Comparative study on characteristics of domestic and foreign civil anti-disaster organizations (국내외 민간 방재조직의 특성에 관한 비교 분석)

  • Purpose: The purpose of the study is to investigate the actual state of activity on domestic and foreign civil anti-disaster organizations, related suggestions, and development plans. Methods: This study used the documentary survey research method and the technical approach method. Civil anti-disaster organizations' information was derived from detailed scholarly monographs, specialty publications, and previous studies of master doctorate dissertation. Results: Volunteer Fire Department and voluntary crime prevention groups show problems related to budgetary deficits and volunteer deficiency. In order to resolve these issues, laws must be enacted to guarantee interest and support. In addition, the Citizen Corps Active in Disaster (CAIND) organization requires a dedicated salary system to address the investment of its workforce and the cost of heavy equipment. Moreover, deficiencies were revealed regarding the lack of systems in support of occupational education and training. In conclusion, several weak points require close attention. Conclusion: The results of this comparative analysis study about the domestic and foreign civil anti-disaster organizations provide insight into identity materialization and concept establishment.

A study on enhancing professionalism of civil anti-disaster organizations for public safety in Korea: with a focus on CAIND (한국 재난관리 체계에서 민간 방재조직의 전문성 제고 방안 - 지역자율방재단을 중심으로 -)

  • Purpose: This study explored a plan for improving the overall preventive activity of Korean Citizen-Corps-Active-in-Disaster (CAIND). Methods: The study used the documentary survey and the technical approach methods. This way, detailed information regarding civil anti-disaster organizations was found in scholarly monographs, specialty publications, and master's/doctoral dissertations. It further utilized the statistical yearbooks between 2015 and 2018 from the Korean Ministry of Public Administration, Security, and Fire Service, and the National Statistical Office, to discover practical problems through a statistical analysis. Volunteer activities being inherent, related issues were reviewed at the same time to for purposes of clarifying the characteristics of disaster prevention activity by CAIND. Results: The study provided four major suggestions for improvement. First, the quota management system of Korean CAIND considering the characteristics of rural areas should be supplemented. Second, the education and training systems of Korean CAIND should be established to satisfy regional conditions. Third, management members' readership competency in operating organizations, including that of the Korean CAIND captain in charge, should be strengthened. Fourth, the reward system for Korean CAIND activities should be improved. Conclusion: In the future, the results of this study are expected to be utilized as a basic data to develop Korean CAIND.

Physical test study on double-row long-short composite anti-sliding piles

  • The double-row long-short composite anti-sliding piles system is an effective way to control the landslides with high thrust. In this study, The double-row long-short composite anti-sliding piles with different load segment length (cantilever length) and different pile row spacing were studied by a series of physical tests, by which the influences of load segment length of rear-row piles as well as pile row spacing on the mechanical response of double-row long-short composite anti-sliding pile system were investigated. Based on the earth pressures in front of and behind the piles obtained during tests, then the maximum bending moments of the fore-row and the rear-row piles were calculated. By ensuring a equal maximum moments in the fore-row and the rear-row piles, the optimum lengths of the rear-row piles of double-row long-short composite system under different piles spacing were proposed. To investigate the validity of the reduced scale tests, the full-scale numerical models of the landside were finally conducted. By the comparisons between the numerical and the physical test results, it could be seen that the reduced scale tests conducted in this study are reliable. The results showed that the double-row long-short composite anti-sliding piles system is effective in the distribution of the landslide thrust to the rear-row and the fore-row piles.

  • Recently, the trend has been for buildings to become larger and more sophisticated, and this has created safety issues. Because the buildings are big it takes lots of time to check building codes related to anti-disaster and safety manually, and there is the high possibility of making mistakes. Due to these problems, according to a study, 83% of architecture and construction workers believe that an automated code-checking system is needed. This study researches past automated code checking systems and research activity, and using Building Information Model (BIM) technology, determines the feasibility of developing a system to automatically check domestic codes related to egress and anti-disaster. This paper describes the necessity of an automated building code checking system and expected effects. It then reports whether the methods used in previous studies can be deployed in domestic building code checking and discusses problems and limitations. It also suggests an alternative approach. Although this study covers limited codes related to egress, we need to find out what is needed for automatic general code checking system and do further studies for that.

