This study has a purpose of setting applicable ecological environment plan items when establishing city development plan. To achieve this purpose, multiple methods of data gathering, documentary surveys, and questionaries research were used in this study. The main findings of this study can be summarized as follows; 1. The appliance of ecological environment plan is appropriate to apply before the establishment of development plan. 2. The items applicable to ecological environment plan establishment step by step is the following. First, it is necessary to prepare the environment improvement plan and ecology restoration on the stage of assigning the area. Second, on the stage of planning development plan, it is required to set the restoration plan of ecological resources and step by step ecological environment plan. Third, on the stage of plan implementation, it is required to set the maintenance guide on ecological environment. 3. The planning items of ecological environment plan are "geographical features and soil", "water resource", "wind resource", "green resource", "circulation of resource", "usage of nature energy" and "habitats", etc. 4. To apply ecological environment plan to the planning of development, it is necessary to specify the clear concepts and specific plan. 5. This study is limited to select generalized planning items and later on, it is necessary to develop detailed planning contents.

Interests in tourism and leisure have increased with the quality of life in Korea. The government takes the lead in development of tourism for balanced development between regions and local governments use development of tourism as a means for vitalization of local economy. The sustainable and eco-friendly development plan is required for the tourism development, because it needs effective use of limited natural resources and consideration of environmental capacity in the region. This study analyzed the trend of tourism development during nine years, and problems with respect to planning and environment aspects on the basis of four examples which follow recent development trend. We suggest improvement plan that 1) establishment of consistency and systematics of tourism development, 2) enforcement of setting up regional tourism development plan, 3) comprehensive and systematic plan establishment in consideration of private sector, 4) reasonable adjustment and environmental management for development project of approval organization, 5) removal of duplicate regulations for development project. Application of the improvement plan while setting up tourism plan could contribute to vitalization of local economy, and environmental preservation and management.

Although 19 years have passed since the enforcement of the Framework Act on Health and Medical Services, the Plans for Development of Health and Medical Services has not been established. This Plan is a 5-year basic long-term plan that covers the whole of health and medical services. This Plan should point to the direction of 30 long-term plans of healthcare, and this Plan should serve as a combination and coordination of 30 long-term plans and 22 related laws. The United States, the United Kingdom, and Japan have established long-term healthcare plans (4-, 10-, and 20-year plans, respectively). The long-term health plan of the United States has been approached bottom-up, those of the United Kingdom and Japan have been approached top-down. The rapid environmental changes that Korea is and will be experiencing emphasize urgently the need for establishing the Plan for Development of Health and Medical Services.

A comprehensive plan for provincial development which has been establishing and is about to be completed in 1982, has for its object that concretely develop the undertaking of the second comprehensive Program for land development under the Multiple Purpose Development of the Land Act. The limitations of the establishing tile plan which is subordinated to the Program for land development are, firstly of a difficulty of accepting upper and related plans, secondly, of limit and range of time, space and contents, and thirdly, of validity of the plan in practice. There fore, in order to solve the problems the plan firstly, has to introduce 〃the principle of composition and resolution of forces〃 into approaching to the acceptance of upper and related plans secondly, has to prefer micro approaching to macro in planning, and thirdly, has to have a flexibility of planning which will be easily changed into reasonable plan according to continuous co-ordinated process with the government authorities and inhabitants.

According to the New Town Development Plan, Gang-buk area, a symbol of slum in Seoul will be changed new residential area. There are a lot of challenges for success this project. First of all, new ways of city plan "pre-plan and development" and "environmentally friendly development" are necessary to carry out this plan. Another important idea is how to overcome conflicts such as unbalanced development, a traffic jam and environment problem. Also, Government and a citizen agree that this project have to accept eco-protectable and sustainable development theory. For increasing green area ratio and keeping eco-diversity, planting at roofs and water circulation system in residential complex are compulsory. Green network based on environmentally friendly development provides a natural energe stream on eco-system and protects a city from air pollution, hot air island phenomenon and a flood.

