Purpose: As an important provision to protect the rights and interests of low-income groups, it is worth studying whether the minimum wage policy can improve the quality of life for people. Research design, data and methodology: Using data from the 2015 and 2017 China General Social Survey (CGSS), this paper employs the logit model to estimate the probability of an individual's annual income being higher than the per capita disposable income of their province. It also utilizes the DID model to analyze the impact of minimum wage increases on individuals' annual incomes. Results: The analysis reveals that an overall increase in the minimum wage raises the probability of an individual's annual income exceeding the per capita disposable income by 3%. Among them, the probability increased by 2.2% for males and by 3.2% for females. Furthermore, the impact of the minimum wage on annual income varies depending on the individual's income level. Notably, the most positive and significant impact is observed for individuals whose income level is close to the minimum wage standard. Conclusions: This provides evidence that the increase in the minimum wage has effectively improved the quality of life for the population.
One of the main problems in Korea's public assistance program, the NBLS (National Basic Livelihood Security), is that the loophole of welfare system is continuously growing. Living wage program is the largest sub-program of the NBLS, and the most important determinant of amount of living wage for each beneficiary is the level of reported income. Therefore, accurate and effective income detection is essential in improving policy effects and furthermore reducing the leakage of wage expenditure as beneficiaries always have an incentive to underreport their income. Since most of them do not pay income tax, the welfare authority should exert an independent effort to effectively detect their income. Considering that living wage is a special kind of income tax of which marginal tax rate is -1, one can apply a classical theory of tax evasion to understand illegal or excessive receipt of living wage caused by income underreporting. Utilizing a classical theory given by Alingham and Sandmo (1972), this paper provides a theoretical analysis of the optimal income reporting of the beneficiary. Then an optimization problem is constructed from the government's viewpoint to derive optimal income detecting device (auditing). This paper proves that cut-off discriminated auditing outperforms random auditing and cut-off auditing which implies if the government assigns a positive audit probability to every reported income less than a certain level and the probability is inversely proportional to the level of reported income, it can minimize underreporting and then gradually reduce the leakage of wage expenditure.
This paper compares the effects of income transfer and wage subsidy in a simple general equilibrium model. The redistributive effects of both policies are smaller, the more intensive in low wage workers are the luxury goods production. Wage subsidy contributes more to employment and GDP relative to income subsidy, but its redistributive effects can be smaller depending on the elasticities of labor demand supply. More complete empirical analysis appears due on the effects of both policies in order to design an optimal mix of efficiency and equity.
The aim of this study was to examine whether health status is different according to employment status and income level in wage-earners. We analyzed wage-earners of 2199 men and 1194 women aged 30-64 years, using data from the 2006 Korean Labor and Income Panel Study(KLIPS). The difference of health status according to employment status and income level was compared with the multiple logistic regression and the standardized concentration index of ill-health. The risk of ill-health was high when waged-earners had low income. The same is true for poor employment status when their employment status was unstable as in manual laborers, irregular workers, temporary, daily workers or part-time workers. furthermore, the wage-earners with lower income and a relatively disadvantageous employment status showed the lowest health status compared to other groups. Ill-health was relatively more concentrated in lower income group and poor employment status. This study identified the existence of health inequality among various employment status of wage-earners. It is suggested that policies that deal with the inequality in social class may have an important impact on the health of the population.
Background: The purpose of this study is to analyze the effect of the income support allowance policy for the care workers on wage level. Methods: The analysis data was constructed using database (DB) of long-term care institution, DB of long-term care personnel status, and DB of health insurance qualification and contribution possessed by National Health Insurance Services. We analyzed the wage status of care workers 2009 to 2016 through basic analysis. We used the difference-in-difference analysis method for the workers who worked in the same institution from 2012 to 2013, The effects of the income allowance policy on wage increase were analyzed. Results: As a result of the net effect of the income support allowance policy, the monthly average wage of the care worker increased by 25,676 won and the hourly wage increased by 478 won. As a result of the analysis, it can be confirmed that the income support allowance policy has achieved some of the goals of raising the wage level of the care workers, and the effect of raising wages for other occupations in the long-term care business can be confirmed. Conclusion: The low wage problem of long-term care workers such as care workers is not the only problem in Korea. In other countries, there are various wage support policies for employees. In particular, it is necessary to refer to the improvement in the treatment of care workers in Japan and wage pass-through in the United States. In addition to wages, there is a need to promote policies to provide employment motivation through efforts to improve their social status and improve their job status and career development for employees in long-term care facilities.
