CM방식은 CMr과 발주자가 일체가 되어 프로젝트의 전반을 관리하는 방식으로, CMr은 기술적 중립성을 유지하면서 발주자 관점에서 설계 발주 시공의 단계에서 각종 관리 업무의 전부 또는 일부를 실시하는 것이다. 건설과정에서 새로운 전문직으로 발전하고 있는 CMr은 계약에 따라 업무와 서비스 범위가 확정되므로 높은 수준의 윤리가 요구된다. 본 연구에서는 관련법에서 제시하고 있는 CMr의 법적지위와 업무수행에 따른 윤리기준과 윤리특성을 제안하였다. 결론으로는 첫째, 건설사업관리업무의 법적 특성은 관리업무를 부여하는 사람과 부여받는 사람의 계약관계에 따라 사람의 노동력을 제공하는 형태로 수행되는 위임계약, 과실책임, 선관주의 의무를 갖고 있다. 둘째, 건설사업관리의 업무 특성은 조정자의 역할, 전문기술 서비스, 발주자 설명책임과 공공성을 갖고 있다. 셋째, 이러한 업무 특성에 따라 전문가로서 건설사업관리자의 윤리평가기준은 의도, 행위와 결과로 분류하고, 이를 업무 특성과 연관시켜 덕윤리, 의무론, 결과론으로 제안하였다.

한국판 뉴딜에서 제시된 그린리모델링은 공공건축물을 대상으로 신재생에너지 설비와 고성능 단열재 등을 사용하여 친환경, 에너지 고효율 건축물을 신축하거나 리모델링 하도록 하는 사업이며, 정부는 그린리모델링을 실시함으로써 탄소배출감축량 목표를 달성하고자 한다. 그린리모델링을 실시하는 해외의 주요 도시들은 건물 특성에 따른 에너지성능 평가, 민간 활성화를 위한 보조금, 세제혜택과 더불어 기술지원 및 홍보를 적극 추진하고 있다. 이러한 배경에서 본 연구는 그린리모델링 사업에 대한 현황과 문제점을 분석하고, 설문조사 결과를 토대로 그린리모델링 활성화 방안을 도출하였다. 또한 시민참여, 홍보, 행정 우선순위 선정 전략 등 전략적 방안, 그리고 민간영역 확대를 위한 공공부문의 선도적 역할, 사회적 약자를 위한 지원의 확대, 금융 및 조세 지원제도 확대 등 정책적 방안을 제안하였고, 본 연구의 결과는 그린리모델링 사업 활성화에 대한 기초자료로 활용될 수 있을 것으로 기대된다.

The conventional systems engineering has been performed mainly based on documentation artifacts. Although the Document-Based Systems Engineering has played a very important role in developing and deploying systems, it is difficult for systems engineers to build, to clarify, and to reuse the operational, functional and physical views of the System of Interest (SOI) efficiently. An information-age approach to this problem is the Model-Based Systems Engineering which has been emerging as a very productive solution for stakeholders to define, and understand the desired systems easily, to communicate and collaborate efficiently among each other, and also to verify and validate the systems solutions effectively. This paper proposes a set of MBSE process, methods, and models for use during the systems analysis and design phase of the naval combat system development. An example application of the proposed approach was exercised and a set of artifacts was generated for an export combat system project to demonstrate its effectiveness.

자기부상열차는 전자기력으로 차량을 부상, 추진하는 시스템으로써 친환경적이고 주행성능이 우수해 장래의 대중교통수단으로 각광받고 있다. 국내에서도 1989년 이후 자기부상열차와 그 시설물에 대한 연구가 진행되고 있으며 2012년 인천에 도시형 자기부상열차가 실용화될 예정이다. 도시형자기부상열차가 실용화되기 위해서는 자기부상 전용 가이드웨이의 성능이 확보되어야한다. 또한 자기부상열차는 나라마다 차량형식이 달라 국내 실정에 맞는 적절한 설계기준이 필요하다. 본 연구에서는 도시형자기부상 실용화 사업에서 제안된 자기부상 가이드웨이를 대상으로 유한요소해석을 수행하여 도시형 자기부상 가이드웨이의 단면성능을 평가하고 충격계수를 산출하였다. 해석수행 결과 동적증폭효과는 크지 않은 것으로 나타났으며 이를 통해 향후 자기부상 전용 가이드웨이 충격계수 설계기준 정립에 필요한 자료가 될 것이라고 기대된다.

