The object of this study is to examine the process of the birth and transformation of civil engineering education as well as of modern civil engineers, called 'State noblesse', in the state engineer groups of France. For this, we will look into the background of founding the civil engineer corps and the civil engineering school, the transformation process of the civil engineering school into the applied school of Ecole Polytechnique, the activities of civil engineers in the industrialization process, and finally the organization and identity of the civil engineer group.

Construction period is longer than the non-disclosure in civil construction of apartment house. And this process is intensive at the beginning and end of construction. Because this project management expertise is required. Nevertheless, subsidiary work(Working avoid a tendency of advanced technician, Frequent turnover and employment contracts, etc.) management attention of construction is at a lower level. Because of, there are the bad factors(trial and error, finish degradation, etc.). Therefore, this study analyzed Hindrance Factor of quality control on apartment complex construction work and presented importance of civil construction engineer's role. Also, forms of civil construction engineer, Performance experience and technical Strength of apartment complex construction was investigated for the construction. To this end, It analyzes the relationship between forms of civil construction engineer, Performance experience and technical Strength of apartment complex construction and Construction of evaluation as required by Construction Technology Management Act.

This paper presents several important status and strategic rotes for APEC Engineer Framework. Every technologies and engineering services are opened to the world and freely competed under WTO system after 1995. Most developed economics have been organized and coordinated each other within the common economic zone, such as EU, NAFTA for the mutual recognition agreement for professional engineers . Asia Pacific Economic Cooperation Engineers ( APEC Engineers) has been organizing to proceed the mutual recognition agreement for professional engineers among the Asia and Pacific economic including Korea from 1996. Therefore, Korean government and civil organization, such as KPEA must monitor and investigate the activities and managements of APEC Engineers.

The purpose of this study was to compare and analysis researches related the promising career and job outlook and to provide the direction for job choice to engineering students. Literature review and expert council were used to achieve the objectives of study. The result of this study was analyzed that these jobs were promising, that is, environmental scientist and specialist, earth scientist and hydrologist(education and research related career), architecture and architectural engineer, civil engineer, landscape technician, land surveyor map production expert photo surveyor surveying technician(construction related career), material engineer (mechanics and material related career), mine and geology engineer(chemistry, fiber and environment related career), computer system design and analyst, system software engineer, application software engineer, web specialist, and computer support specialist (electrical and telecommunication related career) and food engineer(food related career). In addition, health silver specialist, bio biomedical engineer, renewable energy specialist etc. were promising by considering social and economic trend for demographic change like aging and green growth.

This paper examines the birth of civil engineers in the United States. Unlike the advanced some European countries such as Great Britain or France, as a new nation America had to import high-tech technologies from them. In the process of transplantation she had mixed up the civil engineering of British style with French's. As a result, the training of the civil engineers in America had developed in various ways.
