Technological Innovation in Public Education in the Era of COVID-19: Focusing on Distance Education Policy in South Korea

  • As the COVID-19 continues spreading, Korea's Ministry of Education (MOE) announced that all public schools, including elementary, middle, and high schools, must begin on April 9, 2020, via online teaching for the first time in the nation's history. There were opposite views among educators regarding the unprecedented attempt to start school online. This study intends to analyze the strategies and policies of distance learning in the public education sector using the experiences in Korea, which has been dealing with the COVID-19 pandemic over the past six months, and thus presents educational implications that may be of interest other countries in the post-COVID-19 era. This study first conceptualized the distance education policy in two domains: technological infrastructure and technological teaching and learning, and then examined what specific policies have supported distance education in school settings. For the analysis of policies supporting distance education in Korea, this study analyzed the relevant documents that include the annual plan and press release uploaded on the website of MOE from early March until early August. Accordingly, 13 documents that contain the distance education policy were analyzed in this study. To provide equal opportunities for all students and ensure fair resource allocations, technological inequality should be discussed in the context of educational inequality. Finally, this study looks at how strategies and policies could be related to educational equality and equity.

The Impact of Technology Dependence and Technological Characteristics on the Transformation of Multiplex Ties (기술 의존성과 기술 특성이 다차원 관계 전환에 미치는 영향)

  • This study investigates factors that affect the transformation of multiplex tie into one specific type of relationship - competitive relationship. In particular, this study argues that the lower technological distance or gap of technological competency, the higher the chances are for the multiplex tie to become a competitive tie. In addition, technological characteristics of the firms are also found to affect the multiplex tie's transformation into the competitive tie. To study this phenomena, this study uses both quantitative analysis and case study method. This study is an exploratory attempt to find factors relevant to change multiplex ties into competition, contributing to the literature of multiplex ties by identifying technological variables that affect the transformation of such ties. This study also contributes to practices by providing the guidance on what strategies firms should implement in complex situations such as multiplex ties.

Effects of Nanopowder Additives in Micro-electrical Discharge Machining

  • The use of electrical discharge machining (EDM) for micro-machining applications requires particular attention to the machined surface roughness and discharge gap distance, as these factors affect the geometrical accuracy of micro-parts. Previous studies of conventional EDM have shown that selected types of semi-conductive and non-conductive powder suspended in the dielectric reduced the surface roughness while ensuring a limited increase in the gap distance. Based on this, an extension of the technique to micro-EDM was studied Such work is necessary since the introduction of nanopowders suspended in the dielectric is not well understood. The experimental results showed that a statistically significant reduction in the surface roughness value was achieved at particular concentrations of the powder additives, depending on the powder material and the machining input energy setting. The average reduction in surface roughness using a powder suspended dielectric was between 14-24% of the average surface roughness generated using a pure dielectric. Furthermore, when these additive concentrations were used for machining, no adverse increase in the gap distance was observed.

  • Heating floor is the most profitable system of air heating at poultry houses. THe tubes with heating elements inside are laid into the layer of concrete. To prevent lossese of heat penetration deep into the ground the layer of isolation material is laid below the tubes . The depth of isolation laying in every point of the heating floor may be calculated according to the author's formula using the data of temperature on the floor surface and the tube, the distance between tow nearest tubes, and the distance between the tube and the floor surface. Technological investigations allow to estimate the optimal density for greese and ducks when they are bred on the heatuing floor.

Effect of Country Distance on E-commerce Export: Focusing on the Moderating Effect of Entrepreneurship

  • Purpose - This study examines the role of e-commerce resulting from technological innovation as a new approach toward internationalization. We study the relationship between e-commerce export and country distance, measured in CAGE distance, which has hindered traditional internationalization. As a control variable, entrepreneurship was introduced to check the moderating effect on the relationship between country distance and e-commerce export. Design/methodology - Based on empirical analysis, e-commerce exports from the Republic of Korea to 96 countries were used as dependent variables. First, hierarchical regression analysis was conducted to test the hypothesis about each country's distance, measured by CAGE distance, and each dimension of CAGE, on e-commerce exports. Next, the hypothesis was tested through the interaction term to examine the moderating effect of entrepreneurship. Findings - The analysis showed that the hypothesis, which postulated e-commerce exports as affected negatively by the country's distance, was supported but not that all CAGE dimensions affected it. Specifically, geographical distance and economic distance have negative effects, but cultural distance and administrative distance did not affect e-commerce exports. Thus, in contrast to the expectation that distance restrictions in e-commerce would not exist, this study confirmed that distance still matters to internationalization and that entrepreneurship can mitigate the adverse effects. Originality/value - Through these results, when export firms try to enter new markets and start internationalization through e-commerce, the entrepreneurship of the importing country should be considered.

A Decomposition Analysis of Energy Productivity Change in Korean Manufacturing Industries: A Distance Function Approach (제조업 에너지 생산성 분해분석)

  • This paper decomposed energy productivity changes across 14 Korean manufacturing industries into 5 components, technological catch-up(EC), technological progress(TC), and changes in labor-energy ratio(LC), capital-energy ratio(KC) and energy mix(EMC). Then we also figured out the possible relationship between energy productivity change and export growth rate across the industries. It is found that (1) technological progress, changes in capital-energy ratio and energy mix contribute to energy productivity growth in Korea during the sample period, (2) technological progress is the primary driving forces for energy productivity growth, (3) increase in export growth rate had a positive impact on energy productivity growth excepting a part of energy-intensive industries.

  • Within a context of rapid technological change and shifting market conditions, the education environment requires new paradigm of education delivery. In accordance of such a technological progress, distance education system, which makes the learning take place at anytime anywhere, overcoming barriers of time, or distance, is emerging as a mainstream of education delivery replacing the convectional one way delivery system from instructor to learners. This paper aims to introduce the development principle and algorithm about Instructional System Desgin(ISD) module, a part of a total solution for distance education services. It was developed on Linux, a free Unix-type operating system. Linux supports so various network protocols, sharing the network resources in a smooth way, that it is able to integrate with other operating system very easily, especially with Windows NT or Windows 2000 servers. In terms of quality, it never falls behind the windows products which are commercially available only. It is a right operating system for the such a school environment that is usually limited in budgets. The development environment of the distance education solution to which ISD module belongs is composing of Apache server for web server, lava bean based on components for ISD module, PHP, server-side scripting language, for HTML documents and MySQL for DBMS.

  • The research analysis will be proceeded with a specific question: The kind of endeavors the ICT providers must focus on within the ICT industry's Schumpeterian pattern of using barriers of knowledge during the rapid technological transformation and pursuing appropriability of guaranteed opportunities. The study was carried out by targeting and conducting empirical observations on the proliferation of technological patent applications made by ICT companies among approximately 5,700 listed North American corporations. The risk of arising cases, in which late-coming non-ICT companies adopt and participate in the technical pertinence and concept derived from the technological advent, will be treated as an independent variable in a survival analysis. Through this analysis, innovative technological attempts and absorption capabilities indicate significance.

  • Active sensors are rapidly conquering a share on the remote sensing market and offer among others new possibilities toward automatically acquiring 3D building data. Better dissemination of information about new technological developments can possibly be achieved by short distance-learning courses. The paper describes the didactic and technical aspects of a course we have designed and conducted on airborne laser scanning and interferometric SAR. The building extraction application is a good example to illustrated the added value of short electronic-learning courses above simply publishing (digital) papers.
