In response to climate change under a university level, this study has intended to find carbon-neutral campus development measures for Chungbuk National University (CBNU), which is composed of such facilities as education, research, and residential buildings. To reach this goal, we reviewed related literatures to find development measures for carbon neutral campus, employed a survey method asking students to show their preference and suitability toward provided measures, and statistical analyses to find appropriate measures using factor analysis. We have found the following results. First, based on literature review, we have identified several concepts regarding carbon-neutral city and has found the elements of carbon-neutral campus development. Second, we have drawn carbon-neutral campus development measures of CBNU through factor analysis. Finally, based on the characteristics and the present carbon-neutral campus conditions of the CBNU, we presented development measures.

The plastic strategy adopted by the EU in January 2018 was established to implement circular economic policies and the Sustainable Development Goals(SDGs) of the United Nations. The strategy includes the vision and implementation measures to achieve, which are primarily measures to improve recycling and increase demand for recycled plastics. The representative measures include the design that considers recycling possibilities, reinforcement of demand for recycled plastics, suppression of occurrence, and response to micro-plastics. The policies to implement these measures include legislative restrictions and economic measures (EPR, GPP). It is especially desirable that the policies are applied differently depending on the plastic product. The Korean government has established comprehensive measures for all stages from production to recycling, but those measures are not comprehensive compared to the EU's strategy. The reason is that the refusal of waste collection makes the Korean government establish the approach from the aspect of waste management instead of the implementation of a circular economy or SDGs like the EU. The countermeasures are aimed at achieving a 50% reduction in waste generation amount and a 70% recycling rate. It is considered that the possibility of achieving the goal will increase by examining the measures and policy means in the EU's plastics strategy.

Main control room(MCR) man-machine interface(MMI) design of advanced nuclear power plants(NPPs) such as APR(advanced power reactor)-1400 can be validated through performance-based tests to determine whether it acceptably supports safe operation of the plant. In this work, plant performance, personnel task, situation awareness, workload, teamwork, and anthropometric/physiological factor are considered as factors for the human performance evaluation. For development of measures in each of the factors, techniques generally used in various industries and empirically proven to be useful are adopted as main measures and some helpful techniques are developed in order to complement the main measures. Also the development of the measures is addressed based on the theoretical background. Finally we discuss the way in which the measures can be effectively integrated and then HUPESS(HUman Performance Evaluation Support System) which is in development based on the integrated way is briefly introduced.

Technical Measures includes Measures of Effectiveness(MOEs), Key Performance Parameters(KPPs), Measures of Performance(MOPs) and/or Technical Performance Measures(TPMs). Technical measurement is the set of measurement activities used to provide supplier and/ or acquirer insight into progress in the definition and development of the technical solution, ongoing assessment of the associated risks and issues. This paper describes how technical measures can be applied, using the measurement process described in the previous study and shows the relationship between the various types of technical measures.

The objectives of this study were 1) to explore the change features of rural development policy system, and 2) to get some policy counter measures for construction of desirable rural development policy system. First, the change features of rural development policy system are 1) to expand the rural development organization of local government, 2) to strengthen the finance basis for rural development policy, 3) to attempt building the cooperation network between the various local groups. And the policy counter measures derived from this study are 1) to convert the rural development policy system to that of local leading system, 2) to expand the actual rural inhabitant participation in policy making & performance process, 3) to prepare the effective governance system in local level.

Demand of new suburban residential development and a variety of new types for housing have intensified by urban Citizens overused of poor urban residential environment. Income growth and improvement of living standards for the quality of the living environment are increasing demands of creating a more comfortable living environment. Thus, according to changes in social conditions, the development of urban area while accommodating additional development pressure adequately, particularly residential development in order to promote the efficient development of suburban areas are planned for the rational development direction. This study suggests the following improvement measures by analyzing the characteristics of the Suburban Housing Complexes built recently. In order to create a more pleasant Suburban Housing Complexes First, the accessibility of the traffic conditions, education and public facilities is good Second, the construction plans reflected needs of the consumers should be made Third, necessary facilities for activation of the urban-rural exchanges must be equipped.