  • Starting from 2005, as the new city paradigm, the term 'u-City' was created in Korea. U-City service, as defined in "u-City law", is a service that connects and intermediates among government, traffic, welfare, environment, disaster mitigation, etc., and their data based on ubiquitous city technology and infrastructure. According to the survey executed by local governments, the improvements in the standard of living of citizens have in turn increased the needs for anti-mitigation services. Such trend is bolstered with the recent disasters such as the conflagration of Korean Soong-rae Gate and the devastating earthquake of Sichuan province. This article describes a concept of the u-City disaster prevention service and looks into the activities and planning of u-City disaster prevention service of local governments. This paper also briefly looks into the law and policies to derive the needs of u-City disaster prevention service as well as the current technologies and u-City disaster prevention services of local governments. Ultimately, this paper offers the strategic direction of developing u-Disaster Prevention City.

  • This study proposes a method to facilitate the identification of human error in calling out such qualitative risk assessment in Gas plants. The main idea of this method is based on the scheme of existing qualitative risk assesment technique. The guidewords and tabular worksheet are suggested to be compatible in human error analysis. By using this method developed, the maintenance procedure of Governor system in gas valve station was analyzed to discover the human error in maintenance tasks. As a consequence, certain human errors were identified and the suggested approches proved to be adequate technique for the human error analysis.

  • The more repetitive, complex and objective the work, the more effective automation is. Code checking is an example of this. Checking building codes through a thick set of drawings is error-prone and time-consuming. In order to overcome this problem, several organizations have initiated efforts to automate building-code checking. Initiated study mainly focused on checking codes for invalidation, required size and crash, and then area of checkable codes have been expanding. But, it has not been considered for codes regarding anti-disaster/egress, which is also issued these days. This study is about how to automatically check codes for anti-disaster and egress based on Korea building codes. The codes can be categorized as five sections: egress way, material/capability, principals of evacuation, evacuation stairway and fire protection partition. To check automatically, there are problems, such as expression of codes for egress and limitation of extractable information from the BIM model. This paper shows what problems exist and assignments to be resolved. Also, current developing processes are presented, and suggestions are made about the direction for the work that remains.

  • COVID-19 is a complex disaster, not an infectious disease-level disaster, and it is difficult to respond with the existing disaster response management method. As a result, experiencing psychological stress and trauma such as 'Corona Blue' has emerged as a new social problem. This study examined the changes in non-face-to-face counseling services using ICT technology and the application cases of image, AI, and VR by companies as the transition to the digital economy accelerates. Based on this, disaster psychological recovery support services were considered to improve the psychological recovery and quality of life of the people after a disaster by establishing a more efficient counseling system and developing counseling services using ICT technology.

  • On this study, we extracted pending problem and controversial point from management of disaster such as terror for domestic massive performance and then, investigated countermeasure plan against disaster for massive performance through comparison and analysis between anti-disaster strategy of Korea and U.S. U.S are conducting security system actively for passenger of major facilities such as public institution. Nonetheless, In U.S that has the world's best security system, serious affair such as 911 terror and Boston marathon terror are continued to happen. When considering domestic situation that North Korea and South Korea are antagonistic to each other, it is judged when it is high time to prepare for threat of terrorism. Accordingly, On this study, through analyzing of latest terror attacks in U.S and disaster risk in the nation, we analyzed in detail countermeasure plan classified as legislation, operation of security system, instilling a sense. As the result of this analyzing, using by flow-chart, we suggested domestic optimized disaster management system for massive performance. Consequently, we propose to establish systematized disaster management system such as preliminary survey of disaster influence for massive performance.
