First, the study reviews the contexts of family policy in new paradigm, and traces the changing process of family welfare-related administration from the ministry of human and health to the ministry of family and gender equality. Second, the study examines the principles of the delivery system for family welfare service to pursue the advancement of family policy. In conclusion, it proposes an alternative model for the successful settlement into community of family welfare delivery system, and a desirable position and role of family support center. The principles of the delivery system of family welfare service is fundamentally to make family policy come realistic, such as strengthening family stability through the harmonic reconciliation of work and family, preventing any forms of families from social safety net, and securing happy lives. Comprehensiveness, continuity, effectiveness, and accessibility of the system are also needed. In particular, family support center, recently very controversial, could be better as a representative council of networking various kinds of community organizations in the fields of family welfare enhancement, rather than organization of direct service provision, such as family counselling, education and therapy. Finally, an alternative model of delivery system for family welfare service is presented.

  • Suicide is a major problem in Korean health care and a serious social problem. In Korea, 12,463 people (24.3 per 100,000) lost their lives due to suicide in 2017. Although the government has established three National Comprehensive Plan of Suicide Prevention (2004, 2009, 2016), and National Action Plan of Suicide Prevention (2018), the suicide rate is still high. The suicide rate of the elderly is especially high. This is due to the economic vulnerability of the elderly in Korea. Therefore, in order to prevent suicide in Korea, mental health care approach and social welfare approach should be integrated. The intervention of preventing suicide of suicide attempters should include social welfare services as well as mental health program and should be based on community. There are many health problems, including prevention of suicide, which can not be solved only by the efforts of health care. Many health problems are social problems and the integrated approach is needed to solve them. In order to solve many health care problems and improve health, integrated approach of health, social science, and humanities is needed.

  • Since 2006, the Korean government has introduced a series of policies to create social service related jobs. Facing the new social risk of Jobless Growth, the newly launched Moon Jae-In administration had no choice but to include job creation in the social service sector as one of the 100 National Tasks for the next five years. The primary purpose of this study is to provide based on the last 10 years' experience a critical analysis of the new government's social service job creation policies. It has been proven that containing budget growth and creating jobs are not compatible goals. The government's control over social service prices has been persistent for the last 10 years serving the purpose of containing social service budget. The author argues that low quality jobs and depressed social service market are the results of such policy. The current problems created by the past policies and a number of new problems that the new government's plan to establish so-called Social Service Corporation might create are discussed, and a set of policy tasks including a social insurance for social services are suggested as alternative solutions for the old and new problems.

  • There are three main purposes in this study. First, we project the number of elderly dementia population in the future based on the projection of the elderly population in the Kyungpook area. Second, the demands of home-based care service and facility-based care for the elderly dementia are estimated. Thirdly, some policy implications for the improvement of welfare services for the elderly dementia are addressed. The findings of this study are as follows. Considering the size of the elderly dementia population, facilities for the elderly dementia are extremely insufficient and most of the elderly dementia patients rely heavily on home-based care. Although we expect that there will be a rapid increase in the number of the elderly dementia in the next two decades, the social welfare services for them in the future are very unreliable. Home nursing for the demented elderly needs to be recognized by law and financed by the government. In this context, we address some issues regarding the rapid growth of the elderly dementia population in the future and social welfare services for them as well. Finally we suggest some policy implications regarding this matter.

  • This paper examines the effect of active labor market policy on the unemployment rates in 8 welfare states. This paper focuses on the following questions: what are the major predictors of the changes in unemployment rates?; and what is the effect of active labor market policy in reducing unemployment rates? Using the data from Comparative Welfare States Data Set by Stephens (1997), Key Indicators of the Labour Market by ILO (1999) and Social Expenditure Database by OECD (1999), this paper attempts to answer the above research questions. Fuller-Battese model, a data analysis method in pooled cross-sectional time-series analysis, is adopted to identify variables predicting changes in unemployment rates. This paper analyzes the predictors by using 3 analysis models about 2 types of unemployment (overall unemployment and long term unemployment). Results are as follows: (1) economic variable such as changes in GDP has a positive effect in reducing unemployment rates; (2) active labor market policy has a positive effect in reducing unemployment rates as well; (3) job brokering service among 3 major active labor market programs has a positive effect in reducing unemployment rates; and (4) there is an interaction effect between unemployment benefit level and active labor market policy in reducing unemployment rates. Through the empirical analysis, this paper provides valuable knowledge about effects of active labor market policy on unemployment in 8 welfare states and discusses implications for the active labor market policy in Korea.

  • This study analyzed how elderly people's perception of social welfare affects social welfare service and social welfare policy satisfaction by paying attention to the use of social welfare services and satisfaction with social welfare policies. In order to achieve this research goal, 465 people aged 60 or older who completed responses to the additional survey were collected and analyzed as research targets based on data from the Korea Welfare Panel, which is accumulated by the Korea Institute for Health and Social Affairs and Seoul National University's Social Welfare Research Institute. The results of this study are as follows. First, "Awareness of welfare for the elderly (recognition of welfare expenditure, recognition of welfare targets, recognition of welfare tax increases)" was found to have a negative impact on "use of social services." Second, "Awareness of welfare for the elderly (recognition of welfare expenditure, recognition of welfare targets, recognition of welfare tax increases)" was found to have a negative impact on "satisfaction with social welfare policies." Third, the impact of the recognition of welfare for the elderly on the use of social services was found to be different according to the demographic characteristics (education level, income level, educational background, gender). Fourth, according to the "population statistical characteristics (education level, income level, educational background, gender)" the impact of the recognition of welfare for the elderly on the satisfaction of social welfare policy was shown to be different. The implications of this study are that we looked at multi-dimensional welfare awareness and social service use experience together as factors affecting social welfare policy satisfaction. In other words, it is meaningful that the government focused on welfare awareness based on individual values and subjective perceptions as an influence on social welfare policy satisfaction, and sought practical alternatives to welfare policies and welfare sites by examining whether the experience of using social services in relation to welfare awareness and social welfare policy satisfaction among the elderly.

  • This study aims to criticize the recent reform of childcare policy since 2008, which goes for marketization, individualization, and familialization, and to search for its alternative. First, this study analyzes the problems of the above three options based on the context of 'free choice', while examining how welfare regimes have dealt with the changes in childcare policy. Second, the study reviews several controversies in the process of policy formation for childcare service, including coverage of service recipient, policy direction, outcome, efficiency, and priority. Third, it proposes an alternative for accomplishing universal childcare service delivery system. Finally, the paper is to point out that the reform of childcare policy of MB government carries fundamental problems of reinforcing class stratification and gender stratification, and thus dose not attain the ultimate goal of childcare policy.

  • The purpose of this study is to make suggestions for the ongoing process of an integration of the Healthy Families Center and the Center for Multicultural Families. Based on previous studies and interview data from nine service workers at the two institutions, we make the following suggestions. First, a systematic analysis tool should be developed in order to evaluate the effects of the integration initiative with reliability and validity. Second, empirical data should be collected from the users after the integration of the two institutions and be used to promote their satisfaction. Third, a specific preparation should be made to enhance the integration process of the service workers. Fourth, the integration should be considered in the context of the community and networks. Finally, further studies are needed to understand how the integration influence family policy and social policy in larger contexts.
