  • Construction VE is the system introduced in order to reduce the life cycle cost and promote the performance of construction facilities, used in architecture and civil construction since apply to construction over 10 billion from december 2005. But yet it is short of VE specialist and it is not a purpose in maximization of value creation through VE but strong better awareness of tool for budget reduce. This study tries to contribute to qualitative advance of design VE by analyze substantial degree of VE Procedure and VE result by Job Plan used widely in domestic an object design VE competition case to crossroad.

  • Recently, Korean government promotes BTL(Build-Transfer-Lease) for their public construction project to apply private sector's experience and finance initiatives. Many of public buildings and civil infrastructure projects were planned to be delivered by BTL and it helps to continue public projects under tight budget conditions. Since the characteristics of BTL projects, creative ideas for the project function, performance and its LCC (Life Cycle Cost) become more important than usual public work project. This paper introduces the systematic "VE job Plan" application techniques for BTL project and shows the process. This study shows the application of "VE job Plan" for BTL project to help decision making and value improvement. Also, Project cost was estimated by LCC (Life Cycle Cost) analysis. Technical "FAST diagram"was developed and used to find major functions of the project. So, it helps to improve performance of functions and make creative ideas. FAST diagram also help to find relationships between functions and cost. A case study (Daegu Art Gallery BTL Project) was conducted using proposed "VE job Plan. Study demonstrates how value management helps save money and increase functional performance. Researcher found that project can save cost and improve performance of functions significantly by using appropriate VE analysis process at appropriate time.

  • VE is used as a powerful tool to add value to facilities by improving functionality and reducing costs. By identifying the client's requirements in the VE process and reflecting them in the quality model, the developed alternatives meet the client's requirements. However, there is no process to verify how the developed alternatives reflect the needs of the client through functional analysis, idea generation and evaluation. The purpose of this study was to develop, verify, and prove the effectiveness of a methodology for evaluating client satisfaction with alternatives developed during the VE Job Plan. The KANO model, which can identify the satisfaction and dissatisfaction of requirements in product planning, was set as a methodology for alternative verification procedures of VE, and was improved and applied to the purpose of this study. As a result, the alternative evaluation method developed in this study was found to be useful. It is expected that the KANO model will be used to evaluate the satisfaction of VE alternatives in the VE Job Plan analysis.

  • In the analysis of function, which is the core and early phase among the procedure of construction VE Job Plan, the accuracy of function definition directly connects to VE result. However, the method of defining function, which is currently used is not accurate and comprehended or is difficult to utilize it systematically. Also, there is not a clear definition about the function for selecting VE so that many difficulties occur in the organic connection between each of functions in the summarization of function after defining function. Therefore, this study cleared the definition of function and made up any counter measured problem occurred in FAST Diagram later on and suggested CAFAT(Combined Antithetic Function Analysis Technique) in order to induce better phase in functional analysis.

  • 도로건설프로젝트에서의 VE는 도로시설물의 기능을 향상시키고 비용을 절감하기 위한 방법으로 지금까지 널리 활용되고 있다. 그러나, 실제 건설VE 실무에서는 VE Job Plan 중 일부 단계가 생략되거나 형식적으로 수행되는 문제점이 발생되어 VE 수행결과에 대한 신뢰성에 의문이 제기되고 있다. 이는 제조업과 달리 대규모이며 복합공종을 갖는 건설프로젝트의 특성을 반영하지 못하고 있기 때문이다. 건설프로젝트는 대규모 복합공종으로 구성되어 복잡하고 다양한 기능 및 요구성능이 있으며, 시설물이 갖는 기능(Function)과 요구성능(Required Performance)의 일부는 반복적으로 발생하는 특징을 가지고 있다. 이에 본 연구에서는 VE Process의 실효성을 높이기 위하여 품질모델(Quality Model)과 기능분석(Function Analysis)단계에서 이러한 특징을 반영한 개선방향을 제시하고, 수차례 실무 검증을 통하여 적용성 및 효율성을 확인하였다. 이와 더불어 고속도로 VE Job Plan은 고속도로 설계 업무절차에 부합하도록 개선하여 VE 수행효과가 극대화 되도록 제안하였으며, 또한 한국도로공사에서 시행하는 고속도로 대한 VE절차를 "Hi-Value"라 명명하고 실무활용성, 효율성을 확대하고 지속적으로 발전시켜 나아갈 계획이다.

