engines in collecting necessary informations.

본 논문은 지능형 정보 제공 시스템(IP : Intelligent Peripheral)의 주요 소프트웨어 블록 중 하나인 자원 서비스 제어부의 구현 방법을 설명한 것이다. 본 연구의 자원 서비스 제어부는 ITU-T INCS-1에 정의된 특수자원 기능실체(SRF : Specialized Resource Function)의 상태모델을 실현시킨 소프트웨어 블록으로서 IP 하드웨어 구성요소의 하나인 특수자원교환기(SRS : Specialized Resource Switch) 의 CROS(Concurrent Realtime perating System)상에서 CHILL(CCITT High Level Programming Language)로 구현되었으며, 지능망서비스제어시스템(SCP : Service Control Point)이 보낸 지능망 응용프로토콜(INAP : Intelligent Network Application Protocol)오퍼레이션을 분석하여 IP가 보유한 자원 구동에 필요한 모든 절차를 제어한다. 또한 동시에 수신된 INAP오퍼레이션들에 대한 순서제어기능, 통계데이타 제공기능, 사용자 상호작용 종료 기능등을 제공한다. 제안된 구현기술은 자원서비스 제어부가 실제 자원을 동작시키는 IP 하드웨어 구성요소인 특수자원유닛(SRU : Specialized Resource Unit)을 클라이언트/서버형태로 유지하여 이들 자원의 상태를 관리함으로써 IP의 확장성을 보잔하여, 교환기 실시간 데이터베이스를 이용하여 IP가 생성하는 수만여개의 메시지를 효율적으로 관리할 수있다.

In this paper, we present a reconfigurable mobile platform (RMP) for user-specific applications. The RMP consists of a basic module and more than one extended module that offers specified functions to a portable platform based on the circumstances and purposes of the users. The extend module for specified purposes is connected to the basic module using a common interface that offers interoperability to the traditional interfaces. This paper gives the results of a survey to determine specifications of a reconfigurable mobile platform. Utilizing the results of the survey, we propose a prototype of the reconfigurable mobile platform to enable specialized functions. The design objective is to provide specialized functions required for user specific needs related to their age and physical condition. In addition, it can be used for mobile healthcare applications that are efficient in improving the user's health conditions by executing medical analysis and prescriptions.
