Comparative Analysis of Foreign Armed Forces' Safety Management System for the Development of the R.O.K Defense Safety Management System (국방 안전관리시스템 개선을 위한 주요 외국군 사례분석 연구)

  • Department of Defense, Republic of Korea has put in significant efforts towards safety over the years by developing defense safety management systems, such as establishing safety management organizations and enacting laws and regulations. Therefore, the number of casualties due to military activities has been reduced dramatically. However, many errors and problems are present in the safety management system (SMS) owing to a lack of proper SMS. That brings inefficiency and discontinuity in SMS. Hence, typical phenomena such as lack of safety management professionals and reactive safety management activities have not been properly corrected. This study reviews various academic papers on the SMS and research reports of major foreign institutions to redefine the concept and components of the defense safety management system to ultimately suggest improvement in the R.O.K defense safety management system. Additionally, the safety management system of the U.S. and British forces, considered to be the leading safety management system, were analyzed and compared to R.O.K defense SMS to derive their implications.

  • The number of natural disasters has risen dramatically such as earthquakes, typhoons and floods. However, the scope of disasters expand in today's society due to the rapidly changing environment. This study is to suggest improvements for disaster management system in defense field in order to reduce possible loss or damage from a huge disaster. Through two case studies from the United States and Japan, this research aims to support policy making of disaster management system in defense field.

Factors to Affect Dental Radiation Safety Management Behaviors (치과 방사선 안전관리 행위에 영향을 미치는 요인)

  • This study conducted a survey targeting at dental hygienists working in medical institutions located in Daegu, Pusan, Ulsan Metropolitan City and Gyeongnam and Gyeongbuk Province from July 18th to August 26th 2011, in order to study factors which affect radiation safety management behaviors and improve levels of those behaviors. The results of this study are as follows. 1. There were significant differences in radiation safety management knowledge of dental hygienists, according to service institutions (p<.001), the current state of defense facilities (p<.006) and the necessity for safety management education (p<.012). 2. There were significant differences in radiation safety management attitudes, according to age (p<.014), service institutions (p<.003), work experience (p<.009), educational level (p<.002), the current state of defense facilities (p<.015), the necessity for safety management education (p<.005) and the intention to take part in the education (p<.036). 3. There were significant differences in radiation safety management behaviors, depending on experience in safety management education (p<.068), measurement of exposed dose (p<.010), the state of defense facilities (p<.001). 4. There were statistically positive correlations between radiation safety management knowledge and attitude, and between radiation safety management attitude and behavior (p<.05). 5. The regular measurement of exposed dose (p<.046) and the present state of defense facilities (p<.001) were found to be factors to affect radiation safety management behaviors. In conclusion, it is considered that building perfect defense facilities of radiology rooms and measuring the exposed does of dental hygienists on a regular basis to alert them to the danger of radiation is considerably important to improve radiation safety management behaviors.

  • Army guns, swords, and explosives are substances that remain in danger and are expected to suffer significant damage in the event of an accident. Therefore, considerable attention is needed to handle them. Safety management of army guns, swords, and explosives can be classified into manufacturing, storage, and transportation, among which transportation is essential for performance tests and contract delivery. In 2020, the number of army guns, swords, and explosives transport increased by 30% compared to 2014, which can be seen as an increase in the demand for the transportation of army guns, swords, and explosives by defense companies due to defense improvement projects. Meanwhile, social interest in explosives safety management and social demands for strengthening safety management are increasing due to the explosions of explosive plants. Therefore, it is necessary to look at the status of safety management. This study examined the safety management for the transportation of army guns, swords, and explosives in the united states and domestic private sector. This paper presents improvements to safely and efficiently transport army guns, swords, and explosives.

  • In order to improve participation and quick decision-making in an emergency, the Voluntary Participation Program was recommended in this study for effective management of Civil Defense. The problems in the Law and Administration group and Forced Education by Mobilization system were analyzed through actual conditions of Civil Defense management and participation. In order to improve these problems, cases such as "Extension of Participation Methods", "Cooperation Activities with Civil Groups", "Usage of Community Information" were studied. Based on the investigation results, domestic applicability was recommended.

