The Characteristics of Coastal Zone Management Methods in U.S.A -Focus on Zoning & Integrated Methods of Different Kind Data- (미국 연안구역(Coastal Zone) 관리수단의 특성 -조닝방식과 이종 데이터 간 통합방법을 중심으로-)

  • It is necessary to collect the coastal zone data, to prepare the objective analysis methods, and to build the scientific and technical support system for the efficient management of coastal zone in local aspect. This study analyzes the coastal zoning methods and the integrated methods of different kind data by case study of U.S.A coastal zone. The characteristics of coastal zone management methods in U.S.A are as follows; the concrete indices and methods of establishing coastal zone which can respond to the local values and land use, related data analysis methods for supporting spatial decision making, and establishment and administration of bureau for the spatial information construction and integration of coastal zone. This study suggest the technical implications which can build the domestic coastal zone management in local level on the basis of the common values of the coastal zoning methods and integrated methods of heterogeneous data in U.S.A.

Characteristics of Climate in the Eastern Coastal Regions of Korean Peninsula (한반도 동해안 지방의 기후 특성)

  • Characteristics of climate in the eastern coastal regions of Korean Peninsula were studied using the meteorological and coastal sea surface temperature (SST) data which were compiled from 1961 to 1990. In the winter half year (from October to March), air temperature (AT) and precipitation of the eastern coastal regions were considerably higher than those of the western and inland regions, but relative humidity was $8{\sim}15\%$ lower. AT of coastal regions was closely related to the variation of coastal SST. These characteristics were more noticeable in the eastern coastal areas and in lower latitude regions. Quantitatively, the $1.0^{\circ}C$ variation of coastal SST may have resulted in the $1.0^{\circ}C{\sim}1.5^{\circ}C$ variation for AT in coastal regions. In the same way as temperature, vapor pressure in coastal regions was also influenced by coastal SST. Relative humidity change corresponding to the $1.0^{\circ}C$ variation of coastal SST was $3.7\%{\sim}6.5\%$. Net heat exchange amounts were positive (sea surface gaining energy) in all coastal regions. Sea surface gained net heat from March to September, and lost it from October to February. Variation of AT in coastal regions was also related to the sensible and latent heat exchanges. Sensible and latent heat amount corresponding to the $1.0^{\circ}C$ variation of AT were $10Wm^{-2}$ at Kangnung, and $8Wm^{-2}$ at Pohang and $13Wm^{-2}$ at Pusan.

  • The purpose of this study is to propose new systems for improvement of coastal landscape management in Busan area. The coastal landscape management systems in Busan are divided into urban planning sector, coastal management sector and environmental preservation sector without any comprehensive lay or integrated management system. These findings indicate that the coastal landscape is in need of integrated management in the form of coastal management rather than urban planning because coastal landscape os different from urban landscape by nature. The coastal landcape management ordinance which is based on the Coastal Management Ant should be established and the special zoning system for costal landscape management is to be set up under this ordinance. Then the comprehensive landscape plan for Busan coastal area and the design guidelines for each zone are mandatory. Also Busan city government and the district office must have a responsible department, experts and coastal landscape review committees.

  • Coastal cargo shipping is regarded as environmentally friendly and less costly compared to other transport modes: therefore, many developed countries endeavor to activate coastal cargo shipping. In Korea, a couple of policies are suggested for coastal cargo shipping; however, shippers' aspects seem to be neglected or not analyzed. In this regard, this study aims to identify barriers in the coastal cargo shipping, in respect to shippers' aspects. To find out the reasons shippers hesitate to use coastal cargo shipping, we made a questionnaire and surveyed. We found out some meaningful points in this study as the followings. First, the proportion of using the coastal cargo shipping is very low. Second, the shippers give weights on time and costs factor, and their preference for punctuality and stability of the transportation services is extremely high. Third, the shippers believe that improvement of the services of the coastal cargo shipping is very important in national logistics system although most do not use currently. They also believe that the success of coastal cargo shipping lies in whether it can transport the huge amount of cargos with lowest costs. Finally, the most important factor, when they choose the transport mode, is the punctuality and stability of the transportation services.

Management of Water Pumping System in Coastal Area of Jeju City Based on Coastal Landscape (제주시 해안경관을 고려한 해수인수관 관리방안)

  • Water management treatment of coastal region has been an important problem in Jeju city since the distributions of pipeline of the pumping system made a bad view in coastal region. To solve the problem, we observed the pipelines that are on the surface around the coastal region from Tapdong to Doduhang. From the observations, we found that Todong and Dodu areas were not unsightliness because the all pipelines were located in underground. However, the other areas, such area Yongdam, Handugi, Yongdam fishing village, had a serious problem for the coastal landscape view. To solve the problem, at we estimated coastal land color characteristics of Jeju city based on the observation of the pipelines. The estimated color panel shows that the green, blue and grey colors are a dominant factors of the Jeju coastal region. Based on the color panel, we proposed two methods, that is, one is a short time treatment, the other is a long time one. The short is based on the colour treatment, which is pipeline colour changing into surround natural one. The long time is the construction plan design method. Although the later method was very useful in Jeju island. However, it takes a lot of time and money. Therefore, in the situation, the short time is the better than the long time one.

Review of the Functional Properties and Spatial Distribution of Coastal Sand Dunes in South Korea (우리나라 해안사구 분포 현황과 기능특성에 관한 고찰)

  • Coastal sand dunes are dynamic and fragile buffer zones of sand and vegetation where the following three characteristics can be found: large quantities of sand, persistent wind capable of moving sand, and suitable locations for sand to accumulate. The functional properties of coastal sand dunes include the roles in sand storage, underground freshwater storage, coastal defense, and ecological environment space, among others. Recently, however, the integrity of coastal dune systems has been threatened by development, including sand extraction for the construction industry, military usage, conversion to golf courses, the building of seawalls and breakwaters, and recreational facility development. In this paper, we examined the development mechanisms and structural/format types of coastal sand dunes, as well as their functions and value from the perspective of coastal engineering based on reviews of previous researches and a case study of a small coastal sand dune in the Nakdong river estuary. Existing data indicate that there are a total of 133 coastal sand dunes in South Korea, 43 distributed on the East Sea coast (32 in the Gangwon area, and 11 in Gyeongsangbuk-do), 60 on the West Sea coast (4 in Incheon and Gyeonggi-do, 42 in Ghungcheongnam-do, 9 in Jellabuk-do, and 5 in Jellanam-do), and 30 on the South Sea coast (16 in Jellanam-do, 2 in Gyeongsangnam-do, and 12 in Jeju).

  • Industrialization and urbanization of coastal areas in recent years have brought about a lot of coastal marine environmental problems. Water quality problems such as eutrophication or pollution by toxic chemicals are especially serious, threatening coastal ecosystems. These problems are mainly induced by anthropogenic loads of materials from the land. In order to design suitable counter measures, we should well understand the processes causing the problems.
