본 연구는 대학도서관의 전거제어 현황 조사와 국제적인 전거제어 개념모델 및 가상국제전거파일 분석을 바탕으로 국내에 적합한 전거제어 방안을 모색하기 위한 것이다. 현황 조사는 국내 대학도서관 중 전거데이터를 구축하는 기관과 구축하지 않는 기관 모두를 대상으로 실시하였다. 전거데이터를 구축하는 도서관은 해당 기관에서 구축해온 전거형을 유지하고자 하였으며, 미구축기관에서는 전거데이터 구축을 위해 전거관련 목록규칙과 국가적인 협력체계를 필요로 하였다. 이러한 현황조사와 국제목록원칙 2009, FRAD 개념모델, VIAF에서 제시한 방안을 바탕으로 전거형의 다양성을 인정하는 전거제어방안을 제시하였다. 이는 국가의 전거규칙을 바탕으로 전거제어를 실시하되, 기관의 전거규칙에 따라 선호하는 전거형을 인정하며, 궁극적으로는 이용자 중심으로 전거형을 디스플레이하는 방식이다. 이를 위해 국가적인 전거제어 규칙과 협력체계가 마련되어야 하며, 개별 도서관에서는 자관의 규칙에 따라 전거형과 이형을 생성해야 한다. 또한, 이용자 중심의 전거제어를 위해 전거데이터 기술요소가 추가적으로 입력되어야 하며, 전거형간, 전거형과 이형간의 다양한 관계를 기술할 수 있어야 한다. 본 연구는 국가, 개별도서관, 이용자가 선호하는 전거형접근점을 수용하는 전거제어를 모색하였다는 점에서 그 의의가 있다.

This paper reviews various aspects of authouity control system and presents prerequistes for an effective authority control in our future cooperative cataloging. It can be summarized as follows. First, numerous factors affecting authority control must be analyzed and consistent procedures and policies on the authority control have to be established. Second, to make an effective bibiographic data base there must be a standard for the information processing and a systematic organization for information sharing and communicating. Third, for this objective we have to build a MARC format, establish a network for the exchange of automatic authority records among systems, standardize the transcription of multscripts, and establish a centralized automatic authority system for a consistent maintenance of authorityrecords of the union data base. Fourth, it would be one of the best way of achieving cooperative cataloging to set up such a nation-wide authority control system as the NACO in Japan.

This study was performed to identify the predictability of maternal authority from the perspective of children's social competence and mothers' control behavior. The subjects of this study were 369 children from an elementary school in Mokpo. The results were as follows: 1) There were relationships among children's social competence and maternal control behavior and authority. 2) Children's social competence was explained by the maternal control behavior. Maternal imperative control nagatively effected the sociability among children's social competence. Maternal position control positively effected all the children's social competence. 3) Children's social competence was explained by the maternal authority. All maternal control types changed when maternal authority was included. The change of children's social competence was related due to maternal control plus maternal authority. This result illustrates that maternal authority exhibited a powerful effect on children's social competence.

The authorized form is called the heading must be unique and consistent. Without both uniqueness and cosistency, retrieval from the bibliographic database will not be optimal and in some cases may even be impossible. But the authority control is extremely expensive, because it is labour-intensive and dependent on professional investigation and judgement. In fact, it is by far the most expensive function in all of bibliographic control. The processes used to determine the form of access points. maintain. use. and evaluate very accurate authority records reduce the efficiency to generate or merge bibliographic items without modification from any national level bibliographic utilities as well as individual library. In this paper non-authority control system was suggested to solve the disadvantages of authority work. The apparent advantages of the non-authority control system are it is easy to determine the heading, input the bibliographic data. integrate the access points into an existing file, and generate and merge bibliographic data without modification. In addition, non-authority control system can be transmitted into online information retrieval system conducted with a mixture of controlled vocabularies and natural language.

일반적으로 사적(私的)영역에서 수집되는 기록물, 즉 매뉴스크립트는 물리적 상태가 불량하고 기록물의 전후 맥락과 생산이력에 대한 정보가 파편적으로 수집되는 경우가 대부분이다. 때문에 수집형 기록관에서는 다양한 경로로 수집되는 기록물에 대한 생산기관(생산자)명을 효과적으로 통제하고 기록물 생산배경을 이해할 때 핵심요소인 출처정보를 축적할 필요가 있다. 수집형 기록관에서 이러한 전거제어와 출처정보 관리는 수집부터 체계화되어야 하며, 이는 수집시 관리과정까지 고려하여 필요한 정보를 구축하는 것을 의미한다. 이 논문은 민주화운동기념사업회 사료관이 개발한 사료관리시스템 가운데 전거제어 방식을 소개함으로써 수집형 기록관의 전거제어 및 출처정보 축적의 필요성을 확인하고 기록물 전거시스템을 구축할 때 고려할 사항들을 제안하기 위한 것이다. 이를 위해 본 연구에서는 사료관리에서 전거제어의 필요성을 알아보고, 사료전거제어 기준과 실무절차, 구축과정에 대해 살펴보았다. 사료관 사료전거시스템의 특징은 수집, 등록, 기술 등 각 업무 흐름에 따라 전거를 제어하고 출처정보를 관리하여 이를 사료의 지적 관리와 검색도구로 이용한다는 것에 있다. 끝으로 이러한 전거관리 사례를 통해 국제표준인 ISAAR(CPF)를 준용하여 기관마다 적합한 형태로 기술요소를 재구성하고 전거파일 유형을 설정하여 표준적으로 관리해야 할 것을 제안함으로써 향후 수집형 기록관에서 기록물 전거시스템을 구축하는데 있어 참고할 수 있도록 하였다.