  • Value Engineering(VE) Workshop executes many tasks with VE team members from various experts of construction field on the basis of VE Job Plan for a short period of time. However, the VE team members are not useful with using VE information until now because it is not systematic in the accumulation and application of VE information. Especially, these problems constitute the obstacles to communication, reliability and quickness of VE information. It also causes an increase of time and cost at VE Workshop. Therefore, the results of this study suggests the conceptual model of Web-Based Information System for VE(WISE) in order to improve the effectiveness of VE Workshop and solve the problem as is stated above.

  • Value Engineering(VE) has been recognized by many companies as a powerful and innovative technical approach for cost down and improvement in function of product and service. VE is a discipline which use an organized, creative approach to achieve the required function at the lowest cost. For the Purpose of developing new product, at this paper used the method of 2nd look VE developing bike helmet, in the order of selecting target, function analysis and writing alternative. The development of Helmet by the process of VE job plan, achieve the cost reduction of 27 million won for developing new product with customer's need.

Development of Mobile-Based Design Value Engineering(VE) Supporting System for VE Process Improvement (VE프로세스 개선을 위한 모바일 기반의 설계VE 시스템 개발)

  • Value Engineering(VE) is an organized effort to create the most value through a functional analysis and creation of alternatives. Depending on the VE job plan, a VE Workshop must be performed in a certain place within a certain period of time. A VE Workshop, which is an organized activity that aims to create the best value through functional analysis and creation of alternatives, should be held in a certain place and at a scheduled time according to the VE job plan. In the Pre-Study, VE Study and Post-Study phases of VE, functional assessments, performance evaluations and idea evaluations are driven by variable management techniques and analysis methods, respectively. Generally, VE is executed for about 3 to 5 days in a particular place to create value. However, there are many problems associated with limiting all VE processes to a specific place and schedule. Moreover, in Korea, VE teams are required to finish all VE processes in a limited time because of the short duration of VE workshops, the necessity of which has been overlooked. Therefore, an efficient VE support system is required to resolve the problem of time and space limitations. In this study, a VE support system based on the Mobile environment was developed to support the VE Workshop process. This VE support system enables participants to review design documents, drawing sheets and all VE-related documents using mobile devices. After the Workshop, participants can conveniently rearrange the result(evaluation of function and ideas) at the workshop. Not only can the members of VE team can review the design documents, drawing sheet and all VE-related documents in the step before the workshop, but also the result(evaluation of function and ideas) of the workshop can be easily rearranged in the phase after the workshop under the developed supporting system using mobile devices.

Process Development and Verification for Construction VE Object Selection of Performance-Oriented (성능중심의 건설VE 대상 선정 프로세스 개발 및 검증)

  • The current VE activity is recognizing the VE object selection in job-plan simply as formal procedure. Therefore, many problems are happening in the process of selecting VE object during the preparatory stage. As a result of trying to analysis problems through literature review and expert interview, the problems were surveyed such as the lack of connectivity between preparatory stage and analytical stage, the temporal cost-based restrictions, and lack of recognition in VE team members in the existing method of selecting subjects centering on the high-cost field. Accordingly, this study suggested the improved method of selecting VE objects in order to solve this problem in the stage of selecting VE objects. An improvement method of selecting VE objects is what selects the secondary VE subjects by applying again Fish-Bone diagram and Worth technique based on the primary VE objects, which were selected by the conventional technique of selecting objects in the high-cost field. To verify effectiveness in the proposed improvement method, it tried to apply it to the actual case of the road construction VE project. As result of, the improvement method was analyzed to be considerably effective in comparison with the existing selection method of VE objects. Therefore, the Improvement method will contribute to increasing the VE performance.