This study attempts to apply its result to decision whether housewives are in the labor market or not by investigating the level of reservation wage of them and the influencing factors on it. The purpose of this study is to analyse the effects by identifying , on the basis of theoretical models, the factors that influence reservation wage, and to predict future state of female employment. 1) The level of reservation wage of housewives showed significant differences by husband's income, household asset, housewife's education level, housewife's age, number of children division of husband in household labor, and by three marketization of housework. 2) The variables which affected reservation wage of housewife independently had influence on it in the following order: Husband's income, education level, age affect positively reservation wage of housewife, and a negative relation has been found between division of husband, level of commodity substitution and reservation wage of housewife. 3) Husband's income, housewife's education level, housewife's age, division of husband in household labor, level of commodity substitution give direct effects on reservation wage of housewife. Education level, age, number of children and family type influenced reservation wage of housewife through level of commodity substitution indirectly.
The aim of this study is to investigate the effects of income inequality caused by capital and wage incomes under globalized economic system in Korea. Empirical evidences which are obtained by cointegration methodology reveal that the effects resulted from capital and wage incomes to income inequality are alternative between short-run and long-run. And, the wage income has stronger impact on income inequality than the capital income. This might be occured as a result of that inbound foreign capital seems not to contribute to economic activity in real sector. It also has to be mentioned that the income inequality is negatively influenced by international trade in the short run and in the long run as well. To this end, it would be concluded that well-organized distribution system for wage income should be established, accordingly. And, forward and backward linkages in exporting industry have to be re-evaluated in order to improve income inequality in Korea.
In this paper, we investigated the impacts of minimum wage on the working hours and labor income of wage earners considering coverage of minimum wage. The results show that the increase in the proportion of workers influenced by the minimum wage in the industry has a negative effect on the average monthly working hours and the average monthly salary of workers affected by the minimum wage. This implies that firms try to offset the rise in labor costs caused by increase in the minimum wage by adjusting the working hours of the employees influenced by the minimum wage. Our finding suggests that the minimum wage policy would reduce the labor income of workers affected by the minimum wage.
This paper aims to analysis working-time of Korea focusing on "the difference and the distribution" by a stratum. Classifying working-time into four categories including marginal part-time, part-time work, standard-time work and long-time working, it compares the relative distribution by income quintile. The outcome is as following : 20% of low-ranking income quintile are (marginal) part-time working, 60% from income quintile 2 to 4 are in long-time working and 20% of top-ranking income quintile are in the standard-time working in overall. Working-time classes can be divided up into three: short time-low income of type 1, long time-medium income of type 2 and standard time-high income of type 3. Analysing working time type, the low wage-short time, medium wage-long time and high wage-standard time by the wage per month and low wage-very long time, medium wage-long time and high wage-standard time by the wage per hours are confirmed. Also, stratification of working-time has been intensified in terms of age, jobs and work status. Policy implication from this study is that the increase of minimum wage to the lowest income class and creation of employment by the reduction of working-time to the medium income class could be effective policies.

The study aims to investigate the effect on Philippine occupational choice of House Bill No.7787, also known as the National Wage Law, which was filled by the Philippine Congress that mandates the implementation of an across the board minimum daily wage of Php750.00 to all workers in the Philippines. This study had used the Computable General Equilibrium-Top-Down Behavioral Microsimulation approach to determine the effect of National Wage Law on occupational choice. The results of the study revealed that the implementation of said National Wage Law would affect the distribution of labor force across occupational classification such as wage workers, entrepreneurial farming activities workers, and entrepreneurial non-farming activities workers. This has resulted from a higher utility that will be derived from the wage working sector once the National Wage Law will be implemented. Further, among regions in the Philippines, the Calabarzon, National Capital Region, and Central Luzon had recorded the highest number of workers who prefer the wage income sector. The findings of the study also suggest that the Philippine agricultural sector will be greatly affected by the National Wage Law due to the preference of workers to shift from the entrepreneurial farming sector to belong to the wage sector.
