A Study on the Legislation Types and Prescriptions of American Earth Building Codes (미국 흙건축 법규의 법제화 유형 및 규제내용 분석)

  • The purpose of this study is to analyze the legislation types and prescriptions of American earth building codes. The process of this study is as follows: (1) To understand the legislation background of American earth building codes, this study investigated the history and present state of earth building techniques which is used in USA. (2) To understand the legislation method and procedure of American earth building codes, this study investigated the legislation system of American building codes and the process of model building codes development and adoption. (3) To provide basic data for the legislation of Korean earth building codes or guidelines, this study analyzed American earth building codes about adobe, compressed earth block and rammed earth. The result of this study is as follows: (1) To meet need of a single coordinated set of national model building codes in the United States, the nation's three model code groups decided to form the International Code Council and the first edition of the International Building Code was published in 1997. In the International Building Code there are prescriptions on adobe construction. (2) There are three legislation types of earth building codes in USA. First is to use prescriptions of International Building Code on adobe construction. Second is that State governments establish and issue a separate document under its own title. The last is that local jurisdictions adopt International Building Code with amendments or additional rules. (3) On the base of analysis of American earth building codes, this study proposed the legislation process and direction of Korean earth building codes and guidelines.

Overview of Performance-Based Seismic Design of Building Structures in China

  • The development history, the current situation and the future of the performance-based seismic design of building structures in China are presented in this paper. Firstly, the evolution of performance-based seismic design of building structures specified in the Chinese codes for seismic design of buildings of the edition 1974, 1978, 1989, 2001 and 2010 are introduced and compared. Secondly, in two parts, this paper details the provisions of performance-based seismic design in different Chinese codes. The first part is about the "Code for Seismic Design of Buildings" (GB50011) (edition 1989, 2001 and 2010) and "Technical Specification for Concrete Structures of Tall Building", which presents the concepts and methods of performance-based seismic design adopted in Chinese codes; The second part is about "Management Provisions for Seismic Design of Outof-codes High-rise Building Structures" and "Guidelines for Seismic Design of Out-of-codes High-rise Building Structures", which concludes the performance-based seismic design requirements for high-rise building structures over the relevant codes in China. Finally, according to those mentioned above, this paper pointed out the imperfections of current performance-based seismic design in China and proposed the possible direction for further improvement.

AN EFFICIENT CONSTRUCTION OF SELF-DUAL CODES

  • Self-dual codes have been actively studied because of their connections with other mathematical areas including t-designs, invariant theory, group theory, lattices, and modular forms. We presented the building-up construction for self-dual codes over GF(q) with $q{\equiv}1$ (mod 4), and over other certain rings (see [19], [20]). Since then, the existence of the building-up construction for the open case over GF(q) with $q=p^r{\equiv}3$ (mod 4) with an odd prime p satisfying $p{\equiv}3$ (mod 4) with r odd has not been solved. In this paper, we answer it positively by presenting the building-up construction explicitly. As examples, we present new optimal self-dual [16, 8, 7] codes over GF(7) and new self-dual codes over GF(7) with the best known parameters [24, 12, 9].

  • The more repetitive, complex and objective the work, the more effective automation is. Code checking is an example of this. Checking building codes through a thick set of drawings is error-prone and time-consuming. In order to overcome this problem, several organizations have initiated efforts to automate building-code checking. Initiated study mainly focused on checking codes for invalidation, required size and crash, and then area of checkable codes have been expanding. But, it has not been considered for codes regarding anti-disaster/egress, which is also issued these days. This study is about how to automatically check codes for anti-disaster and egress based on Korea building codes. The codes can be categorized as five sections: egress way, material/capability, principals of evacuation, evacuation stairway and fire protection partition. To check automatically, there are problems, such as expression of codes for egress and limitation of extractable information from the BIM model. This paper shows what problems exist and assignments to be resolved. Also, current developing processes are presented, and suggestions are made about the direction for the work that remains.

  • This thesis draws institutional problem about safety of architectural structure through analysis of architectural structure regulation. The law of analysis target are building codes, enforcement ordinance of building codes, enforcement regulations of building codes, regulation for structure standards of building, building structure standards. The analysis showed there are imperfections in confirmed procedural application of structure safety and suggested reformation. It's necessary to make supplementary policies for the suitability of the term use and the structure safety certificate of compliance, establishing a special structure code.

A reliability-based approach to investigate the challenges of using international building design codes in developing countries

  • The building design codes and standards in many countries usually are either fully or partially adopted from the international codes. However, regional conditions like the quality of construction industry and different statistical parameters of load and resistance have essential roles in the code calibration of building design codes. This paper presents a probabilistic approach to assess the reliability level of adopted national building codes by simulating design situations and considering all load combinations. The impact of the uncertainty of wind and earthquake loads, which are entirely regional condition dependent and have a high degree of uncertainty, are quantified. In this study, the design situation is modeled by generating thousands of numbers for load effect ratios, and the reliability level of steel elements for all load combinations and different load ratios is established and compared to the target reliability. This approach is applied to the Iranian structural steel code as a case study. The results indicate that the Iranian structural steel code lacks safety in some load combinations, such as gravity and earthquake load combinations, and is conservative for other load combinations. The present procedure can be applied to the assessment of the reliability level of other national codes.

  • The recent tragic outbreak of fire at the Grenfell Tower in the United Kingdom compels all branches of government to reexamine and reassess the safety measures against fires in high-rise buildings from a broad perspective. Accordingly, this study examined what problems stem from the current evacuation codes by comparative analysis of the high-rise apartment evacuation codes that range over various individual laws before introducing a new evacuation code. The outcome of this study can be utilized as basic data for amending the existing evacuation codes for high-rise buildings. The codes related to high-rise building evacuation include the Building Act, the Housing Act, the Skyscraper Disaster Management Act, and the Fire-Fighting System Act. Some local governments have also drawn up their own codes and put them into practice. Comparative analysis of the major evacuation codes has helped identify a variety of problems, such as different codes being applied to each individual law and ordinance, the use of additional codes other than the provisions of laws and ordinances, and the in effectiveness of evacuation codes. Most of these problems occur when diverse codes are applied to a single building, which means that cooperation among the relevant ministries is urgently needed to improve the related codes in the future.

A Study on the Prescriptions of American Codes for Straw Bale Structures and the Legislation Direction of Korean Straw Bale Code (미국 짚단벽구조 법규 분석 및 국내의 법제화 방향 연구)

  • The purpose of this study is analyzing the prescriptions of American codes for straw bale structures and proposing the legislation direction of Korean building code. The process of this study is as follows: (1) To set up the legislation direction of straw bale code of Korea, this study investigated the current state and features of straw bale houses in Korea, and looked into the worldwide status of straw bale codes and permitting. (2) To provide basic data for the legislation of Korean straw bale code or guideline, this study analyzed American codes for straw bale structures like the Tucson/Pima County Arizona Building Code Appendix Chapter 72 - Straw-Bale Structures, California State Guidelines for Straw-Bale Structures, New Mexico Standards for Non-load Bearing Baled Straw Construction, Oregon State Residential Code Appendix M - Straw-Bale Structures and so on. The analysis items are the scope of rule application, material specifications, requirements for straw bale walls/foundations and construction requirements. (3) On the base of analysis of American straw bale codes, this study proposed the legislation process and direction of Korean straw bale code and guideline.

  • There are several methods for constructing self-dual codes. Among them, the building-up construction is a powerful method. Recently, Kim and Choi proposed special building-up constructions which use symmetric generator matrices for self-dual codes over GF(q), where q is odd. In this paper, we study the same method when q is even.