As the Internet service is expanding rapidly, portal sites, a gateway tn the net, are attracting increasing attention these days. As the Internet service has expanded rapidly, so has the interest for portal sites,, which serve as a gateway to the net. Despite the tendency, however, research on a measure by which to evaluate the quality of portal sites or development of such measures has not been fully pursued. As online services, faced with profitability, are considering 'charge per view', the development of a set of quality evaluation measures for portal services will prove to become a valuable instrument in constructing competitive strategies that are vital for survival and growth of a firm. In that regard, this study aims to develop a set of evaluation measures for Internet portal sites by empirically investigating the most common offline measures for quality of services, SERVQUAL, retail SERVQUAL and other evaluation measures for IT-related online services. Moreover, the study offers the strategic implications of the defined measures.

개발사업의 부정적인 영향을 감소시킬 수 있는 저감방안의 실효성을 높이기 위해서는 이행률을 높이는 것이 필수적이다. 환경영향평가에서 자연생태환경 동물상 분야의 경우 저감방안에 대한 실효성 문제가 꾸준히 제기되고 있음에도 불구하고 현재 진행되고 있는 개발사업의 이행평가 연구는 미흡한 실정이다. 따라서 본 연구는 환경영향평가사업의 대표적인 유형인 도시 및 도로의 개발사업을 대상으로 자연생태환경 동물상 분야의 저감방안 이행률을 평가하고, 각 저감방안별 이행률 차이가 발생하는 원인에 대해 파악하고자 하였다. 도시 및 도로개발사업 저감방안 이행률은 각 56.0%와 64.4%로 낮게 나타났다. 사후 모니터링은 모든 사업유형에서 이행률이 가장 높게 나타났으나, 서식지 조성과 사고예방 저감방안은 낮게 나타났다. 또한, 저감방안 이행률은 보고서 내 기재된 저감방안 내용이 구체적일 때 높음을 알 수 있었다. 본 연구를 통해 환경영향평가 자연생태환경 동물상 분야 저감방안의 이행률을 높이기 위해서는 평가서 작성 시 대상지의 환경적, 지리적 특성을 구체적으로 반영할 필요가 있으며, 실제로 이행할 수 있도록 상세하게 서술할 필요가 있음을 알 수 있었다. 더 나아가 자연환경에 부정적인 영향을 감소시키기 위해 도입된 환경영향평가 제도의 실효성을 증진하기 위한 기초 근거로서 본 연구가 활용될 수 있을 것으로 판단된다.

The objective of this study is to empirically develop performance evaluation measures for LIS (logistics information systems) based upon BSC (balanced scorecard) model and determine the relative importance among four perspectives of BSC using AHP (analytic hierarchy process) methodology. Above all, forty nine probable measures for evaluating LIS performance were identified through reviewing the previous research related with SCM (supply chain management), logistics management, and information systems evaluation. And then, these probable measures were examined by means of coincidence analyses using three mutually exclusive criteria(validity of content, ease of measurement and reliability of measurement). Data for conducting the coincidence analyses were collected from LIS users and LIS development personnel. As the results of the coincidence analyses, it was found that 31 ones among 49 probable performance evaluation measures theoretically derived could be qualified for LIS performance evaluation. And AHP analysis showed that the weight of each perspective was respectively as follows : 46.8% for financial perspective, 31.3% for customer perspective, 14.8% for internal business process perspective, and 7.1% for learning and growth perspective. The academic contribution of this study is that performance evaluation measures for LIS could be systematically and empirically developed on the basis of BSC. Also, the results of this study are expected to be used as a practice guideline of evaluating and improving LIS.

The paper describes condition success for the development and policy environment of organic farming in Korea. policy measures concerning area-based financial support for conversion to and continuation of organic farming, officially-recognized standards and support for market and regional development, advice and research are considered. This indicates that individual measures can also work against each other. In some region, good experiences habe been made with integrated action plan, an approach that is also being discussed at the national level and which could achieve a good basis for the development of Bio-farming in future.
