A Systematization Model of the Design Phase VE Selection by the Analysis of the Required Items in the Apartment (공동주택 설계VE의 요구항목 분석을 통한 대상선정 체계화 모델)

  • VE is one of the most effective and systematic tool available to achieve the required function at minimum cost and manage in many industrial fields. The purpose of the preparation phase VE job plan is to establish a cooperation system referring to groups for the successful implementation of VE, and to achieve a common objective to collect sufficient materials required in the analysis phase. The Quality Model is used to measure the requirement of shareholders(users and owners)in the project. It also offers a guideline on decision making when executing the function definition, function arrangement, function evaluation, and the idea evaluation of VE. However, the current the preparation phase business confirms that the required items of owners and users has not suggested definite goals and directions. This study analyzes the problems of current work in the preparation phase from case study, survey and interviews of experts. It then proposes a new process after understanding the required items of owners, users and experts.

  • Although pilot projects have been actively carried out from 2017 to present to institutionalize CM at Risk, one of the major tasks for innovation in the construction industry, standards and processes related to Design VE, a key tool for determining GMP in the pre-construction phase, have not yet been established. Therefore, through research and operation status related to CM at Risk and Design VE, and survey on project participants' perception, the problem of the existing design VE process was derived, and the design VE process suitable for the CM at Risk project was proposed. The application plan was proposed in three aspects: Schedule, Cycle, and Process, and the appropriateness and applicability were verified through FGI. The results of this study are expected to be used as basic data on the establishment and legislation of order standards to be made in the future.

  • To convert the construction industry from 'the high cost, the low efficiency' to 'the low cost, the high efficiency and value-added industry' and to enhance the performance and quality of products while reducing the cost, the related law and guideline were established and promulgated, which regulate that value engineering workshop during the preliminary design and the detail design stage should be a mandatory process. But VE practitioners are still confusing in choosing the proper value engineering process, because processes those are described in the various references use the different terms, steps and activities, even though they have their own specific characteristics. To resolve these confusions, the existing steps and activities of three kinds of the literature, four kinds of the organization's policy and other four kinds of study examples relating to the design VE were examined. And then, the differences and expecting problems were extracted through the comparison and analysis of those materials. After that, VE specialists' opinion through the questionnaire survey were grasped. Based on those studies the improved design VE Job Plan and activity statements were suggested.

  • The ideas created by the execution of Value Engineering(VE) during design phase are usually proposed in a scattered way due to the characteristic of brainstorming. Because of this process, it is likely that similar ideas are proposed duplicatedly, and the created similar overlapping ideas may lead to different analyses and evaluations respectively. The efficient analysis/evaluation of the such similarly created ideas are not easy and the verification of the adequacy and objectivity of the ideas becomes harder and the objective evaluation gets more difficult as well as consumes much time. In spite of the perfect executions of preparatory step for idea creation, the difficulties in managing the similarly created ideas in quantity systematically result in the reduced reliability of the VE activities during design phase. Thus, this study proposes a process model for the efficient idea creation and management of the VE activities during design phase.

  • After the introduction of the design VE system in 1990s, based on the legal system has made a rapid growth. Also It is evaluated as qualitative growth. Despite this growth, VE effort can cause the occurrence of the risk. In this paper carried out to hindrance factor that decrease the productivity in VE phase for strategy to improve the utilization of basic data.

  • This study attempts to understanding of outer space elements in a rural house through an analysis nouns for function definition phase in design value engineering. To choose main check objects, this study examines requests by rural dwellers and analyze function definition in design value engineering. The rural dwellers prefers that barrier free design, outdoor working space and security of calamity. Each selected elements are classified the nouns into a main noun by analysis function definition nouns at design VE phase. The nouns are reclassified into the main nouns as a distance, a space, and a form.

  • Paris Agreement of Climate Change seem affect to Korea eco-policy. Meanwhile the eco-design for reduce carbon emission have been applied in design phase of construction. However eco-design have applied passively except the project of eco-building system. For reflect eco-component in design, design VE that be appling to basic design and executing design phase of all construction project of over 10 billion should be use. But present applying VE Job Plan is reflecting partly eco-component, so the effect is small. Therefor new eco-VE development that reflect eco-elements to exist VE need. As the result of this study, the concept of environmental cost is defined to accounting. The calculation of the cost was using methods that apply $CO_2$ emission trading price, WTP, carbon productivity concept and carbon tax based on $CO_2$ emission. However, in order to apply eco-friendly VE at design phase, the model of new concept included carbon productivity concept is necessary. The eco-friendly VE model of new concept is model using $CO_2$ emission and potential environmental pollution index (PEPI). This study tried define eco-value model and environmental cost definition that become the major axle of eco-VE.

  • Value Engineering(VE) at design phase(so-called Design-VE) becomes quite a compulsory solution for better customer satisfaction, cost reduction, higher product performance, and, eventually, insured predominance in the competition. Unlike intended, however, the customer requirement on Design-VE has not been fully reflected in reality. Furthermore, the Design-VE occasionally does not progress in regular sequence; Preparation for measuring customer requirement - Function analysis - Idea creation. Therefore, this study suggests Axiomatic Design Theory to be adopted in Design-VE process expecting that the functions required by the customer could systematically reflected in VE process. Post-occupancy Evaluation(POE) is also represented as a method to measure and arrange the customer requirements. The customer satisfaction Design-VE process creates ideas defining functions in more detailed, to reflect the concrete user requirement. This approach helps function analysis and idea creation linked closely because function and idea are developed zigzag (i.e. function - idea - function...) in being decomposed into level down. The application of the process proposed by this study will be helpful to improve the customer requirement measurement and clarify a link between functions and ideas.

  • The purpose of this study is to present proper VE application methods to euly design phases. Since VE methodology is more effective on early stage of design phase, the study focused on application of VE methodology in early stage of design process. With the examination of past studies, obstacles of VE application in domestic construction industry are defined. To solve these problems, this paper presents (1) subdivision of VE execution time, (2) an appropriate VE targeting method for construction industry, (3) a resonable and practical function analysis process, and (4) modified design-VE job plan.