  • Purpose: A Study on the application of quality management system specification to production validation and audit in military airworthiness certification. Methods: Aircraft quality management system specification for quality assurance and production validation and audit requirements were examined to verify. Also, the system for domestic and foreign production certification were investigated. Results: Production validation and audit criteria for military aircraft by applying methods suggested Aircraft Certifications Systems Evaluation Program(ACSEP). ACSEP evaluation of the items, some items were complementary and not applied. Conclusion: As a way to ensure the safety of aircraft, confirm the correction of Production validation & audit criteria and rulemaking is necessary and how to manage for Critical Safety Item(CSI) is a need to improve.

A Survey and Analysis of Defense Industry Quality Management Level for Advancement of Defense Quality Policy (국방분야 품질정책 고도화를 위한 군수품 생산업체 품질경영수준 조사 및 분석)

  • Defense industries which require high reliability need an optimized quality management system with well-planned implementation. And the government should examine the overall status of defense industries, then establish practical policies with a proper support plan in required areas to upgrade the quality management level of manufacturers. Thus, DTaQ developed the model for 2 years from 2014, which specialized in quality management level analysis for defense industries. And a survey has been undertaken with that model by DTaQ and Korea Research Center in 2016. The surveyed companies randomly sampled among those which have more than 30 employees and delivery history over past 3 years, and finally 106 defense industries were selected. This paper present survey method and indexes for survey of defense industry quality management level. The survey was conducted in the order of planning, data collection and data processing, and the validity and reliability of the data were verified to increase objectivity of survey results. The survey contents mainly consist of system quality and management quality. System quality includes Product Development Management, Production Operation Management, supply chain quality management, Safety & Environment Management and Reliability Management, on the other hand, management quality includes Strategic Leadership, Human Resource Management, Customer Market Management and Information & Knowledge Management. Thus this proposes the current overall quality management status of the 106 defense industries and shows level differences by company sizes and manufacturing sectors based on the result of survey. Specifically, this paper enables to track the areas which need prompt government support with the policy directions to make quality management level higher. Therefore, it is expected that this can be used as reference data in establishing quality policies for military supplies in the future.

A Study on Improvement of Submarine Torpedo Acoustic Counter Measure Launcher System Safety Device Performance (잠수함용 어뢰기만기 발사체계 안전장치 작동성능 향상에 관한 연구)

  • Purpose: The purpose of this study is to improve submarine TACM launcher system safety device performance. Methods: In this study, EPLD(Electrically Programmable Logic Device) control and time sharing method to the safety device actuator motor and discrete signal processor in launch control panel were used to resolve unusual performance of safety system. Results: The result of this study are as follows; First, sporadic stopping of safety device actuator motor due to insufficient In-Rush current was resolved. Second, repeat of safety device condition as lock & release due to chattering for motor activating was resolved. Third, simultaneous release function for safety device actuator was available. Conclusion: The unusual performance of function for submarine TACM launcher system was overcame by applying EPLD control and time sharing method. The suggestions were proved by performance test in the pressure chamber. The results of this study enhanced survivability of ${\bigcirc}{\bigcirc}{\bigcirc}$ class submarine from enemy torpedo.

A Study on the Improvement of Safety Management for Military Demolition Works (군 해체공사 안전관리 개선에 관한 연구)

  • Since the 2000s, the demand for private demolition works has been gradually increasing as the apartment housing market has been led by redevelopment and reconstruction. In the case of the military, the Ministry of National Defense is consolidating troops from each military unit to reorganize the unit structure in accordance with Defense Reform 2.0; the plan includes reducing the garrison used by each unit to 70% of its current level. Accordingly, the demand for demolition work in the military is also expected to increase. However, the military regulations do not reflect the relevant laws that have been revised recently. This study identifies regulations and system improvements for demolition work suitable for the military based on an analysis of accident cases that have occurred during demolition work, of domestic and foreign laws and regulations related to military demolition work, and of the problems with current military safety management at each stage of planning, design, and construction. The study subsequently proposes improvements for military demolition work, including budget execution adjustment, the establishment of training courses, on-site inspections, the development of guidelines for military demolition work, the provision of risk assessment standards, and the need for the qualification of equipment operators.

  • Purpose: Propose model to diagnose and assess National Defense Industry and quality management by investigating and analyzing established standard model. Methods: Research on established internal model including MB, EQA and JQA model and make standard index for quality index extraction and quantitative index to test objectively for internal state. Results: Extract advantage and disadvantage by performance of National Defense Industry level diagnose and build foundation for quality management policy and road map. Conclusion: Due to result of diagnostic assesment of quality management of national defense industry, dependability, SCQM and safety part shows vulnerability and require improvement and support.