This study is part of a project to develop and improve mooring systems for oceanographic use that include an electro-optical sensor, 1MHz Nortek Aquadopp Doppler Profiler and AIRMAR multipurpose Sensor. The adaption of Doppler current profilers to measure directional wave spectra has provided a new instrumentation approach to coastal and nearshore oceanographic studies. The HEIOB is developed are light weight and of a compact design, and can be easily installed in marine environment. Since there are no base station and gateways in marine environments, we selected CDMA and Orbcomm to send the data information. Therefore, the data can be sent by either e-mail service or Short Message Service (SMS). This paper will present some of scientific sensor results regarding real-time oceanographic and meteorological parameters such as wind spend, wind direction, wave direction, and etc. The modeling and test results highlight the engineering challenges associated with designing these systems for long lifetimes. It can also be used in future application to build wave observation buoy network in real-time using multiple ubiquitous buoys that share wave data and allow analysis of multipoint, multi-layer wave profiler.

In many parts of the world, low cost housing used to be built and maintained by the governments, based on designs and detail specifications prepared by the public sector with construction carried out by contractors. Results vary due to differences in design standards, workmanship and property management, depending also on the neighbourhood's care of the estates and their pattern of usage. In the UK, where Private Finance Initiative (PFI) has been used for infrastructure projects, there have been successful cases of city estate being transformed by PFI. These PFI housing schemes involve new-build, refurbishment as well as facility management. Unlike traditional construction, which is based on prescriptive specifications, PFI housing is based on output specifications. A study has been undertaken to compare the two specification approaches as they are applied to housing estate. Results are enlightening and serve as good reference to cities such as Hong Kong SAR and Singapore, where public housing provisions have been a major concern of their citizens as the building stock gets older.

EquiMar (Equitable Testing and Evaluation of Marine Energy Extraction Devices in terms of Performance, Cost and Environmental Impact) is one of the first round of energy projects under the European Commissions 7th Framework Programme (FP7). The three year EquiMar project aims to deliver a suite of protocols for the evaluation of both wave and tidal converters, harmonizing testing and evaluation procedures across the wide range of available devices, accelerating adoption through technology matching and improving the understanding of both environmental and economic impacts associated with the deployment of devices. The EquiMar protocols will cover site selection, initial design, scaling up of designs, the deployment of arrays and environmental impact assessment as well as economic issues. EquiMar will build on existing protocols, e.g. UK DTI Marine Renewables Development Fund (MRDF) protocols for wave and tidal energy, and engage with international standards setting activities, e.g. IEC TC114.

This study is aimed to identify environmental management expert's competencies, to analyze educational need, and to improve curriculum of Global Environmental Management major of 'Seoul National University'. Environmental experts are divided into three groups through 'the right people' of the Global Environmental Management major: environmental management businessman, environmental management policy maker, environmental management international cooperator. This study selected three high-performers of each categories through recommendation and made them build a competency model for what the high-performer's behavioral characteristics is. And the educational needs analysis was carried out by practitioners in environmental management field. This study ordered the priority of educational needed competencies by method of Borich's proposal. The high priority of competencies that should be educated preferentially are as follows: responding to environmental policy, analyzing domestic & foreign environmental policy and design international environmental cooperation project. To be secure the consistency with the field need and university curriculum, it is needed to find various interventions in environmental management education and to improve curricula focused on specific competencies.

Seismic isolation is a viable strategy for protecting safety-related nuclear structures from the effects of moderate to severe earthquake shaking. Although seismic isolation has been deployed in nuclear structures in France and South Africa, it has not seen widespread use because of limited new build nuclear construction in the past 30 years and a lack of guidelines, codes and standards for the analysis, design and construction of isolation systems specific to nuclear structures. The funding by the United States Nuclear Regulatory Commission of a research project to the Lawrence Berkeley National Laboratory and MCEER/University at Buffalo facilitated the writing of a soon-to-be-published NUREG on seismic isolation. Funding of MCEER by the National Science Foundation led to research products that provide the technical basis for a new section in ASCE Standard 4 on the seismic isolation of safety-related nuclear facilities. The performance expectations identified in the NUREG and ASCE 4 for seismic isolation systems, and superstructures and substructures are described in the paper. Robust numerical models capable of capturing isolator behaviors under extreme loadings, which have been verified and validated following ASME protocols, and implemented in the open source code OpenSees, are introduced.

As with the January 2005 amendment of the Act on Private Participation in Infrastructure, schools are now included in the scope of privately-funded infrastructure projects. According to the announcement made by the Ministry of Education, Science and Technology in 2007, a total of 1.1 billion-won stimulus package has been proposed and is being implemented to operate private investments in social infrastructure helping to secure sufficient educational facilities for a period of five years from 2005 to 2010. Private participation offers first-priority infrastructure in a timely manner, raises efficiency with creative project conception and design, and stimulates economy by tapping into unemployed fund. This study limited its scope to new school construction projects in Gyeonggi Province which have been implemented via BTL system since January 2005. And using field-inspection and interview techniques, the study proposed improvement schemes applicable to the field. The results will be fully incorporated into new school construction projects to be carried out in the future, to help build creative learning space-student-oriented quality structures-where in Korea's leaders of the 21st century knowledge-based society will be educated.
