This study aims to suggest the use-based policies for archival reference service by investigating the actual archival uses and services of the National Archives of Korea (NAK). Considering that there is little information on the overall archival reference service by NAK, an exploratory research method is adopted to understand the current status and issues of the service. In this study, the use of archival records in NAK is investigated from statistical data, and service cases by record type are collected through interviews with archival service professionals of NAK. Then, the success and risk factors of the archival reference service are analyzed in three categories of human resources (reference archivists' competency), tools (finding aids), and records (appropriateness and sufficiency). Based on these analyses, archival reference service policy directions are proposed to strengthen the two different archival roles as "arsenal of rights protection" and "academic information provider."

The author discusses the nature and scope of archival reference service through the debate to user studies in the 1980s and the 1990s. Until the 1990s, archivists paid little attention to studying their user population. A new approach to archival user service led to the development of various public services of archives and resulted in active interaction with the public. Based on the discussion, the article examines the implication of archival reference service in Korean society.

In this study, system of opening of archival documents and providing reference services and archives web service in China have been reviewed. Throughout laws and regulations of archives management since found the People's Republic of China, related to opening of archival documents and providing reference services are analyzed. The study aims to identify the procedural problems of the archival reference service through Freedom of Information Act. Since FOIA enacted in 1998, there has been a rapid increase of use of government information. However, most of academic users tend to be strongly dissatisfied with the user service. The authors argue that archival reference service through FOIA substantially prevents researchers from using archival records for their research and lower researcher's visits to archival institutions. For this, the study conducted 19 in-depth interviews of academic users and analyzed how FOIA influence academic user's information behaviors based on Strauss and Corbin's grounded theory.

The ultimate purpose of records management is for reference service. Archival exhibition provides an opportunity to raise the public's interest at archives and maintain records management and to offer the reference service to unknown users. As for archivists, archival exhibition allows to summarize generally the archives that he may have and to appraise its value. At the opening of the Memorial hall for the history and culture of Korean buddhism, the Archives of Jogye Order of Korean Buddhism held an archival exhibition by showing archives of Korean Buddhism History to the public. The exhibition mainly consists in 2 themes: History of Jogye Order of Korean Buddhism and its activities. Over 300 archives were selected in accordance with historicity, rarity and particularity of each archives that the Jogye Order of Korean Buddhism posses. The present paper aims to suggest different models of Archival Exhibition with the help of detailed explanation on Exhibition planning, Selection of archives and the practice.

Archival reference service is the ultimate goal and outcome of records management. It encompasses a whole range of activities to connect records with the demands for them. Intellectual needs for records are met by the procedure of information disclosure to guarantee the people's right to know and to provide active responses to archival information needs. Thus, it is required to establish an efficient search system by unifying search tools for archives used in information disclosure and sorting out the classification systems and description items according to the archive types. The qualitative enhancement of information disclosure can be expected when there is a harmonious circulation of attributes-such as applicants, records, search tools, and information providers-for the smooth implementation of reading processes in the context of archival reference service. Therefore, the present study holds its significance in the following aspects. First, it presented a picture of pending issues and the reality of reading service processes from an internal perspective by examining the factors and characteristics that influence "reading service."Second, it demonstrated the phenomenon of close interactions among information providers, applicant, search tools, and records in the process of requesting, searching, and providing records. Third, it proposed the need for a total integrated search tool around the pending issues of reading processes at the National Archives of Korea. Fourth, it promoted an understanding of archival information utilization at the working level among information providers. Finally, it showed major differences in the quality of information provision of "reading service" according to the "perceptions" and "attitudes" of information providers.

This study aims to examine users' perceptions of and experiences about archival reference services in a university archive. The study uses the Researcher Survey provided by the Archival Metrics Project to understand users' perceptions about the university archive and users' satisfaction level of facilities and services. Based on the results of the survey among 47 users and the interview with the archivist working in the university archive, this study suggests recommendations for improving archival reference services.

An understanding the information seeking-behaviour of archival users is a basic for archival reference services. This study tries to understand who are users of internet board of archives, how and why they ask questions. And the study examines how archivists answer the users' questions. The data used in this study are 3,760 answers and questions in the internet board of National Archives and Record Service during $2000\sim2005$. According to this analysis. lots of users of the board make queries for archival management and asking various archives. And they are public officials, archivists, students, researches, and producers of media. The users mainly ask simple questions and it take average 5 days for users to get answers.

Nowadays Korean main archives and manuscript repositories are planning to develop archival information service for students and teachers in their web sites. This study is aimed at discovering main issues of developing archival information service for students and teachers and finding a solution. The goal of archival information service for students and teachers is the promotion of use through launching service and the gradual growth of archival management program. The customer group is segmented into the students and teachers who are learning and teaching Korean history in classroom. As a result of analyzing curriculum and educational environment, the archival information must be developed into teaching-learning materials. And the processing archival information into archival content is needed. Consequently the character of archival information service for students and teachers is conceptualized as archival content service for teaching-learning materials. At every step of developing archival content service for teaching-learning materials, the next main points are considered and achieved. First, the strategy of customer-focused service must be the same from beginning to end. Second, the growth of traditional archival management(e.g. classification, description and finding aids) must be contributed. Third, the collaboration system leading by professional education staff must be organized. Fourth, the archival information must be related with teaching-learning activities. Fifth, the quality of content is more important than the quantity of it. Sixth, the networking with another agencies for cooperation must be considered.

This article focuses on analyzing the cases of on-line archival contents services of the national archives' web-sites and explaining their types and characteristics. This study defines the concept of on-line archival contents services through literature review. Then, it examines the cases of on-line archival contents provided by web-sites of the USA, the UK, Australian and Korean national archives. The types of on-line archival contents services are classified in accordance with the main purpose of use, the structure, and the way of interaction between contents and users. Lastly, it summarizes their structural and thematic characteristics by type and country.