Disaster mitigation, especially as a concept similar to damage mitigation caused by heavy rainfalls and flood is closely related to long-term development plan. This plan of an harbor area where is located in lower region is established and carried under consideration of disaster mitigation concept such as internal drainage and so on. Flood damage is somewhat predictable in accordance with height, stream and rainfall characteristics of the region. Therefore it is necessary to establish national and urban plan under consideration of this fact. But this consideration of existing regulation and institution is insufficient and improvement of regulation and institution is needed. This consideration of disaster mitigation fields is regulated declaratively and inclusively in national plan which is established in broad region, and specifically and detailedly in urban plan which is established in narrow region. The program to improve regulation and institution is proposed in order to consider disaster mitigation fields as a level of this plan.

With environmental problems and pollutions accumulated by continuous towns or cities developments events, it is becoming necessary to develop in consideration of environmental effects. This consensus leads to prepare a plan system and instrument for ecological city development, which can be a series of planning indicators. To develope a series of process for environmental friendly development, this study has three main goals as follows; development of policies and programs for environmental friendly development, suggestion of environmental friendly urban design models and standards, development of planning indicators and design guidelines Korean land use plan is operated by both zoning system and detailed plan system. But the available kinds of zoning type are too limited to apply to various and vernacular places. In addition to, the detailed plan is understood to be another regulation which constricts the freedom of building right. In this study, Plan System of Environmentally Friendly Space was studied for domestic affairs In German, Plan System of Environmentally Friendly Space is the field have been progressed before. so In this study, example of German was researched intensively, and Plan System of Environmentally Friendly Space was developed, applicable for the real state in domestic. This study was focused on methodology of landscape planning and planning for afforestation. Landscape planning is performed on condition detail investigation of existent state of nature and local characteristic, and Investigation of Planning for afforestation is more detailed than that of Landscape planning. In the basis of methodology of landscape planning and planning for afforestation, Plan for Environmentally Friendly Urban Habitation Model was developed. Plan for Environmentally Friendly Urban Habitation Model was applicable for state of land use planning. Site was selected Chuk-chun in city yang-in, taking the circumstances into consideration. So landscape planning correspond to land use planning was made out. Adjustment of Land use planning and Landscape planning was very important. Undergoing this process, Plan for Environmentally Friendly Urban Habitation Model was performed.

In this study, the effectiveness of the method for the promotion council to make rehabilitation community development plan with rural villages to continue community development is investigated in Ota-district, which is affected by chuetu earthquake. Initially, Ota-district made the acting contents of the plan based on the village's request, which is considered resident life and problems in village. Next, Ota-district made the vision of plan based on the acting contents. This plan procedure has been effective to compliment the village community facilities and running on village event, in addition to setting the village's community to continue to manage community facilities and event. As a result, this way has helped good management of village event using the facilities and interchanging among residents. Also, the use of acting contents by request of the promotion council and village's community, while respecting both, has been effective in that the promotion council assists the village event after the rehabilitation community development plan is finished.

Analysis of the case of the German school acceptance plan was to help complement the limitations of the nation's student accommodation plan will be judged. Therefore, the present study in order to determine what the content covered in the plan of the German student acceptance of Potsdam, Germany, which contains information from the Potsdam school development plan (Schulentwicklungsplan) were analyzed. A scheme suggested in this study was based on the analysis of survey to elementary school in Potsdam and actually surveyed data on educational environment, the result can be summed up as follows; Korea's plan to accommodate students and school development plan (Schulentwicklungsplan) is called, as shown in the case of this study in Potsdam(Germany) student acceptance of the educational environment plans, as well as accommodate students like us, school facility planning and school facilities dealing with the financial investment plan. In addition, the plan as a long-term plan that will ensure the predictability of long-term school facilities to finance investment plans. This study, there are limits to Potsdam, Germany, to analyze the characteristics of Germany's student accommodation plan to represent the characteristics of the students of other cities in Germany and an acceptance plan.

The purpose of this study was to develop a middle school science climate change education plan. The detailed contents of the study are as follows: First, a research study was conducted for understanding climate change and the direction and contents of the climate change education were set up. Second, the climate change education plan was prepared. The middle school climate change education plan were arranged through research study. The results of the study are as follows: First, the direction and contents of the climate change education were arranged. The direction of the climate change education was arranged to reflect the global science education system, sustainable development education, and youth leadership. Second, the middle school climate change education plan was arranged. The middle school climate change education plan includes a course of study and creative experience program. The plan for the course of study focused intensely on scientific study.