본 연구는 국립중앙도서관의 국가전거공동활용시스템 기반 국가 전거제어 체계의 발전방안을 마련하고자 국가전거 공동활용시스템에 참여하지 않는 기관을 대상으로 설문조사를 실시하였다. 조사를 바탕으로 국가전거공동활용시스템을 중심으로 한 국가적인 전거제어체계 구축을 위한 6가지 발전방안을 제시하였다. 첫째, 로컬 시스템마다 전거데이터 구축 모듈 및 국가전거공동활용시스템과 연계 모듈이 개발되어야 한다. 둘째, 국가전거공동활용시스템에 ISNI와 같은 외부식별자 기술을 통해 전거데이터의 신뢰성을 제공하고 링크드데이터 구축에 활용해야 한다. 셋째, 국가전거공동활용시스템 홍보 및 서비스 다양화 전략 마련이 필요하다. 넷째, 전거구축기관과 전거미구축기관 모두 전거형 선정과 기술에 어려움과 다양성을 보여주고 있으므로 전거형접근점 관련 규칙 마련이 필요하다. 다섯째, 전거레코드에 기술되는 데이터가 한정되므로 서지레코드를 활용해 전거레코드의 향상 및 업그레이드가 필요하다. 여섯째, 전거제어의 필요성 및 기능에 대해 사서를 대상으로 한 교육이 필요하다. 본 연구에서는 국가전거공동활용시스템에 참여하지 않는 도서관을 대상으로 전거관련 현황과 요구사항을 조사하여 국가 전거제어 시스템의 발전방안을 모색하였다는 점에서 의의가 있다.

본 연구에서는 현재의 전거제어 현황을 살펴보고 도서관 전거데이터 공유와 활용을 위한 메타데이터 전거기술 스키마(Metadata Authority Description Schema: MADS)를 소개하였다. 또한 에이전트(사람, 조직), 사건, 용어(토픽, 장르, 지리 등)에 관한 전거데이터 XML 스키마인 MADS의 특성과 그 활용방안을 확인하였다. 마지막으로 본 연구에서는 MADS를 기반으로 한 전거데이터 상호운용성을 살펴보고자 하였다.

Authority control enables us to retrieve information accurately by coordination and cross reference of headings. It is considered that authority control is needed in machine readable catalogs as well as in conventional catalogs. Taylor, Maxwell and Frost divided automated authority control systems into major vendor and network systems then available into two groups. The first group was defined as a system that processes a library's machine readable catalogs on the tape against an automated authority file. The second group offers an online access to catalogs and authority records. This group was further subdivided into linked or integrated systems and unlinked systems. If authority work is shared with many libraries the costs can be considerably reduced and the quality of catalog data base can be controled by standardization of headings used in participating libraries. The NACO is a project for sharing of authority records started in 1977 by L.C. And LSP furthers the ability to share authority records. A project as the NACO is necessary not only in America but also in the other countries The responsible organizations for national bibliographies of the countries must take much interest in these matters.

이 연구는 IFLA에서 연구되고 있는 '전거데이터의 기능상의 요건'(FRAD)을 FRAR에서의 변화 양상을 중심으로 명확히 이해하기 위한 것이다. 또한 FRAD가 RDA와 MARC21에 끼친 영향을 분석함으로 FRAD와 관련 규칙과의 관계를 정립하였고, 전거제어를 위한 IFLA의 활동에 비추어 국내 전거제어 관련 목록 규칙과 포맷, 주요 전거DB구축 현황을 검토하였다. 이런 분석을 토대로 국내 전거제어 표준을 위한 고려사항으로 접근점제어방식, 적용범위 확대, 개체-관계 모형과 같은 새로운 접근방식의 도입, 국가서지작성기관의 역할 강화 등을 살펴보았다. 이 연구결과는 전거제어를 위한 기초자료로 활용될 수 있을 것이다.

본 연구에서는 기존의 전거제어 방식의 단점을 보완할 수 있는 표목의 구조화 방안을 제시하고자 하였다. 먼저 표목의 연결 구조를 전거형식과 그 이형을 참조로 연결하는 구조에서 동등한 접근점 간의 연결 구조로 개선하였으며, 전거형식 대신 전거제어번호를 식별기호로 도입하는 방안을 고려하였다. 그리고 동명이인이나 동명이단체의 식별을 위해 관련 저작정보를 제시하는 등 추가 식별정보를 제시하였으며, 전거데이터 표기체계를 기술하여 전거데이터의 교환과 공유를 촉진시키는 데 활용하도록 하였다. 또한 이 연구에서 제시한 표목의 구조화 방식을 적용하여 전거레코드를 작성하기 위한 전거시스템을 구축하였다. 그 결과, 대표형식을 선정하는 데 있어서의 어려움이 있었던 기존의 방식과 달리 전거형식을 폐지해도 전거레코드의 작성 및 유지에 어려움이 없으며, 전거레코드의 식별과 교환 측면이 강화되었음을 확인하였다.
